Chapter 1
THE PROBLEM
Introduction
Women play such an important part in the life of the family. Their value is
beyond measure. No amount of money can adequately compensate a woman for
her work. Women are valuable. They are not second rate. They are not inferior.
They are not weak. Besides, women hold a key position in the shaping of the
next generation. ( Michael Davis , 2012 )
Violence against women were continuous to be a global epidemic that
kills, tortures, and abuse physically, psychologically, sexually and economically.
It is one of the most pervasive of human rights violations, denying women and
2
girls equality, security, dignity, self-worth, and their right to enjoy fundamental
freedoms. Violence against women is present in every country, cutting across
boundaries of culture, class, education, income, ethnicity and age.
It has been proven that there were a large number of cases addressed to
the institutions protecting women. The National Institute of Justice, July 2000
states that it is estimated that 503,485 women are stalked by an intimate partner
each year in the United States. In the Philippines, over 64,436 cases of violence
were reported from the year 2004 up to 2011. ( Piazza Annunziata )
The Special Rapporteur on Violence Against Women was appointed by
the United Nations Commission on Human Right in 1994 with a mandate to: seek
and receive information from governments, organizations and individuals on
violence against women; recommend measures eliminate such violence and
remedy its consequences; and carry out field visits.
The Article II Section 14 of the Philippine Constitution recognizes the role
of women in nation – building, shall ensure the fundamental equality before the
law of women and men. With the women organizations, the laws propose and
approved that are strictly observed, has something to do with the protection of
women. ( De Leon, 2011 )
A research conducted by the Minneapolis Police Department has shown
that 19 percent of those involve in mediation and 24 percent of those order to
leave their matrimonial homes repeated the assault, but only 10 percent of those
3
who were arrested indulge in further violence. Only to show that the violence’s
against women are not given sufficient protection and justice.
The right of women seems to be deprived and is being set aside by the
government, through which women undergoing injustice, experiences mental,
psychological and emotional problems. Instances of suicide and crime may occur
when the victim of violence is not given an appropriate attention and guidance.
The continuous spreading of violence against women brings down the morality of
an individual. Unwanted violence makes a person fear in any other person and
situation, lack of confidence and lowers one’s self-esteem. The continuous and
repeating cases of abuses or violence indicates that this issue regarding the
rights of women is an unstoppable issue of today.
According to Shalu Bhatti (2010), the National Violence Against Women
Survey states that:
“Most perpetrators of sexual violence and abuse are men. Among acts of
sexual violence committed against women since the age of 18, 100% of rapes,
92% of physical assaults and 97% of stalking were perpetrated by men.
Violence may differ according to forces such as: 1) physical violence, 2)
psychological violence, 3) the sexual violence, 4) economical violence and 5)
spiritual violence. Physical violence includes slaps, burns, kick, bites and any
object that may be used to do arm. Psychological violence is done to manipulate
and control the victim through blackmail, threats, false accusations, isolation from
friends and family. Sexual violence includes all action performed by resorting to
4
force without the consent of the person. Economical violence is defined by the
total control of the finances of the family’s aggressor. And the Spiritual violence is
the prevention to woman to go to the church. ( Escale Madavic, 2010 )
This issue has been the focus of many institution and many programs
have been implemented to protect and lower the number of cases of violence in
and out of the country.
The OFFICE on WOMENS HEALTH (OWH) of the U.S. Department of
Health and Human Services (HHS) works to stop violence against women and
girls our country and around the world. Another program implemented by the
government is “Engaging Men in Ending Violence Against Women” by the Vice
President Joe Bider, the Department of Health and Human services, the
Department of Education, and the Department of Housing and Urban
Development collaborates to held ten regional tour halls events throughout the
country during the last week of October 2011. ( Goins Langhorne, 2011 )
Programs implemented somehow help this epidemic issue – Violence
Against Women where in the total number of cases addressed in the year 2011
reaches only to 770 from 811 a year ago. (NDHS 2011 )
Furthermore, this study opens our eyes and broadens our understanding
about the violence which some women are suffering from. This would also help
them to know their rights and fight against the humiliation treated to them.
