CINOP International Agency was designated as the EQAVET and ECVET National Coordination Point for the Netherlands. As the EQAVET NCP, it represents the country in the European EQAVET network and links European policy to national policy and practice. It disseminates EQAVET information and coordinates the Netherlands' involvement in related activities. As the ECVET NCP, it provides information on ECVET and oversees opportunities for its implementation in the Netherlands. Both NCPs aim to improve quality assurance and recognition of learning outcomes in vocational education.

Transfer of Innovation (TOI)
Projects aimed at improving the quality and appeal of senior secondary vocational education
(‘MBO’) and other vocational-related learning in Europe. This involves implementing an existing
innovative solution to a problem in other countries, sectors or target groups. Importing
knowledge is the key aspect of this.
Partnerships (PS)
Small-scale partnerships between (amongst others) educational institutions, training
organisations, businesses, sectoral or regional organisations, social partners and stakeholders in
vocational and adult education. This involves the exchange of employees or part-time students,
who together produce or implement something.
Mobility of MBO students (IVT)
This subsidy is for work placements and other learning experiences abroad. The focus is on the
learning process of the person going on exchange. Mobility gives individuals the opportunity to
enhance their competences, knowledge and skills.
People on the Labour Market (PLM)
Employees, job seekers and recent graduates (in other words anyone who is available for the job
market) have the opportunity to gain international work experience on placements at companies
and institutions. The focus is on the learning process of the person going on exchange.
VETPRO
Teachers, educators, counsellors or advisers, those responsible for educational institutions,
educational planning or career guidance and governments exchange knowledge and
experiences with European colleagues on short working visits.
Preparatory visits
An opportunity to discuss the possibility of an
application with potential partners; contributing
to the organisation/implementation of a mobility
project, Partnership or Transfer of Innovation
project. A subsidy can also be used to visit contact
seminars, organised by National Agencies for the
LLP.
1.1 Aim
LeonardodaVinciispartoftheEuropeanLifelongLearningProgramme,theumbrellaprogramme
for education and learning under which all European programmes operate throughout all
education sectors. The aim of the European programme Leonardo da Vinci is to improve the
quality, appeal and accessibility of vocational education in the participating countries through
subsidies for international projects.
Since 1995, CINOP International Agency has been responsible for distributing and managing
the European subsidy monies for projects that are carried out within the various programme
components.
In the past 15 years, more than 40,000 Dutch participants have had learning experiences, with
the various programme components related to mobility, in different European countries. More
than 300 partnerships have been entered into aimed at exploring new opportunities and
developing concrete instruments for improving the quality and appeal of senior secondary
vocational education and other vocational-related learning in Europe. The programme will run
until 2013, following which a continuation is planned.
1.2 For whom?
Education and education support organisations, governments, businesses, stakeholders, staff
and pupils/students/course participants and research centres, depending on the programme
component.
Participants must be based in one of the participating countries, namely:
• the 27 EU Member States (Belgium, Bulgaria, Cyprus, Denmark, Germany, Estonia, Finland,
France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands,
Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Spain, the Czech Republic, the United

• the candidate countries (Turkey, Macedonia and Croatia);

Newsletters; based on the theme of quality assurance, external experts
will analyse and bring together the 100 or more relevant projects within
the Grundtvig and Leonardo da Vinci programmes. The first results of
this selection were presented by experts during the initial conference
on 20 January 2011 in Slovenia.
3 Teacher-Trainer
The project contributes to improving the quality of
education and training of teachers and staff and improves
the exploitation of related products and results from
projects that are financed within the Lifelong Learning
Programme.

