chariots of Lord Jagan-
nath, Lord Balabhadra
and Devi Subhadra with
his disciples and the Pu-
ri’s titular king complet-
ed the ‘Chhera Pahanra’
(chariot sweeping) ritual.

and the servitor pilots
guided the devotees to

ting along the Karatapura
drain, the municipal cor-
poration has initiated
permanent railing instal-
lation work. Following
directives from Greater
Commissioner Rukmani
Riar, temporary barricad-
ing was initially de-
ployed last Saturday after
the rapid flow of rainwa-
ter caused significant
damage to the infrastruc-
ture. Responding swiftly
to the Commissioner’s
orders, teams are now re-
installing both sides of
the damaged railing and
netting along the drain.
To caution the public
about the swift currents,
warningboards havebeen
placed, advising against
crossing the bridge during
heavy flows.
The railing work on both sides of the Kartarpura Nullah has started ahead of Monsoon to prevent any untoward incident.

The three youths kid-
napped in Ramnagariya
police station area on
Saturday night were res-
cued in just 10 hours. Po-
lice have arrested two
criminals involved in the
kidnapping and have also
seized the vehicle.
The miscreants came
in two vehicles. On re-
ceiving information,
DCP Kavendra Sagar
reached the spot and spe-
cial teams were formed
to search for miscreants
and the kidnapped youth.
Families of kidnapped
youths expressed grati-
tude to Sagar and his
team. During interroga-
tion, it was revealed that
the three kidnapped
friends were currency
traders and YouTubers.

napped the three and af-
ter beating them, trans-

IN A MAJOR CAMPAIGN, 40 TEAMS OF DIDWANA
POLICE ARREST 54 ABSCONDING CRIMINALS
Didwana police on Sunday launched a campaign
against absconding criminals. During this campaign,
40 teams of 181 police officers from police stations
across the district raided the hideouts of the criminals at 4
am. A total of 54 criminals were arrested from across the
district. On the instructions of District Superintendent of Po-
lice Rajendra Kumar Meena, Didwana police launched the
campaign. During the action, Four cases were registered
under the Excise Act and four accused were arrested from
the spot. Deedwana Police also succeeded in arresting
four criminals identified in the top 10 worst criminals of the
district. Apart from this, five accused who were absconding
in different cases were also arrested. This actions aims to

near Hindwar village on

reports suggest that
Rocky died of natural
causes due to illness.

The union government
has granted formal ap-
proval for the operation-
al and maintenance ac-
tivities of the ongoing
Jaipur Metro in its first
phase. Approval has also
been given for the imple-
mentation of the Joint
Venture model, with
prior clearance for the
second phase already se-
cured. Under this model,
a joint venture company
will be formed with
shared participation of
20% from the union gov-
ernment and 20% from
the state government.
Formal procedures
have commenced for the
establishment of this
company, which will fi-
nance the remaining costs
through financial institu-
tions. Initially estimated
at Rs 4,600 crore for the
operation in the second
phase, the updated De-
tailed Project Report
(DPR) and a new DPR
for another route will de-
termine the actual costs
for the second phase.

the Jaipur Metro has issued

the extension of the metro
route on June 29. Deputy

dent marks a significant shift, as he is only the
second moderate leader to hold the position.
His leadership promises potential reforms and a move
away from hard-line Islamic policies and also hope to
Iranians who faced brutal crackdown over hijab ban.
However, the influence of Ayatollah Ali Khamenei,
the Supreme Leader, remains a formidable challenge.
Khamenei’s control over key institutions, including
the military and judiciary, limits the president’s power.
Pezeshkian’s ability to implement moderate policies
will depend on dealing with the complexities of the
political situation. Balancing reformist agenda with
the expectations of hard-line factions will not be easy.
While his election reflects a desire for change among
theIranianpopulace,Pezeshkian’ssuccessinsteeringthe
countrytowardsmoderationwilldependonhisabilityto
forge alliances within the entrenched power structure.
The global community will be watching closely to
see if Pezeshkian can effectively advocate for a more

