Opportunity Statement
Melbourne Metro 2 is the next logical addition to the current rail network, envisaged as a link between the Werribee
and Mernda lines via a tunnel under the CBD from Newport to Clifton Hill which facilitates improved access, greater
network capacity and interchange opportunities.
This city shaping project aims to capitalise on this transport link to facilitate a jobs rich corridor through Hobsons
Bay linking the Werribee NEIC, the jobs and education rich CBD and Parkville medical cluster, the Fisherman’s Bend
redevelopment as well as a link to regionally important strategic redevelopment sites and the future Airport Rail
Link hub in Sunshine.
The key objective is to achieve a Government commitment to undertaking a full business case alongside the recently
announced Suburban Rail Loop. The emphasis is integrating land-use and transport planning and maximising
community benefits through local employment, affordable housing, reducing vehicle dependency and enhanced
sustainable outcomes.
Key Challenges
• High levels of private vehicle dependency in Hobsons Bay leading to traffic congestion, poor health and
environmental outcomes and poor urban design.
• Lack of local employment in suitable industries close to home that requires long commutes. Currently 73
per cent of the resident workforce of Hobsons Bay travel outside the municipality for work.
• Lack of integrated long-term strategic planning for transport and land use leading to poor reliability and
low frequency of public transport service provision and land-use outcomes that do not support
sustainable mobility.

• Collaborative approaches to land-use and transport planning that prioritise and value broader community
and environmental benefits such as increased public spaces for community outcomes, enhanced
affordable housing, increased green spaces, a focus on education and increased and varied employment
opportunities close to home.
• Strategic network planning to build an integrated, reliable and frequent public transport system based on
proven need and business case assessment that helps to deliver land use planning outcomes
• Integrating land use and transport planning to facilitate housing and employment in suitable areas close
to frequent transport
