Subject: AVSEC TERMINOLOGIES

 Access Control. The security procedure applied to ensure that


only authorized persons, authorized vehicles and authorized
items carried by such persons or transported in such vehicles
are allowed access into the premises, area or zone being
controlled.

 Accompanied Hold Baggage. Any hold baggage which is


placed in the custody of an aircraft operator by, or on behalf
of, a person carried on the same flight.

 Aerial work. An aircraft operation in which an aircraft is used


for specialized services such as agriculture, construction,
photography, surveying observation and patrol, search and
rescue, aerial advertisement, etc.
AIRPORT

ACCESS PASS - IDs and other documentation issued to authorized
airport-users and to those individuals and vehicles with official business
to transact in order to facilitate passage into airport restricted areas.

AIRCRAFT - a heavier than air device/contraption
designed to carry weights while navigating in the
atmosphere thru the dynamic action of air against its
surface (AERODROME).
 Air Cargo. Includes normal freight, consolidations,
transshipments, unaccompanied courier items, postal mail,
company's tools, and unaccompanied baggage shipped as
freight on a passenger-carrying aircraft.
 Aerodrome. A defined area of land intended to be used,
either wholly or in part, for the arrival, departure and
movement of aircraft.
 Agent. Any person, company or organization engaged, either
directly or indirectly, whether by contractual agreement or
otherwise, to carry out duties on behalf of an aircraft operator,
aerodrome manager or air cargo agent.
 Air cargo agent. An agent, freight forwarder or any other
company who accepts air cargo from a customer in order to
send it to an aircraft operator or air cargo handling company
for carriage by air.
 Air cargo storage area - means premises used for the storage
of “known cargo” or for securing “unknown cargo” (e.g. the
security hold).
 Aircraft Hold. Parts of the aircraft belly where hold baggage
are placed for shipment to its destination.
 Aircraft in Flight. An aircraft is in flight from the moment all
its external doors are closed following embarkation until any
of such doors is again opened for disembarkation.
 Aircraft Maintenance Area. All the ground space and
facilities provided for aircraft maintenance. It includes aprons,
hangars, buildings and workshops, vehicle parks and roads
associated therewith.
 Aircraft Operator. Means the person / corporation having
the authority to management an aircraft registered or operating
in the Philippines.
 AIRPORT - a lands physical facility where aircraft embarked
or disembarked passengers and cargoes, make repairs or
replenish fuel.
 AIRPORT AUTHORITY - a Government Owned and
Controlled Corporation (GOCC) engaged in the efficient and
orderly operations of an international airport like NAIA and
MCIA.

 AIRCRAFT MOVEMENT AREA (AMA) - the area


dedicated exclusively for the purpose of landing, take-off, taxi,
maneuver and parking of aircraft.

AIRSIDE - the movement area of an airport, adjacent terrain and
buildings or portions thereof, access to which is controlled. (no free
access to the public).

 AIR TRANSPORTATION - the mode of travel or
conveyance of people and goods thru the medium of aircraft
movement.

 ANTI-HIJACKING EQUIPMENT - pre-boarding security


screening equipment such as X-ray, metal detectors (WTMD
& HHMD) and scanners installed at the initial and final
security checkpoints of airport terminals to inspect the
passengers, airline crews their luggage for
dangerous/prohibited goods/items.

 AIRLINE - business organization on company engaged in


scheduled transport and movement of passengers, goods and
services by means of aircraft.
 AIRPORT EMERGENCY - any unscheduled incident/event
that may transpire in any airport facility that may
disrupt/impede/hamper its smooth operations.

 AIRPORT-USER - a generic term that includes authorized


individuals like airline crew, airport-related agency personnel
& passengers to gain access to the various airport facilities on
a need basis during its operations.

 AIRPORT SECURITY FEE (ASF) - the amount collected


from departing international and domestic airline passengers
other than those paid for ticket, immigration and other
requirements originally authorized by PLOI 141-A.
 Air Navigation Facility. Any facility used in, available for use
in, or designed for use in aid of air navigation including areas,
lights any apparatus or equipment for disseminating weather
information, for signaling, for radio direction finding, or for
radio or other electrical communication, and any other
structure or mechanism having a similar purpose for guiding or
controlling flight in the air or the landing and take-off of
aircraft.
 Airport Tenants. Airport tenants include individuals or
businesses granted a license or other legal documents by the
airport administration to conduct business operations at the
airport like concessionaires, caterers and maintenance facilities.
 Apron. A defined area on a land aerodrome intended to
accommodate aircraft for purposes of loading or unloading
passengers, mail or cargo, fuelling, parking or maintenance.