CHINA’S STAND BEATS
SCO’S OBJECTIVE
errorists have struck again in Kashmir. Pre-
cious lives of two of our jawans were lost in
the operation against the infiltrators. The
Pakistan angle in the attack cannot be ruled out. That
makes External Affairs Minister S. Jaishankar plain
speak at the recent Shanghai Cooperation Organisa-
tion (SCO) Council summit in Kazakhstan relevant.
In his strong message at the summit which includ-
ed Russian President Vladimir Putin, Chinese Presi-
dent Xi Jinping, and Pakistan Prime Minister She-
hbaz Sharif, Jaishankar underscored the necessity of
isolating nations that harbour and support terrorists.
This appeal was a poignant reminder of the SCO’s
foundational objective: combating terrorism.
Despite the clarity and urgency of Jaishankar’s
message, it is likely
to have encountered
indifference, espe-
cially from China.
Historically, China
has shielded Pakistan
from international
scrutiny over its pro-
vision of safe havens
for terrorists. Al-
though China also
has suffered losses
due to terror acts in
Pakistan, it has re-
peatedly vetoed In-
dia’s attempts to
blacklist Pakistan-
backed terrorists at
the United Nations,
thereby undermining
global counter-terrorism efforts.
This persistent support of Pakistan by China com-
plicates the SCO’s mission.As long as China contin-
ues to offer this protection, the organization’s effi-
cacy in addressing terrorism remains compromised.
The geopolitical dynamics between China and Paki-
stan have created a significant roadblock in the pur-
suit of regional security and stability.
For the SCO to fulfil its anti-terrorism goals, it is
imperative that all member states, especially influen-
tial ones like China, commit to a unified stance against
terrorism. This includes holding accountable those
nations that provide refuge to terrorists. India’s call
to action is a crucial step towards a secure region.

loss. The European Union-
NATO membership for
Ukraine has become more
complicated.Inwakeofthis
state in the conflict zone an
international peace summit
in relation to the Russo-
Ukrainian War, formally
called the Summit on Peace
in Ukraine, was held in
Switzerland on 15 - 16 June
2024. The conference fol-
lowedaseriesoffourearlier
international meetings, and
was co-hosted by the Swiss
president Viola Amherd
along with Ukraine. Repre-
sentatives from 92 nations
and 8 international organi-
zationsattendedthesummit,
while Russia was not invit-
ed. The Joint CommuniquĂŠ
on a Peace Framework be-
came the final statement of
the summit and was sup-
ported by the majority of
participants less some dele-
gates like India and Brazil.
The November 2022
Ukrainian proposal asked

structure, Release of all
prisoners and the return of
Ukrainian children deport-

asking by Ukraine with
nothing in return, thus the
proposal didn’t cut any ice
with Russia. However, the
Summit for peace in
Ukraine immediately fol-
lowed the 50th G-7 summit
in Fasano, Italy with a hope
to make some headway in
stoppingtheprolongedcon-
flictintheregion.However,
on 14 June, the day before
the summit was held; Rus-
sian PresidentVladimir Pu-
tin presented a proposal
agreeing to cease fire and
commencement of negotia-
tions if Ukraine withdraws
troopsfromtheterritoriesof
Donetsk,Luhansk,Kherson
and Zaporizhzhia and offi-
cially announce the aban-
donment of plans to join
NATO. Putin also demand-
ed Ukraine’s neutral and
non-nuclear status and lift-
ing sanctions against Rus-
sia. Zelenskyy responded
the same day, stating this
was not acceptable.
With this as backdrop the
discussionstookplaceinthe
Summit only on three spe-
cific topics - nuclear safety
and security; freedom of
navigation and food safety;
and humanitarian aspects
includingprotectionofcivil-
ians and prisoner exchange.
A total of 100 participants,
including 57 heads of state
orgovernmentincludingthe
USVicePresidentturnedup
for the Summit. Russia was
not invited to the Summit
and this was criticised by
global south countries, Bra-
zil, India and others. China
and Pakistan were invited
butdidnotattend. Thethree
main topics of focus for the
summit were nuclear safety
and security, freedom of
navigation and food safety,
and humanitarian aspects.
The final statement of the
summit, titled the “Joint
CommuniquĂŠ on a Peace
Framework”andreferringto
the“ongoingwaroftheRus-
sian Federation against
Ukraine”, was initially
signed by 77 states and 05
international European or-
ganisations. Brazil, India,
SouthAfrica and SaudiAra-
bia, 14 other participants in
the summit did not sign the
CommuniquĂŠ.MajorGlobal
South nations cited Russia’s
absence or Israel’s presence
as reasons for not accepting
the communiquĂŠ.

