State Bar Councils (Section 3): Section 3 of the Act provides for the establishment of a Bar
Council in each state. For each State Bar Council, a chairman and vice chairman will be chosen
by the respective State Bar Council.
Enrolment of advocates
Composition-No. of members to be elected: on the basis of total no.of advocates enrolled
Ex- officio members – Advocate General of State
½ of the members shall have more than 10 year experience.
Term of office of members under the State Bar Council (Section 8): five years, from the day
the results of the election are published.
Electoral rolls – conduct of elections
6.Functions of State Bar Councils-
) to admit persons as advocates on its roll.
(b) to prepare and maintain such roll
(c) to entertain and determine cases of misconduct against advocates on its roll
(d) to safeguard the rights, privileges and interest of advocates on its roll
e) to promote and support law reform
to conduct seminars and organize talks on legal topics by eminent jurists and publish journals and papers of
legal interest.
(eee) to organize legal aid to the poor in the prescribed manner
(f) to manage and invest the funds of the Bar Council
(g) to provide for the election of its members. to visit and inspect Universities in accordance with the
directions given under clause (I) of sub-section (1) of section7;
(h) to perform all other functions conferred on it by or under this Act;
(i) to do all other things necessary for discharging the aforesaid functions
2. A State Bar Council may constitute one or more funds in the prescribed manner for the
purpose of
a. Giving financial assistance to organize welfare scheme for the indigent, disabled or
other advocates.
b. Giving legal aid or advice in accordance with the rules made in this behalf

Bar Council of India
Bar Council of India (Section 4): Section 4 of the Act permits the establishment of an All-India Bar Council.. The
All India Bar Council will have a chairman and vice-chairman who were chosen by the Council itself according to
the established procedures.
No. of members: 18 - The attorney general of India, who serves as an ex officio member, the solicitor general of
India, who also serves as an ex officio member and one member who is chosen by each State Bar Council from
among its members shall make up the body
