ASSESSMENT

• All theft incidents were committed through salisi modus, by diverting the attention of
victim, like dropping of store product while inside business establishment, and dropping of
coin by stranger before a local resident.

• Theft in incidents 2019 happened on Tuesday, Wednesday and Saturday, but the greater
amount stolen based on pieces of evidence was happened on Saturday, the busiest since it
is the market day of _________the thief took advantage of the situation.

• Theft incidents in 2019 happened in different barangays of ______ apparently, thief is


anywhere in the locality, so long as they have opportunity to consummate their desire and
motives to steal.
ANALYSIS

• Analysis of crime data shows very significant trends especially when linked to economic
situation and movement before and during community quarantine (COVID-19 pandemic).
• The decrease of TCI comparing both quarter was highly affected by the Closures of some
establishment during the Pandemic period contributed to the decrease of TCI. People are
confined in their residences during the Pandemic. Other contributing factor is the enhanced
police visibility in their AOR. Local Government Units Initiated curfew hours and liquor ban in
connection with IATF Guidelines.
• Theft remains the highest crime against property in both quarter because of the economic
situation that we are facing nowadays.
• Murder is the highest crime against person on 4th Quarter 2019 because of the confinement
of the people due to pandemic, many were affected emotionally and mentally while rape
committed through Deprived of Reason or Unconscious (Under the influence of Liquor) gets
highest on 4th quarter 2020
RECOMMENDED INTERVENTION

• Conduct pro-active measures such regular visitation to business establishments and barangays, so as to
strengthen partnership and strategize on how to deter theft incidents inside said establishments and
residential areas so as to conduct pulong-pulong, distribute crime prevention tips/fliers about crime
prevention, modus operandi and safety tips, and enjoin them to get involve in neighborhood watch to
prevent such crime.

• Intensify tactical deployment of mobile, motorcycle and beat patrollers at business districts/areas
particularly during identified crime prone periods(Tuesday, Wednesday and Saturday/8 AM to 3 PM) and
prone places of Guihing and Poblacion.

• Conduct Barangayanihan by coordinating with stakeholders to ease their burden in distributing their help
to the community, so as to strengthen collaboration among stakeholders in the maintenance of peace and
order.. Likewise, stakeholders will be secured and the distribution of help will be organized.

SITUATION:

Investment scams in year 2019 created great controversy at the Province of Davao del
Sur, and several staffs and beneficiaries are residents of Hagonoy. Upon closure of investment
scam entities since not SEC authorized, members who do not receive payout and refund
believed that they were corrupted and compromised by staffs, thus, grudges developed.

FORECAST:

Murder may happen this date, so long as the compromised members of investment scam
entities will have opportunity to express their hatred and retaliation to staffs, they are targeting
with.

FORECAST

SITUATION:
Mid-year particularly the months of June, July and August seemed as one of the peak
season of the year. Employees will receive bonuses and busy in cash withdrawals through ATM
or over the counter. Also, an enrollment period for School Year 2021-2022.

FORECAST:

Thieves will take will take advantage the situation. Meanwhile, the
underprivileged will also commit theft for the enrollment of their children and purchase of
school uniforms and other school requirement.

That about 12:30 am of November 23, 2021. Elements from Arayat MPS SDU, Pcpl Roldan B. Acacio, Pcpl
Reynaldo T. Taguilan, Pcpl Ronald Allan S. Lu, Pat Dexter Ian Paguio, Pat Winston Garcia, Pat Laurence Manuel Under
the direct supervision of PLTCOL Reynold B. Macabitas COP, Arayat MPS coordination with PDEA RO III conducted
Anti-Illegal Drug (buy-bust) operation against the suspects named
1.) Czer Emile E. Del Morale y Medina, 44yoa, DOB 8/25/77, male married, businessman, violation of section 5 in
relation to section 26, Article II of RA 9165 committed by suspect number 2.) Mary Ann Del Moral Y Tanaka, 44yoa,
DOB (06/24/1977) female, married, both resident of P-3, Brgy. Cupang, Arayat Pampanga, Violation of section 11,
Article II of R.A 9165 committed by suspect number 3.) Michael Tayag Y Bacay, 33yoa, BOD 7/20/1988, male single,
helper, suspect number 4.) Joseph Alamason y Cristobal, 36yoa, DOB 11/24/1985, male, single, Tatoo Artist, and
suspect number 5.) FRANCISCO DE JESUS , 20yoa, BOD 7/27/2001, male, student and all resident of P-1 Brgy.

during the operation were One (A) pc. heat sealed plastic sachet containing white crystalline substance believed to
be Shabu and confiscated (7) pieces heat sealed transparent plastic sachet approximate weight of 0.60 grams and
estimated street value of 3,500.oo
(B) One (1) 1,000.oo peso bill with serial number J7327as use as buy-bust money.
(C) One (1) piece hand grenade
(D) One (1) 38 revolver and 5 ammunition.

At around 10:00 in the morning of March 3,


2021, joint element of Hagonoy MPS and CIDG
DSPFU implemented a warrant of arrest against the
person of Rosendo Piñano Pable, 56 years old,
married, jobless and a resident of Purok 7, Balutakay,
Hagonoy, Davao del Sur for the crime of RPC ART
266-A-RAPE with CC no. FC-14 (21) issued by Hon.
Marivic Trabajo Daray, Presiding Judge of RTC 11, 11 th
Judicial Region, Branch 18, Digos City, Davao del Sur
with no bail recommended.

arrested suspect;
 Non-wearing of prescribed shirt of arrested person
during mug shots;
 No prescribed mug shot identification board; and
 Improper taking of whole body picture for mug shot.
RECOMMENDATION
 Proper taking of fingerprints in accordance with the AFIS
guidelines and Procedures;

 Use of prescribed shirt for the arrested suspect/s with PNP and
station’s logo for proper identification.

 Use of prescribed mug shot identification board during


documentation;

 Observance of health protocol while taking proper mug shot


procedures.