COMMUNIQUÉ

resolutions and reaffirmed
the signees commitment to
refraining from the threat or
use of force against the ter-
ritorial integrity or political
independence of any state,
theprinciplesofsovereignty,
independence,andterritorial
integrityofallstates,includ-
ing Ukraine and the resolu-
tion of disputes through
peacefulmeansasprinciples
of international law.
Ukrainian nuclear power
plants and installations
must operate safely and se-
curely under sovereign
control of Ukraine and in
line with IAEA principles.
Any threat or use of nuclear
weapons in the context of
the ongoing war against
Ukraine is inadmissible.
Attacks on merchant
ships in ports and along the
entire route, as well as
against civilian ports and
infrastructure, are unac-
ceptable and that Ukraini-
an agricultural products
should be securely and
freely provided to inter-
ested third countries.
Allprisonersofwarmust
be released and that all chil-
dren and other Ukrainian
civilians who were unlaw-
fully detained, must be re-
turned to Ukraine.
WAY FORWARD
Identify more countries in-
cluding India with an eye
on possible mediators to
end the hostilities. The Is-
rael’s counter operations in
Gaza to neutralize Hamas
has exposed some of the
double speak of these coun-
tries on civilian deaths.
Address issues like, pro-
tection of civilians and
prisoner exchange, food
security for African and
Asian Nations, no use of
nuclear weapons etc which
are acceptable to both sides
and has wider consensus.
India needs to be more
pro- active as it has good
relations both with
Ukraine and Russia and
has off late emerged as
voice of global south and
more acceptable mediator.
Most nations will have to
arrive at a similar view on
killings of civilians in
Ukraine vs Gaza and aiding
the conflict with military
arms and ammunition for
purely defensive reasons.
Work out on restoration
of a buffer zone on western
flank and play on the factor
of reputation of Russia
with assurances of non ex-
pansion of NATO to threat-
en Russian interests.
The prolonged war will
increase Russian depend-
ence on China and thus
China emerges stronger
adversary both for the US
and India. India must use
its clout to bring Russia to
table as the US cannot be
expected to mediate an is-
sue when it is at odds over
the war internally.
The US and Europe will
have to convince Kyiv to
accept that some Ukraini-
an land will not be swiftly
regained and India, in turn,
will have to convince Rus-
sia that its broader strate-
gic interests and secure
frontiers cannot be attained
through military force.
India’s view is that peace
inUkrainerequiresbringing
togetherallstakeholdersand
a sincere and practical en-
gagement between the two
parties to the conflict. As
Prime Minister Narendra
Modi told Putin, this is not
aneraforwar;Indianeedsto
doitsparttomakethatstate-
ment incontrovertibly true.

va Patidar community for
their role in the develop-

inaugurating a hostel
complex for students in
Ahmedabad in the pres-
ence of Chief Minister

Shah also inaugurated
a hospital in the city dur-
ing the day. The hostel –
Amin PJKP Vidyarthi
Bhavan – has been built
by the Kadva Patidar
community and will ac-
commodate students
from all social groups,
said its officials.
Shah said today there
is a need not to die for the
country but to live for
her. “You may be a good
IAS, IPS, CA, doctor,
good citizen or house-
wife, but you need to
work for the country,” he
said. The senior BJP
leader said the Kadva
Patidar community has
contributed a lot to the
development of Gujarat.
“The development of
Gujarat and Patidar com-
munity is parallel.
Through its hard work,
the Kadva Patidar com-
munity has made an im-
portant contribution to its
development as well as
the development of the
state and the country,” he
said.
“Today people are
serving the country after
studying in many institu-
tions of Kadva Patidar
community of north Gu-
jarat,” Shah said.
Speaking on the occa-
sion, Patel said that due
to the ‘Shala Praveshot-
sav’ (school enrolment)
and ‘Kanya Kelavani
Mahotsav’ launched by
Prime Minister Narendra
Modi as the then chief
minister two decades
ago, the education sector
in the state has seen a lot
of development.
“It is very important to
give good and quality
education to children.

