Angono MPS Anti-Criminality Action Plan


OPLAN “PANIKI” (Police Admin patrolling during Nighttime for Injecting and
Kicking Illegals)

This Action Plan prescribes the guidelines and procedures relative to the conduct
of holistic anti-crime approach by Angono Municipal Police, Local Government Unit
(LGU), Barangay Peacekeeping Action Team (BPATs) and the community to address
the increasing number of incident during nighttime.

 Crime against property has marked its notoriety during nighttime,


wherein such public menace proliferated by criminals who way land
their victims while taking a rest and fast asleep.

 Despite various strategies and enhanced anti-criminality program


implemented by Angono Municipal Police, these crimes continue to
exist due to nationwide economic crises and depleting number of police
personnel against the increasing population.

Situation:

 The involvement of admin personnel and support and cooperation of


the local government and all sectors concerned is therefore necessary
to address these concerns.

 Angono Municipal Police Station with its concurrent mission and


functions and in coordination with the Local Government Unit (LGU),
BPATs, Non-Governmental Organizations (NGOs) and other force
multipliers, shall intensify its police operations to address these criminal
activities.

Execution:

a. Concept of Operations

 Joint Admin personnel together with the Patrol personnel and intel
personnel of this station in coordination with the LGUs and BPATs shall conduct
patrolling, OPLAN Sita, OPLAN Bakal and OPLAN Sagip Nene during nighttime
depending on crime clocking to prevent/preempt any illegal activities including robbery
and carnapping/motornapping. This operation will implement two times a week. Admin
personnel who performed such duty may come late (half day) to his office the next day.

 Shall deploy personnel based on prevalent crime occurrence and


identified crime prone areas and enhance the conduct of beat and mobile patrol and
OPLAN Sita especially on criminals using motorcycles and implementing no plate no
travel policy.
 Continues dialogues (pulong-pulong) will also be conducted as part of
the education and public information drive to stimulate community awareness and
support in the implementation of anti-criminality campaign, in collaboration with
concerned sectors of society and organizations of the government.

b. Tasks:

1) Operations Section

 OPR in the formulation and operationalization of this Action Plan;


 Deploy appropriate number of personnel to conduct foot and mobile patrol,
to enhance police visibility at crime prone areas and major thoroughfares
in coordination with force multipliers;
 Conduct aggressive police operations for the neutralization of identified
target personalities;
 Maintain an updated situation map, necessary in assessing projected crime
situations; and
 Perform other tasks as directed or as necessary.

2) Intelligence Section

 Enhance information gathering and provide accurate intelligence


information on the operating troops;
 Conduct background investigation to suspected criminal elements for
identification and possible neutralization;
 Updated target list on suspected crime groups involved in robbery hold-up
and carnapping/motornapping;
 (Other intelligence efforts); and
 Perform other tasks as directed or as necessary.
3) Investigation Section

 Conduct speedy investigation and prosecution of all cases;


 Maintain of rouge file gallery for victim identification of the suspect/s;
 Coordinate or make arrangement with the fiscal for possible inquest on site
if the situation warrants;
 (Other investigation efforts); and
 Perform other tasks as directed.

4) PCR Section

 Conduct public information campaign in coordination with the Municipal


Public Information Officer (MPIO), NGO’S and religious sectors in order to
raise public awareness and generate community support in criminal
campaign;
 Coordinate with all Barangay Chairman for the mobilization of barangay
tanods and BIN members in all barangays as force multipliers, religious
groups and civil society;
 Conduct training for barangay tanods/police in information gathering efforts
and reporting;
 Perform other tasks as directed.

5) Municipal Radio Communications Office

 Provide radio communication assistance; and


 Perform other tasks as necessary.

6) Municipal Peace and Order Council (MPOC)

 Convene the council members for inputs and subsequent approval of the
Anti-criminality Action Plan, taking into consideration the responsibility of all
concerned for a holistic and effective approach to the crime situation; and
 Convene on a regular basis or when the needed arises, to conduct
assessment on the effectiveness of the plan and to make the necessary
adjustments as necessary

7) Sangguniang Bayan (SB)

 Enact ordinances for the adoption of the MPOC- approved Anti-Criminality


Action Plan for the provisional funding and support of its implementation..
 Enact other ordinances as may be necessary or when the need arises, for
the effective implementation of the plan.
8) Coordinating Instructions:

 The PNP Operational Procedure shall be strictly observed and followed in


all operations;
 Admin personnel who will
 Respect for human rights is paramount and must be observed;
 Adherence to the rule of law is required.;
 Lateral coordination is highly encouraged; and
 (Other lateral coordination).
