Drought Planning
For the New Drought of Record

DROUGHT OF RECORD
30 TAC Ch. 288(a)(1)(E)(i)
The drought contingency plan must
include drought or emergency
response stages providing for the
implementation of measures in
response to a reduction in
available water supply up to a
repeat of the drought of record.

WATER CONSERVATION
A combination of strategies for:
• Reducing the volume of water
withdrawn from a water supply
source;
• Reducing the loss or waste of water;
• Maintaining or improving the
efficiency in the use of water;
• Increasing the recycling and reuse of
water; and
• Preventing the pollution of water.

18

BEST MANAGEMENT
PRACTICES
Efficiency measures that:
• Save a quantifiable amount of
water, either directly or
indirectly;
• Can be implemented within a
specific time frame;
• Can help in determining actual
water savings.

19

CONCLUSIONS
• The historic Drought of Record is not
the worst case scenario;
• Many parts of the state are
experiencing a new Drought of Record
every day;
• Recurring drought is forcing Drought
Contingency and Water Conservation
Planning together;
• Don’t wait for the drought to start
planning!