Activities:
Identification and (with the aid of experts) selection of best practices within Leonardo da
Vinci, Comenius and Grundtvig projects, at both decentral and central levels; development of
the Moodle platform, for debate and information exchange; toolkit,
with selected methods based on the best practices (available in the
languages of the participating countries); recommendations from
the European Commission, NAs and national authorities concerning
teacher training policies.
2.1 Aim
The focus is on how the results of projects can be exploited in the best possible way. The entirety
must have a wider effect in the various European countries. How can interconnections be made?
Every network provides a platform for strengthening the clustered impact of project results with
regard to vocational education and training. The provision of advice to project promoters and
their partners, the policymakers, the social partners, the stakeholders, the national authorities
and the European Commission and other relevant parties.
CINOP International Agency operates on the basis of five themes, which are being explored
across Europe and in the context of lifelong learning between 2010 and 2012. This takes place in
the form of partnerships between European agencies, European Commission experts, projects
and stakeholders at national and European levels.
2.2 For whom?
Involved in these activities are projects related to one of these five themes with potential value
and impact on vocational education and stakeholders that would be able to exploit the results.
The needs, originality, European dimension and innovativeness are determining factors in this
involvement.
2.3 Themes
1 New skills new jobs
focuses on the competences, knowledge and skills that businesses
require for jobs that do not yet exist. The demand for higher levels
of education and a different mix of skills and qualifications is
increasing.

5 ECVET (European Credit Transfer system for VET)
is the European system that simplifies the recognition of
learning outcomes from educational and employment
mobility. It creates a basis for greater international
mobility and is implemented throughout Europe.

focuses on increased participation among people from

NLQAVET Project
The NLQAVET project was launched on 1 January 2011. The project was proposed last year by
the EQAVET National Coordination Point in the context of the Call EACEA/09/201‘award of grants
to support national projects for the development of a national approach to improve the quality
assurance of vocational education and training systems by promoting and developing the use of
the European Quality Assurance Reference Framework in VET’.
The application was effected in cooperation with the various stakeholders, including The MBO
Council (MBO Raad) and the Ministry of Education, Culture and Science.
The project comprises two key elements:
1 A focus on creating an inventory of and detailing quality assurance at institutional level: What
is the current state of affairs? Which good practices and challenges can be indentified? What
can people learn from one another?
2 The project offers five institutions the opportunity to take part in a‘test and taste’concerning
improvements to the culture of quality management. Besides individual projects, the aim is to
realise a description of the methodology/transferable tool for the other institutions.
3.1 Aim
The EQAVET (European Quality Assurance Reference Framework for VET) National Coordination
Point is the link between European policy developments, national policy and national practice.
An important task is to bring together, inform and activate the various stakeholders and parties.
The European reference framework is intended to contribute to European vocational education
and training. The framework stimulates transparency with respect to policy developments in
vocational education between the Member States, with the aim of promoting mutual trust, the
mobility of employees and students, and lifelong learning.
CINOP International Agency was designated EQAVET National Coordination Point (NCP) by the
Ministry of Education, Culture and Science. The NCP represents the Netherlands in the European
EQAVET network and in the Netherlands it is pivotal for the European reference framework for
quality assurance in vocational education and training. The reference framework is not intended
to replace existing quality assurance systems; it is intended to serve as‘inspiration’for improving
current practices. The NCP EQAVET has been established for the period from 1 April 2010 to at
least 31 December 2012.
3.2 For whom?
Vocational and adult education is the target group of the EQAVET NCP. As such, we focus on both
systems and institutions: government-funded education providers (ROCs, AOCs and vocational
schools) and non-funded educational institutions.
3.3 Responsibilities
• disseminating information on EQAVET from Europe;
• coordinating exchanges and participation in research, studies and conferences;
• preparing action plans and reports relating to quality assurance in the Netherlands;
• preparing Dutch representation in the formal European networks;
• promoting the implementation and development of quality assurance.
• As National Coordination Point, EQAVET – supported by the EQAVET Advisory Group Advice
Group comprising Colo, JOB, MBO2015 process management, the MBO Council (MBO Raad),
NRTO, social partners, the Ministry of Education, Culture and Science and the Education
Inspectorate – CINOP International Agency forms the link between the national field and the
European EQAVET network.