Home Ministry has
initiated disciplinary
action against Kolkata Police
Commissioner Vineet Goyal
and a DCP for allegedly
maligning the office of the
West Bengal Governor by
promoting and spreading
canards, a central govern-
ment official said. The Union
ministry action came after
Governor CV Ananda Bose
submitted a report to it
regarding Goyal and Kolkata
Police Deputy Commis-
sioner (DCP) Central Indira
Mukherjee, alleging that
they were “functioning in a
manner which is completely
unbecoming of a public ser-
vant”, he said. Bose’s report,
submitted to the Home Min-
ister in late June, highlighted
issues such as Kolkata
Police officers preventing
victims of post-poll violence
from meeting the Governor
despite his permission. “The
Home Ministry has initiated
disciplinary action against
the IPS officers based on a
detailed report by Bose,” the
official told PTI.

Justice-Oriented Approach
Union Home Minister and Minister of
Cooperation Amit Shah described the new
criminal laws as justice-oriented rather than
punishment-focused, and victim-centric.
Addressing Misconceptions
Shah noted that misconceptions are being
spread about these laws to create confu-
sion among the public. He stated that every
aspect of the new laws was extensively
discussed with various stakeholders over
four years.
Indigenous Criminal Justice System
Home Minister highlighted that after 77 years
of independence, India’s criminal justice
system is becoming completely indigenous.
The new laws have been implemented in
every police station across the country. He
mentioned that these laws replace punish-
ment with justice, prioritize speedy trials over
delays, and protect the rights of victims and
complainants, not just the police.
Constitutional Alignment And
Prioritization
The Home Minister also stated
that the sections and chapters
of the new laws are prioritized
in accordance with the spirit of
the Indian Constitution. Crimes
against women and children are
given the highest priority, with a
new chapter dedicated to these
offenses, comprising 35 sections
and 13 provisions.
Addressing Mob Lynching And
Anti-National Activities
For the first time, mob lynching
has been defined, with severe
punishments prescribed. The
new laws also abolish the
colonial-era sedition law, replac-
ing it with provisions for severe
punishment for anti-national
activities that threaten India’s
unity and integrity.
Technological Integration
The new laws will see Zero-FIR, e-FIR, and charge sheets all being digital.
Shah also highlighted that the laws set deadlines for completing procedures,
aiming to end the endless wait for justice, with the potential for cases to reach
the Supreme Court within three years of filing an FIR.
First FIRs Under New Laws: On the first day of implementing the new criminal
laws, Jammu  Kashmir Police registered the first FIRs under the Bharatiya
Nyaya Sanhita in Anantnag, Srinagar, Baramulla, Kulgam, and Police District
Sopore. This marks the beginning of a new era in the justice delivery system.
Way Forward
To ensure the effective implementation of the new laws, continuous training
programs should be conducted for police officers, investigators, and judicial
staff. This will help them understand the nuances of the new legal framework
and adapt to the technological advancements incorporated into the system. It
is crucial to educate the public about the new laws to dispel any misconcep-
tions and build trust in the new justice system. Awareness campaigns can help
citizens understand their rights and the new legal processes, fostering greater
cooperation with law enforcement agencies. The integration of technology in law
enforcement should be continually upgraded to stay ahead of evolving crimi-
nal activities. Developing and deploying advanced software tools, enhancing
the Crime and Criminal Tracking Network  Systems (CCTNS), and ensuring
seamless digital documentation and e-governance are essential steps forward.
Robust infrastructure is vital for the smooth implementation of new criminal laws.

