Make structural audit Compulsory
Soil testing should be done
Know the permissible number of stories and flats

Do visit the site and inspect the construction quality
Have a society meetings regularly and look after the problems if any.

Looking into the situation we have observed some of the reasons
in addition to the differential settlement
1)Poor quality of concrete in compression zones.
2)Smaller size of footings
3)Failure of columns which caused the settlement in stories which created the P-Δ effect.
4)Due to poor quality concrete the section initially designed as under reinforced may have
transformed into over reinforced sections.
All theses reasons may have contributed sudden collapse of building
