SUBJECT : ANTI-CRIMINALITY ACTION PLAN “OPLAN PAGBABAGO”

1. References:

f. DILG MC No.2017-127 Implementation of Community Based
Rehabilitation Program(CBRP)
g. Municipal Executive Order Nr. 010-E Reorganization and Revitalization of
MADAC.

2. Purpose:

This Anti-Criminality Action Plan set the tactical concepts, operational guidelines
and specific tasks to be undertaken by personnel of San Luis Municipal Police Station
in coordination with the Local Government Unit of San Luis, Barangay Officials, other
concern government agencies and Civil Society Organizations (CSO) to ensure the
continuous conduct of anti-illegal drug campaign programs particularly OPLAN
Tokhang and Implementation of Community Based Rehabilitation Program
(CBRP) having in mind that these activities if will be maintained, will ensure illegal drugs
supply and demand reduction and in the end will result in saving lives and properties
specially in the municipality of San Luis, Aurora.

3. Situation:

In connection with the continuous Anti-Illegal Drug Campaign program of the


government, several directives from the PNP, DILG, and DDB are being laid down to all
PNP units to be complied on target dates. San Luis MPS, with the implementation of
Project Double Barrel Alpha and Double Barrel Reloaded shall conduct monitoring and
coordination with the BADAC and concern agencies and facilitate the process of
identifying and accepting Drug Surenderers until they finished their Drug
Rehabilitation/Reformation program.
4. Mission:

San Luis MPS with the support of other law enforcement agencies, Local
Government Unit (LGU), Barangay Officials (BADAC), CSO’s and other stakeholders
shall continuously conduct the procedures on identifying and accepting Drug
Surenderers, Drug Reformation Program and Anti-Drug Advocacy to ensure supply and
demand reduction, and extend the full arms of the law for those who are disregarding
the program and uncooperative to the government.

5. Execution:

A. Concept of Operations

San Luis MPS shall be the OPR (Office Primarily Responsible) for the
planning, monitoring and identifying drug personalities within AOR and facilitate Drug
Reformation Program.

The Station Drug Enforcement Unit (SDEU) composed of dedicated


personnel shall, in coordination with MADAC/BADAC is responsible for monitoring and
identifying suspected drug personalities in every barangay and encourage them to
surrender through “OPLAN Tokhang” and undergo reformation/ rehabilitation program
set by the government and ensure their sincere adherence to the program. On the other
hand, drug personalities who will be monitored and validated who still engaged in illegal
drug activities will be immediately subjected to buy-bust operations.

1. Preparation and Identification Phase:

a. Request for the approval of this Action Plan by the Local Chief
Executive and eventual submission to Sangguniang Bayan for
adoption.
b. Conduct coordination with all concern regarding the implementation
of this Anti-Criminality Action Plan;
c. Conduct of MADAC/BADAC meeting to discuss each role on the
surveillance, identification and creation of Drug Watch List in every
barangay.

d. Distribution of leaflets, posters, and other information materials,


posting of tarpaulin and PNP hotline regarding this Action Plan ;
and
e. Use of quad-media in the information dissemination drive.
2. Operational and Implementing Phase:

a. San Luis MPS, in coordination with concern agencies shall conduct


OPLAN Tokhang to verified Drug personalities included in the watch list
and encourage them to surrender to police authorities, undergo tests and
reformation/rehabilitation program;
b. Arrange venue and schedule of Reformation program and invite
speakers/lecturers ; and
c. Ensure attendance and full cooperation of drug Surenderers and seek
assistance of MADAC/BADAC and other agencies for the success of the
program.

3. Feedback and Assessment Phase:

Report shall be submitted to Provincial Headquarters- Aurora PPO, concern


government agencies and Barangay for the conduct of assessment of the effectiveness
of this Anti-Criminality Action Plan.

B. Tasks:
1) Operation Section
- OPR in the implementation of this Action Plan;
- Conduct periodic review and assessment on the implementation
of this Plan to determine whether improvements and innovations will be introduced; and
- Perform other tasks as directed.
2) Intelligence Section
- Provide timely and periodic intelligence on the identities and
activities of suspected drug personalities with AOR and encourage them to surrender
and undergo reformation program;
- Intensify counter-intelligence monitoring on the possible
involvement of uniformed personnel and other prominent personalities in illegal drug
activities;
- Provide list of suspected drug personalities in coordination with
MADAC/BADAC and subject them to buy bust operations, issuance of Warrant of Arrest
and Search Warrant; and
- Perform other tasks as directed.

3.) Investigation Section


- OPR in the investigation activities of cases involving illegal drugs;
- Supervise the build-up and documentation of cases involving
illegal drugs for subsequent filing of cases in court and application of Warrant of Arrest
and Search Warrant; and
-Perform other task as necessary.

4.) PCR Section


-OPR in the intensification of community awareness on the ill-
effects of illegal drugs through TRIMP(Television, Radio, Internet, Magazine and Print);
-Initiate Drug Awareness Seminar in Schools, Office and Barangay;
-In-charge on documentation of Drug Surenderers Activities; and
-Perform other task as necessary.
4) Coordinating Instructions:
-Respect for human rights is paramount and must be strictly
observed;
-Strict adherence to Police Operational Procedure (POP) is
emphasized;
-Police personnel shall always wear prescribed uniform except for
justifiable reasons and wearing of same will imperil the operation;
-Rehabilitation/Reformation Desks in every barangay shall be
maintained to facilitate accepting of drug surenderers for subsequent endorsement to
San Luis MPS;
-Lateral and vertical coordination with LGU, AFP and other involved
government agencies and non government organizations are highly encouraged;
-Conduct regular meeting with MADAC/BADAC, MPOC and other
concerned sectors for the assessment and formulation/adaption of supplemental
guidelines/ordinances for the success of this Anti-Criminality Action Plan.

5) Effectivity

This Anti-Criminality Action Plan takes effect upon approval.