4.3 Activities
The ECVET National Coordination Point’s activities focus on providing interested parties with
information and expertise from the EU. The Coordination Point is also represented in European
networks and the European implementation structure for ECVET.
Work is also being done to realise an overview of organisations that are already involved
in experimenting with ECVET through European projects. And, finally, conclusions and
recommendations based on these projects also form part of the programme.
4.1 Aim
ECVET (the European Credit Transfer system for VET) is the European system that simplifies and
facilitates the recognition of learning outcomes from educational and employment mobility.
Together with EQF, EQAVET, the recognition of non-formal and informal learning and Europass, it
forms part of the set of instruments that are intended to contribute to improving and maintaining
employee skills.
CINOP International Agency has been designated as the ECVET National Coordination Point by
the Ministry of Education, Culture and Science. 2011 is the start-up year. The most important
role of the coordination point is to supervise the recognition of opportunities for ECVET in the
Netherlands. The NLQF implementation will be completed in the first half of 2011 and the ECVET
activities will therefore be concentrated in the second half of 2011.
The National Agency for the LLP Leonardo da Vinci supervises various Leonardo da Vinci projects
relating to this topic and is a member of both the European ECVET Users’Group and the steering
committee of the NetECVET project of the Leonardo da Vinci National Agencies.
4.2 For whom?
The ECVET National Coordination Point provides interested parties with information on ECVET
and works together with the Leonardo da Vinci National Agency. Moreover, the Ministry
of Education, Culture and Science provides support with preparatory activities for ECVET
implementation in the Netherlands.

3.3 Themes
Every year two deadlines are set for registering for a specific theme. The first deadline has now
passed. The second deadline is 14 October 2011.
In general, the countries in which the study visits take place play an initiating role in the relevant
theme. Priority is given to countries that have not previously received a subsidy to participate in
a study visit.
The study visits focus on various education sectors. CINOP International Agency is responsible for
senior secondary vocational education and training.
The study visits will take place from September 2011 to June 2012 and are related to the following
themes:
1 Encouraging cooperation between the worlds of education, training and work.
2 Supporting the initial and continuous training of teachers, trainers and education and training
institution managers.
3 Promoting the acquisition of key competences throughout the education and training
system.
4 Promoting social inclusion and gender equality in education and training, including the
integration of migrants.
5 Developing strategies for lifelong learning and mobility.
5.1 Aim
A study visit is the perfect way to experience an alternative approach to a particular problem or
theme. The different nationalities offer participants the opportunity to come into contact not
only with the methods and solutions used by the host country, but also with the different visions
that are prevalent in the various European countries.
The study visits, forming part of the Transversal Programme that complements the Lifelong
Learning Programme, are organised international study visits lasting between three and five
days, which involve the transfer of knowledge based on a particular theme. Between ten and
fifteen participants from all areas of education and from various countries take part in these
study visits.
The themes are in keeping with European developments and current themes within education.
Coordination at the European level is in the hands of CEDEFOP. More than 9,000 participants have
already taken part in a study visit. CINOP International Agency is responsible for the incoming
and outgoing study visits related to senior secondary vocational education.

