The Barangay Development Plan (BDP) is a multi-
sectoral document that contains priority programs
and projects to address the different needs of the
community. It guides the barangay government in
efficiently using limited resources.
The BDP outline includes sections on the barangay
background and profile, situational analysis,
objectives, programs and projects, and a
monitoring and evaluation plan. Developing the
BDP requires using available data and partnering
with sectors in the barangay to create a plan that
helps achieve self-reliance and resilient
communities in harmony with the city/municipality
development plan.

• Section 106, R.A. No. 7160- LGU is mandated to have a comprehensive and multi-sectoral
development plan spearheaded by the development council and duly approved by the sanggunian /
legislature.

Legal Bases for the Preparation of Barangay Development Plan
• Book III. Section 384: Role of the Barangay
As the basic political unit, the barangay serves as the primary planning and implementing unit of
government policies, plans, programs/projects and activities in the community and as a forum
wherein the collective views of the people maybe expressed, crystallized and considered, and where
dispute maybe amicably settled.
• Section 2 of R.A. 10121 or PDRRM Act of 2010 -(d) Adopt a disaster risk reduction and management
approach that is holistic, comprehensive, integrated, and proactive in lessening the socioeconomic
and environmental impacts of disasters including climate change, and promote the involvement and
participation of all sectors and all stakeholders concerned, at all levels, especially the local
community

What is Development?
• A process that creates growth, progress, positive change or the addition of
physical, economic, environmental, social and demographic components
(Society for International Development, 2021).
• Purpose:
1. to rise in the level and quality of life of the population

opportunities, without damaging the resources of the environment.

- Development that meets the needs of the present without compromising the ability of future
generations to meet their own needs (United Nations).
The barangay plays a crucial role in community development as it serves as the basic administrative
unit where local governance is enacted.
Barangay fosters grassroots initiatives, facilitates community engagement, and addresses the unique
needs of its constituents, forming the foundation for holistic and sustainable community development.

What is Planning?
Deciding in advance what to do, how to do, when to do and who is to do it. Planning bridges the gap
from ‘where we are’ to ‘where we want to go’ (Koontz and O’Donnell).
In the words of Theo Haimann, “Planning is the function that determines in advance what should be
done. It consists of selecting the enterprise objectives, policies, programmes, procedures and other
means of achieving their objectives.

Legal Bases for the Preparation of Barangay Development Plan
• In view of Section 106 and 114 of the Local Government Code and the pertinent provisions of DILG – DBM –
NEDA – DOF – JMC No. 2016 – 01, the planning and budgeting activities at the barangay level shall be
synchronized and harmonized to the processing being implemented by the cities / municipalities.

Who can participate in BDP Process?
• EVERYONE involved in BDP processes is encouraged to take part. The inclusion and engaged
involvement of diverse communities, particularly those that have been marginalized, will guarantee
that concerns that impact multiple sectors and communities are acknowledged. By fostering
collaboration between barangays and communities, we can ensure that problems receive the
necessary focus, priority, and effective resolutions.
• The active participation of the people from various sectors will give them the opportunity to lay down
the various issues affecting them. They can provide proper attention; and recommend priority and
solutions to these.

the Barangay Development Plan (BDP), the BDP shall have the following components