 Aviation Security In-Depth System (ASIS) - Is the
Security Concept adapted by the AVSEGROUP
which basically sets a three-layered security system
to secure civil aviation against unlawful interference
such as terrorism. The three layers are the
Proactive/Preemptive Measures,
Protective/Preventive Measures, and the Reactive
Measures.
 Authorized vehicle. Means any vehicle authorized
by the aerodrome manager to operate within a
Security Restricted Area (s), Controlled Area or other
areas through the issue of a valid pass.

 BAGGAGE - personal properties of passengers and crew
carried into an aircraft by agreement stipulated in the ticket
with airline operator.
 BAGGAGE STORAGE AREA - designated space where
checked-in/held/mishandled bags are stored pending their
transport into the aircraft forwarded to its destination or
claimed by its owner.
 BOMB THREAT - a communicated threat, anonymous or
otherwise, that alludes, suggest, infers, rightly that the safety
of an aircraft in flight or on the ground or an airport facility or
an individual or object may be jeopardized.
 Baggage container. A receptacle in which baggage
is loaded for conveyance in aircraft.
 Bomb/explosive blast containment area. Place
where unresolved suspected bomb or explosive shall
be brought for cooling off, disabling or detonation
purposes.
 Cargo. Any property carried on an aircraft other than
mail, stores and accompanied or mishandled baggage.
 Cargo handling company. Means a handling
company to whom customers or consignors deliver
air cargo, courier material or mail for carriage by air.
 Cabin Baggage - hand carried baggage by
passengers inside the aircraft.

 CARGO AREA - the space designated where inspected
cargoes are held pending transfer into the aircraft.
 CARGO BUILDING - the designated place where cargoes
are accepted and inspected.
 General Aviation - includes non-military flying, both general
aviation and scheduled air transport.
 CIQS - Customs, Immigration, Quarantine, Security
 Clear Zone - The outer area immediately adjacent the
perimeter fence that facilitates visual access of any
approaching intruder.
 Curbside - The road immediately in front of the airport
terminal which the airport users or departing passengers use to
disembark from their cars prior to entry into the terminal or
where arriving passengers embark on their cars/vehicles.
 CHECK-IN - the act of manifesting one’s intention to an
operator representative for his acceptance in a specific
scheduled flight.
 CREW MEMBER - an individual appointed by an operator
to perform a particular duty on an aircraft during its flight.
 DANGEROUS GOODS - articles or substances carried in
the person and luggage of passengers that are capable of
posing significant risk to health, safety or property when
transported by air.
 Deportees. Are persons who have been ordered to leave the
State.
 Disruptive passenger. Means a passenger who fails to
respect the rules of conduct at an airport or on board an
aircraft or to follow the instructions of the airport staff or crew
members and thereby disturbs the good order and discipline at
an airport or on board the aircraft.

 Expedite Bags. Mishandled baggage, which the airline
operator has confirmed, traced and located the owner of, and
which is being forwarded to be reunited with its owner.
 Explosive Trace Detection (ETD) – is a device to detect
minute particles of explosive located in or outside of a
passenger’s bag. The AVSEGROUP Officer conducts the
screening of the bags by using a blank swab to trace the bag.
The swab is then placed on the slide tray of the trace detection
machine to determine if the contents of the bag contains
explosives residue. Depending on the results of the test, the
bag will be investigated further or cleared for loading onto the
aircraft;
 Express/courier house air way bill. means a document or a
unique number that is issued by the consolidator to a cargo
customer for individual shipment recognition and reference.
Explosive Trace Detection
(ETD)
 Explosive Ordnance Disposal (EOD) - The systematic disarming of bombs
and improvised explosive device in order to render them harmless conducted
by highly trained personnel.
 Facilitation - The efficient management of a necessary control process, to
expedite clearance of persons or goods and prevent unnecessary operational
delays.
 Feeder Airport - Any national airport that serves communities and towns
with limited traffic.
 Flight Crew - The operating crew of an aircraft including the flight deck
crew and the cabin crew.
 FIREARM FACILITATOR - AVSEGROUP uniform personnel designated
to be responsible for the safe processing and transfer of passenger authorized
turned-in F/As to the concerned airline for transport.
 FRISKING/PAT DOWN - systematic conduct of
physical/bodily search of airport users for the purpose of finding
prohibited/dangerous objects substances.
 GENERAL AVIATION - all civil aviation operations other

than scheduled air services and non-scheduled air transport


operations for a fee.
 General Aviation Operation - An aircraft operation other than a

commercial air transport operation or an aerial work operation.


