The document discusses different ways of measuring eGovernment take-up and acceptance. It notes that take-up has no single definition but involves usage and acceptance of offered services. It examines Eurostat's measurement of individuals interacting with public authorities, noting limitations like not accounting for indirect usage. The document also describes Spain's Inventory Administrative System which collects data from ministries on online procedures and cases handled through different channels to measure eGovernment take-up.

How we collect information from the Ministries and Agencies: Inventory Administrative System
The Inventory Administrative System was established in
1993 in the Law 30/1992 for compiling the administrative
procedures of the National Government based on software
applications
After the approval of the Law 11/2007, the
system was a critical success factor in the
implementation of the law. The degree of
online availability of each procedure was
tracking during the transition phase of the law
According with the National Interoperability framework,
Ministries and Agencies have the obligation to maintain the
information of the system, including the data about the
usage of each procedure in each channel
