BARANGAY INFORMATION NETWORK (BIN)

PROJECT SUMMARY

Establishment of Barangay Information Network is a practical application of confronting the

enemy that made the barangay the foci of the struggle BIN. Must also be complimented by the formation
of civilian volunteer groups which shall be the counterpart of the enemy’s militia to launch a coordinated
propaganda campaign designed to regain and maintain the trust and confidence of local residents on the
government and its AFP/PNP forces in order to win their full support, commitment and participation in
the counter-insurgency, counter-terrorism, and anti-criminality campaign.

BIN shall be established in all barangays, taking into priority the insurgency-affected barangays
and crime prone areas, to neutralize insurgency and criminality at all levels and denying the enemy access
to barangay manpower and material resources.

BIN informants shall be tapped and selected from among the local residents and subsequently
trained on intelligence collection operation; and

BIN informants must be compartmentalized to avoid compromising one to the other as well as to
achieve reliable results.

PROJECT OBJECTIVES

Why should we consider this project as one of our Best Practices? Because, this project aims to
establish an effective community information machinery through community partnership.

 To tap and train selected local residents in the intelligence collection operation;
 To detect and neutralized the enemy efforts at its early stage to infiltrate unaffected
areas/barangays;
 To identify and isolate enemy infrastructure, organs of political power in affected areas and
prevent the establishment of a well-entrenched network in the nearby areas.
 To preempt or thwart the projected activities of criminal elements and other threat groups to
include the establishment of a base for their operations; and
 To identify the existence/presence of network being used by the CTM, criminal elements and
other threat groups in the area

PROJECT DETAILS

This program had somehow contributed a significant role in the campaign against criminality in
the Province. The basic imposition of BIN which emanates in society had somehow contributed a
significant support to the PNP personnel of Matungao Municipal Police Station. With the untiring support
of our OIC PINSP TAHA LABIOS TAMBOG and the efforts exerted by the Intelligence personnel from this
station SPO2 MAMA MANALOCON DOWA, Chief Intelligence PNCO this program had brought forth the
importance of Community (BIN) in the campaign against lawlessness in the Municipality of Matungao.
Thus, all intelligence personnel must promote a rapport to the community and shall established/recruit a
reliable and dependable BIN as part of our Anti-Criminality/Terrorism/Insurgency campaign.

Conceptual Framework

o Establish information networks in all barangays of Matungao, if possible, to neutralize insurgency

and criminality at all levels and denying the enemy access to barangay manpower and material
resources;
o With the PNP Speakers Bureau, local leaders and key communicators in the area to take active
participation and keeping the people on the side of the government and involving them in the
fight against insurgency/criminality; and
o Disseminate information in order to develop the territorial and tactical units into well-motivated
and well-informed counter-insurgent and anti-criminality forces.

PROJECT UPDATES

For the period CY 2015, intelligence personnel of Matungao MPS successfully recruited and
maintained 24 informants, emanating from 12 Barangays of Matungao, Lanao del Norte. As of this period,
recruitment of reliable BIN informants were conducted religiously as part of our monthly compliance from
the higher office (PIB LDN PPO).

LIAISONING WITH AFP COUNTERPART, LEAs and LGU

PROJECT SUMMARY

The conduct of coordination with military counterparts, other LEAs and LGU in the AOR is very
important in intelligence community it is very vital in the maintenance of peace and order and fighting
insurgency and criminality in the area. It is very useful in gathering information, monitoring of movement
and planned activities of enemy forces/ other lawless elements in the area.

Intelligence personnel should maintained a regular coordination and communication with other
agencies in the AOR, especially during full alert status and the threat against terrorism is imminent in our
region.

PROJECT OBJECTIVES

To maintain a good partnership with other agencies, have effective communication to all
intelligence operatives and to familiarize the customs and tradition of the local residents which is very
important and useful in Law enforcement activities.

PROJECT DETAILS

This program had somehow contributed a significant role in the campaign against criminality in
the Municipality of Matungao. The good relationship with military counterparts and other agencies in
AOR had somehow contributed a significant support to the PNP personnel of Matungao Municipal Police
Station. Under the good leadership of our OIC PINSP TAHA LABIOS TAMBOG and the efforts exerted by
the Intelligence personnel from this station SPO2 MAMA MANALOCON DOWA, Chief Intelligence PNCO
this regular activity had brought a good result in achieving the peace and order in the Municipality of
Matungao.

For the period CY 2015, intelligence personnel of Matungao MPS maintaining regular coordination
with military counterparts and LGU in monitoring MILF plans and activities, joint security coverage on
special occasions and working cooperatively in the maintenance of peace and order. Through this activity
the chance of any lawless elements to plan and conduct atrocities has only a little chance.

PROJECT NAME

PNP SECURITY POLICY: CONDUCT OF SECURITY SURVEY AND VISIT

PROJECT SUMMARY

The PNP Security Policy “KALASAG” 2008 prescribes and establishes operational guidelines on the
overall security measures of the PNP. This security policy serves as a Quick Reference Guide for
Commanders on security matters in view of the wide differences in organization, arrangement, and
physical make-up of PNP offices all over the country. Commercial establishments and other vital
installations in our area of responsibility are constantly threatened by atrocities/offensives of
CNN/separatist movements and the organized crime groups and other criminal elements that have
established associations also been posing threats.

Security Survey and visit must be conducted regularly purposely to evaluate and assess of certain
commercial establishments and vital installations as to whether it essentially complied the basic
requirements. Part of our target hardening measures is the regular deployment of PNP personnel to
conduct patrolling and to act as security/police visibility in commercial establishment.

PROJECT OBJECTIVES

This project aims to achieve significant outcomes as to imposition of security of vital installation
and commercial establishment.

1. Prevention from inevitable impending attacks of threat groups (LTG and other lawless elements)
2. Enhancement of security.
3. Addressing the mishap on threats to security and peace and order on respective areas of
responsibility by identifying vulnerabilities of vital installations and commercial establishment.
4. Recommendation of certain deficiencies as noted during the conduct of Security Survey and visit.

This program had somehow contributed a significant role to intensify our target hardening
measures in our area of responsibility. The active support of our Chief of Police TAHA L TAMBOG JR. with
the participation and efforts exerted by the PNP personnel of Matungao MPS we had conducted the
Security Survey and visit on vital installation and commercial establishment within our AOR regularly.

For the period CY 2015, this office regularly conducting security survey at Smart tower in
barangay puntod and regularly conducting security visit at Matungao Public Market for police visibility. As
of this period, we had already identified deficiencies which will be addressed to the LGU of Matungao.