7.3 Europass documents
Europass CV
The Europass CV is a European standard model CV that you can use if you are looking for a job or
work placement in the European Union. The CV makes job applications both in the Netherlands
and the rest of Europe just that little bit easier.
Europass Language Passport
The Europass Language Passport is a format in which applicants can show their estimated
knowledge of various European languages. It is based on the Common European Framework of
Reference (CEF) which is widely used by language institutes.
Europass Mobility
The Europass Mobility is a record of an organised period that the candidate has spent in another
European country for the purpose of learning or work. This might be a work placement or period
of practical vocational training in a company, an academic semester as part of an exchange
programme or a work placement in a non-profit organisation. The condition is that there should
be a home organisation (for example an educational institution or a company taking part in a
mobility programme) and a host organisation where the work placement takes place.
The Europass Mobility is a personal document that provides information on the content, duration
and developed competences of the work placement/practical vocational training and about the
home and host organisations. Submission of the Europass Mobility document is a prerequisite
for the Leonardo da Vinci subsidy.
Europass Certificate Supplement
A Certificate Supplement is a general description in English or Dutch of the content of the
training taken. This information gives employers or educational institutions a good idea of the
courses you have taken and what you are trained to do.
Europass Diploma Supplement
The Diploma Supplement is a standard description of the content, level and progress of your
studies at higher vocational (hbo) or university level. It makes it easier for employers and
educational institutions abroad to assess the value of your qualification.
7.1 Aim
The Europass is an initiative of the European Commission aimed at facilitating mobility across
Europe in employment and education. The Europass is a collection of free documents that
provide insight into the qualifications and competences of the Europass holder.
The basis of the Europass is the CV which you can supplement as you wish with documents
relating to language skills, international work placements and qualifications. The result is a clear
presentation which will certainly increase your chances in the labour market.
Together these documents form a European portfolio: a digital folder in which the information
is stored and can be amended. These documents are available in all European languages and
can be used separately. CINOP International Agency is represented in the National Europass
Consortium (NEC), of which consortium DUO acts as secretary.

Anyone who participates in a learning and/or work experience in the Netherlands or in another
European country, independent of age and level of education.
The Europass displays details on education, work experience, knowledge of languages and
competences in a uniform (European) format. This yields a clear description of qualifications and
competences.

8.3 Activities
The work programme for 2011-2012 is based on four themes, i.e. work packages, which were laid
down in the 2008 resolution on career development.
The work packages:
WP1 Career management skills.
WP2 Access, including the recognition of previously acquired competences (PAC).
WP3 Cooperation and coordination mechanisms in guidance, policy and system development.
WP4 Quality assurance, evidence-based policy and the development of systems.
The packages have been divided between the 26 participating countries. CINOP International
Agency is involved in the Access and Quality work packages.
8.1 Aim
The ELGPN strives for better cooperation between the various sectors and coordination of
the policies on guidance. The purpose is to create efficient and generally accessible policy
systems, in both the education and employment sectors. These are preconditions for increasing
participation in lifelong learning, motivating participants and preventing failures that could
result in a premature exit from education.
The ELGPN is a network of 26 participating Member States that is coordinated by Finland. The
network receives financial support from the European Commission. Each participating country
has a formally appointed person who acts as the point of contact for policy matters in that
country. In 2007 the Ministry of Education, Culture and Science appointed CINOP International
Agency to represent the Netherlands.
ELGPN was set up to help the participating countries develop policies for suitable structures and
support mechanisms for the implementation of high-quality guidance, in the context of lifelong
guidance for citizens and lifelong learning.
Normally, guidance is only intended for schools, youngsters and job seekers; but now it must
also be provided to all ages without discrimination based on socio-economic backgrounds.
There may be no large obstacles with regard to accessibility. Furthermore, priority must be given
to the quality of training provided to counsellors, supported by the availability of up-to-date
information, so that students can be directed efficiently and a good service can be provided.

26 countries participating in the European Lifelong Guidance Policy Network play an initiating
role in this. Eventually, all European countries will benefit.

9.3 Activities
The steering group was involved in developing the senior secondary vocational education
(’MBO’) internationalisation agenda, in which the current and desired situations are described
for the short (2008-2011) and long term. The basis for this is four general staring points/themes,
which are referred briefly as
1. international MBO orientation;
2. mobility;
3. cooperation in Europe;
4. improving the competitive position of senior secondary education (MBO).
9.1 Aim
The International Steering Group for vocational education, and training, set up by the Ministry
of Education, Culture and Science, focuses on the international context of vocational education
and training in the Netherlands. The aim is to improve vocational education and training and
strengthen the connection between education and the employment market.
Members of the steering group include the MBO Council (MBO Raad), the AOC Council (AOC
Raad), NRTO, Colo, social partners, Skills Netherlands, the Ministry of Education, Culture and
Science, the Ministry of Social Affairs and Employment, the Ministry of Economic Affairs, Finance
and Industry, the Education Inspectorate and CINOP International Agency.