THE JOINT COMMUNIQUÉ Declared support for United Nations General Assembly resolutions and reaffirmed the signees commitment to refraining from the threat or use of force against the ter- ritorial integrity or political independence of any state, theprinciplesofsovereignty, independence,andterritorial integrityofallstates,includ- ing Ukraine and the resolu- tion of disputes through peacefulmeansasprinciples of international law. Ukrainian nuclear power plants and installations must operate safely and se- curely under sovereign control of Ukraine and in line with IAEA principles. Any threat or use of nuclear weapons in the context of the ongoing war against Ukraine is inadmissible. Attacks on merchant ships in ports and along the entire route, as well as against civilian ports and infrastructure, are unac- ceptable and that Ukraini- an agricultural products should be securely and freely provided to inter- ested third countries. Allprisonersofwarmust be released and that all chil- dren and other Ukrainian civilians who were unlaw- fully detained, must be re- turned to Ukraine. WAY FORWARD Identify more countries in- cluding India with an eye on possible mediators to end the hostilities. The Is- rael’s counter operations in Gaza to neutralize Hamas has exposed some of the double speak of these coun- tries on civilian deaths. Address issues like, pro- tection of civilians and prisoner exchange, food security for African and Asian Nations, no use of nuclear weapons etc which are acceptable to both sides and has wider consensus. India needs to be more pro- active as it has good relations both with Ukraine and Russia and has off late emerged as voice of global south and more acceptable mediator. Most nations will have to arrive at a similar view on killings of civilians in Ukraine vs Gaza and aiding the conflict with military arms and ammunition for purely defensive reasons. Work out on restoration of a buffer zone on western flank and play on the factor of reputation of Russia with assurances of non ex- pansion of NATO to threat- en Russian interests. The prolonged war will increase Russian depend- ence on China and thus China emerges stronger adversary both for the US and India. India must use its clout to bring Russia to table as the US cannot be expected to mediate an is- sue when it is at odds over the war internally. The US and Europe will have to convince Kyiv to accept that some Ukraini- an land will not be swiftly regained and India, in turn, will have to convince Rus- sia that its broader strate- gic interests and secure frontiers cannot be attained through military force. India’s view is that peace inUkrainerequiresbringing togetherallstakeholdersand a sincere and practical en- gagement between the two parties to the conflict. New criminal laws – A New Era of Criminal Justice System Three new criminal laws— the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Sakshya Adhiniyam, 2023, and the Bharatiya Nagarik Suraksha Sanhita, 2023— came into effect on July 1, replacing the Indian Penal Code, 1860, the Indian Evidence Act, 1872, and the Code of Criminal Procedure, 1973. He stated that every aspect of the new laws was extensively discussed with various stakeholders over four years. Indigenous Criminal Justice System Home Minister highlighted that after 77 years of independence, India’s criminal justice system is becoming completely indigenous. The new laws have been implemented in every police station across the country. He mentioned that these laws replace punish- ment with justice, prioritize speedy trials over delays, and protect the rights of victims and complainants, not just the police. Constitutional Alignment And Prioritization The Home Minister also stated that the sections and chapters of the new laws are prioritized in accordance with the spirit of the Indian Constitution. Crimes against women and children are given the highest priority, with a new chapter dedicated to these offenses, comprising 35 sections and 13 provisions. Addressing Mob Lynching And Anti-National Activities For the first time, mob lynching has been defined, with severe punishments prescribed. The new laws also abolish the colonial-era sedition law, replac- ing it with provisions for severe punishment for anti-national activities that threaten India’s unity and integrity. Technological Integration The new laws will see Zero-FIR, e-FIR, and charge sheets all being digital. Shah also highlighted that the laws set deadlines for completing procedures, aiming to end the endless wait for justice, with the potential for cases to reach the Supreme Court within three years of filing an FIR. First FIRs Under New Laws: On the first day of implementing the new criminal laws, Jammu Kashmir Police registered the first FIRs under the Bharatiya Nyaya Sanhita in Anantnag, Srinagar, Baramulla, Kulgam, and Police District Sopore. This marks the beginning of a new era in the justice delivery system. Way Forward To ensure the effective implementation of the new laws, continuous training programs should be conducted for police officers, investigators, and judicial staff. This will help them understand the nuances of the new legal framework and adapt to the technological advancements incorporated into the system. It is crucial to educate the public about the new laws to dispel any misconcep- tions and build trust in the new justice system. Awareness campaigns can help citizens understand their rights and the new legal processes, fostering greater cooperation with law enforcement agencies. The integration of technology in law enforcement should be continually upgraded to stay ahead of evolving crimi- nal activities. Developing and deploying advanced software tools, enhancing the Crime and Criminal Tracking Network Systems (CCTNS), and ensuring seamless digital documentation and e-governance are essential steps forward.