 Gate baggage. Baggage taken and receipted from passengers at

the boarding gate or aircraft side for placing in the hold of the
aircraft, which have not been added to the main hold baggage
manifest.
 Hand Baggage - Any items carried onto an aircraft by a

passenger or flight crew member for retention within the aircraft


cabin or flight deck for the duration of the flight.

 HIJACKING - the unlawful takeover or control of a civilian aircraft
for whatever purpose while in flight or on the ground. It includes any
act aimed to compel a change in its course or destination or to seize
or usurp its control. (RA 6235 Anti-Hijacking Law)

 ICAO – International Civil Aviation Organization, a UN created


organization that regulates safety and security in civil aviation thru
its various annexes.

 INTERNATIONAL AIRPORT - an airport designated for the entry


and departure for international travel where formalities on customs,
immigration and quarantine are carried out.

 IMPROVISED EXPLOSIVE DEVICE (IED) - is a device which is put


together by using readily available materials usually found around
the home/local hardware to make a bomb.
HIJACKING
 Hazardous Articles (HAZMAT) - Any item, article or
substance that when transported by air, might jeopardize the
safety of an aircraft or its passengers. Hazardous materials are
proscribed or forbidden by the Air Navigation Orders and the
ICAO Technical Instructions for the Safe Transport of
Dangerous Goods by air.
 Illegal entrants - These are persons who have unlawfully
entered the state in breach of immigration laws.
 In service - An aircraft is considered to be “in service” from
the moment it has been:
a. certified of its airworthiness;
b. allocated a flight number and scheduled;
c. brought on to a stand and appropriate preparations of the
reception of passengers have been completed and the aircraft is
under the control of a dispatcher.

(IED)

 Interline baggage - Baggage of passengers subject to transfer
from the aircraft of one operator to the aircraft of another
operator in the course of the passenger’s journey.

 International Airport - Any airport designated by the


Philippines situated as an airport of entry and departure for
international air traffic, where the formalities incident of
customs, immigration, public health, animal and plant
quarantine and similar procedures are carried out.

 Isolated Parking Area - The designated area within the


airport complex where an aircraft, which is the subject of a
bomb threat or other cases of unlawful interference, is
brought.
 JETWAY BRIDGE/PANEL - the respectable
mechanized panel attached to the outer paneling of an
airport sterile area wall for the convenient embarkation
and disembarkation of passengers.

 K-9 Unit- a highly specialized unit that utilizes trained


canine elements dedicated for the efficient search for
explosive in the person, luggage and airport facilities.

 MANIFEST - the airline maintained list of passengers


authorized who reserved for an accommodation in one
of its scheduled flights.

 LANDSIDE - area in the airport to which the non-traveling
public has a free access.
 Landside Controlled Areas - The area of the airport and
buildings to which non-traveling public has access but is
controlled by law enforcement/security personnel.
 Limited Bag Search - It is a search confined to the exact
area of the bag or luggage where the x-ray image indicates the
possible threat is located.
 Movement Area - That part of an aerodrome to be used for
the take-off, landing and taxiing of aircraft; also the
maneuvering area of the apron(s).
 National Airport - Any airport-owned, operated and
maintained for the National Government by the CAAP (former
ATO).
 Need-to-know - A fundamental security principle where
knowledge of classified material must be strictly limited to
those with the appropriate security clearance and who clearly
“need to know” it in order to carry out their duties efficiently.
No one is entitled solely by virtue of position or appointment to
have possession of classified material. The higher the
classification, the more important this principle becomes.
 Non-Restricted Areas - Areas of an airport to which the public
have access or to which access is otherwise unrestricted.
 PANELING - the systematic search conducted by K-9 or
SOU/EOD personnel to ferret out bombs/IED’s.
 PROFILING - the informal interview of pre-defined type of
passenger conducted for the purpose of determining the manner
each luggage is packed, its content and the persons who had
access to them prior to check-in.
 Protocol Officer - Is the AVSEGROUP Officer or personnel
designated to assist VIPs and facilitate the processing of their
documents and baggage to expedite clearance and prevent
unnecessary delays.

