III. ASSESSMENT
A. Issues and concerns
Based on the focus group discussion with the community members, these are the
problems identified by the people per component/ sector:
Illustration 10: Issues and Concerns
Sector/Component ISSUES AND CONCERNS
Fishermen ● Insufficient funds for livelihood opportunities
● Leadership style (i.e personality differences)
● Low self-esteem among members
Farmers ● Limited access to agricultural technology
● Climate change issues
● Lack of trainings and seminar on alternative farming
Senior Citizen ● Health concerns
● Financial insecurity

Person with Disability ● Lack of financial resources

● Lack of cooperation
Education ● Lack of financial support/educational assistance
As perceived by the members of the
community
● Although there are livelihood opportunities in the barangay, it is not enough
to sustain the daily needs of the people.
● Alteration of weather conditions and migration of fish results in fishermen
looking for another source of income to meet their families' daily needs.
● However, the farmers also have the same problem as the fishermen.
● People in the community see education as an equally important need for
children.
● However, due to the insufficiency of income of most parents, the financial
support for the education of the children is also not enough.
● Despite the challenging financial situation, parents still strive to send their
children to school believing that finishing school can provide better
opportunities for them.
Workers
Perception

● Typhoons had a great impact on the Fishermen and Farmers of Barangay

Sinalhan.
● Fishing activities had become limited because of the owner of the fishpond
● Seniors contribute to national growth, but they also have larger health concerns,
benefits, and legal rights demands.
● Senior Citizens of Barangay Sinalhan report 2218 members, including non-
registered, but only 200 are indigent seniors who receive social pensions.
● Sinalhan has 250 PWD. Members say free haircuts, pedicures, medical
missions, and dental missions are not enough for daily living.
● Due to their situation, the majority of PWD are unemployed.
● They wish to have a livelihood program for those like them who are disabled but
can still work.

● Duplicate basic hydroponics to other sectors in the barangay and become a source to
generate income for the family and community

Fund for Children and Families in promoting the sustainable development projects in
the community.
● Involvement of barangay officials to become more attentive to the needs of the
