The Bureau of Jail Management and Penology (BJMP) : Jojo P. Bautista, Mscrim
▪ The BJMP, also known as the Jail Bureau was created as a distinct
and separate line bureau by virtue of Republic Act 6975 otherwise
known as the “Department of Interior and Local Government Act of
1990” which was approved in December 13, 1990 with the aim of
promoting, developing, professionalizing, and improving supervision
of District , City and Municipal Jails nationwide.
▪ On January 2, 1991 the BJMP was formally established.
▪ The Jail Bureau is hereby created initially consisting of the existing
officers and non-uniformed members of the office of the Jail
Management and Penology as constituted under PD No. 765 under
the defunct Philippine Constabulary/Integrated National Police.
VISION AND MISSION OF THE BJMP
▪ VISION
“The Bureau of Jail Management and Penology envisions a dynamic
and responsive institution which upholds professional jail services to
promote public safety.”
▪ MISSION
“To ensure public safety by providing quality jail management and
services in all district, city and municipal jails through efficient and
humane safekeeping and rehabilitation of inmates.”
BROAD OBJECTIVES OF THE JAIL BUREAU
▪ The Jail Bureau shall exercise supervision and control over all city and
municipal jails.
▪ The provincial jails shall be supervised and controlled by the
provincial government within its jurisdiction.
▪ The Jail Bureau shall be to exercise supervision and control over all
district, city and municipal jails to ensure a “secured, clean, sanitary
and adequately equipped jail for the custody and safekeeping of city
and municipal prisoners, any fugitive from justice or persons
detained awaiting investigation or trial and/or transfer to the
National Penitentiary, and any violent, mentally-ill person who
endangers himself or the safety of other.”
POWERS AND FUNCTIONS OF THE JAIL BUREAU
▪ The Jail Bureau shall be headed by a Chief with the rank of Director.
▪ Deputy Chief with the rank of Chief Superintendent.
▪ The Central Office serve as the main office staff, which is composed
of;
1. Three (3) ranking official members
2. Six (6) directorial staff
3. Six (6) special staff groups
4. Four (4) personal staff groups
ORGANIZATION OF THE JAIL BUREAU
▪ The head of the BJMP with the rank of Director shall have the position
title of Chief of the Jail Bureau.
▪ The second officers in command of the BJMP with the rank of chief
superintendent shall have the position title of the Deputy Chief for
Administration of the Jail Bureau.
▪ The third officers in command of the BJMP with the rank of Chief
Superintendent shall have the position title of Deputy Chief for
Operations of the Jail Bureau.
▪ The fourth officer in command of the BJMP with the rank of chief
superintendent shall have the position title of Chief of Directorial Staff
of the Jail Bureau assisted by the Directors of the Directorates in the
National Headquarters office with at least the rank of Senior
Superintendent.
ORGANIZATION AND KEY POSITIONS OF THE
BFP AND BJMP
▪ City Jail Warden – should have the rank of Chief Inspector, who must
have finished at least second year Bachelor of Laws or earned at least
twenty-four (24) units in a master’s degree program in management,
public administration, public safety, criminology, penology,
sociology, national security administration, defense studies or other
related disciplines from a recognized institution of learning, and must
have satisfactorily passed the necessary training or career courses for
such position as may be established by the Jail Bureau. Provided,
That in city jails with a population of one thousand (1,000) or more
inmates, the city jail warden shall have the rank and qualifications of
a district jail warden.
QUALIFICATION STANDARDS IN THE
DESIGNATION OF THE BJMP KEY POSITIONS
▪ Chief of Jail Bureau – should have the rank of Director, who must be
a member of the Philippine Bar or a holder of a master’s degree
program in management, public administration, public safety,
criminology, penology, sociology, national security administration,
defense studies or other related disciplines from a recognized
institution of learning, and must have satisfactorily passed the
necessary training or career courses for such position as may be
established by the Jail Bureau.