 Quality Control - In AVSEC, the system of conducting tests


and inspection of equipment & procedures and operational
evaluation of personnel to ensure that they comply with the
ICAO SARPs and NCASP requirements.

 Regulated Agent - An agent, freight forwarder, or any other


entity who conducts business with an operator and provides
security controls that are accepted or required by the appropriate
authority in respect of cargo, courier and express parcels or mail.
 RAMP AREA - the place adjacent to the terminal
building designated for the maneuvering and parking of
aircraft for maintenance, embarkation and disembarking
of passengers and cargoes.

 RESTRICTED AREA - pre-designated areas within the


airport complex where access is controlled or limited to
those authorized only.

 RECTRACTABLE STAIRWAY - motor mounted stairway


for the convenience embarkation and disembarkation of
passengers that is detached from an aircraft when not in
use while its door is closed.
 Sabotage - An act or omission, intended to cause malicious or
wanton destruction of property, endangering or resulting in
unlawful interference of civil aviation and its facilities.

 SARPS - Standard and Recommended Practices

 Security Screening Checkpoints (SSCP) - The security


choke points found at the initial and final security screening
area of each airport, where the persons and luggage of
departing passengers and other airport-users are processed
electronically or manually before they are allowed entry into
the sterile area and/or board an aircraft, to preempt the
carriage of prohibited/dangerous goods/ items/substances.
 SCREENING - the application of technical or other means
which are intended to Detect weapons, explosives and other
dangerous devices that maybe used to commit acts to
unlawful interference/terrorism.

 SECURITY INSPECTION - the systematic physical


examination of the persons, luggage, and accoutrements of
departing passengers and other airport-users.

 SECURITY SCREENING GATE - security chokepoints found


at the initial and final security screening gates of each airport
where the persons and luggage of departing passenger and
other airport users are processed electronically for
prohibited/dangerous goods/items/substances.
 Security Risk - Any threat to civil aviation security.

 Security Risk Item or Stop Risk Item (SRI) - Any item that is
in the possession of a passenger that could be used as a weapon
or pose a significant risk to fellow passengers or to the security of
civil aviation and must be confiscated at the security screening
checkpoints. This includes but is not limited to prohibited items
such as LAGs.

 SIGNAGES - explicit directional/instructional signs installed


strategically w/in airport complex for the safe and expeditious
passage.

 STERILE AREA - The area between any passenger


inspection/screening station and aircraft into which access is
strictly prohibited.

 Security Survey - An evaluation of security needs including
the identification of vulnerabilities which could be exploited
to carry out an act of unlawful interference, and the
recommendation of corrective actions.
 Security Tamper-Evident Bags (STEBs) - The security bag
approved by ICAO to transport items, purchased onboard the
aircraft or from the Duty Free Shops, to other international and
national airports.
 Security Violation - Failure to implement and sustain written
ICAO SARPs as outlined in the NCASP and ASP.
 Scheduled carrier flight - A commercial passenger aircraft
performing scheduled flight operations from one airport
station to another.

– the AVSEGROUP crisis intervention unit primarily
tasked to resolved any aviation security critical incident
situation.

 TFSI - Terminal Facility Security Inspection

 Total Team Approach - A team-based system that maximizes


the collaboration among all airport-based personnel and
employees to provide an adequate security to our airport
complexes.

 Unattended Baggage - Baggage at an airport which is left


unattended for a considerable length of time and whose owner
cannot be ascertained.
 TERRORISM - the unlawful interference or disruption of
any scheduled activity of an airline/airport operations for
social, religious and political purposes. It includes usurpation
of control of the aircrafts, bomb explosion and indiscriminate
firing while on the ground or in flight.

 TOTAL AVIATION SECURITY SYSTEM (TASS) -


overall aviation security concept adopted to enable
AVSEGROUP chiefs to ensure 24 hours protection in our
airport complexes by blanketing them with layers of security
measures.
 VULNERABLE AREAS - any airport facility/activity with
inherent structural, operational and design deficiencies that
may jeopardize airport security when damaged or subverted.

 VEHICLE UNDER CHASIS INSPECTION - systematic


physical examination of an authorized vehicle under chassis
interior compartment (glove, trunk and back seats) for
explosives before access is allowed by the use of an extended
mirror.
 Whole Bag Search - Whole bag search is resorted to in
situations where the x-ray equipment is not operational; or
when the baggage will not fit into the x-ray tunnel; or if the
passenger will not permit the item to be x-ray inspected.
