Situation during heavy monsoon
• Cox’s Bazar, Bangladesh (19 June 2024): UN agencies
and the entire humanitarian community are deeply
saddened by the tragic deaths of 10 people, including
at least seven Rohingya refugees, as heavy monsoon
rains battered refugee camps in Bangladesh’s Cox’s
Bazar on Tuesday, causing flash floods and landslides.

Protection Risks during Heavy
Monsoon
1. Shelter and Infrastructure: Temporary shelters
may not withstand heavy rains and strong winds,
leading to damage or collapse. Poor drainage
systems can result in flooding, causing further
damage to shelters and infrastructure.
2. Health and Sanitation: Flooding can contaminate
water sources, increasing the risk of waterborne
diseases like cholera and dysentery. Overcrowded
conditions and inadequate sanitation facilities
exacerbate these health risks.

3. Access to Services: Flooded or damaged roads
can restrict access to essential services such as
healthcare, food distribution, and education. This
can leave refugees without necessary support for
extended periods.
4. Safety and Security: The destruction of shelters
and infrastructure can lead to increased
vulnerability, particularly for women and
children, who may face heightened risks of
violence and exploitation.

5. Displacement and Relocation: Flooding and
landslides can force refugees to move to safer
areas, leading to secondary displacement. This
can disrupt community cohesion and create
challenges in providing consistent aid and
services.
6. Mental Health and Psychosocial Impact: The
stress and trauma of repeated displacement, loss
of belongings, and uncertainty about the future
can have severe mental health impacts on
refugees, especially children.

7. Resource Strain: Increased demand for
emergency aid during monsoons can strain
already limited resources, impacting the
quality and availability of support for refugees.
8. Environmental Hazards: Heavy rains can
trigger landslides, especially in hilly areas,
posing additional risks to the safety of
refugees. The camps themselves may be
located in areas prone to such natural hazards.

9. Coordination Challenges: Effective coordination
between humanitarian agencies can be
hampered by logistical difficulties, making it
harder to deliver timely and adequate assistance
to those in need.
10. Protection of Vulnerable Groups: Specific
groups such as the elderly, people with
disabilities, and unaccompanied minors require
tailored support to ensure their safety and well-
being during adverse weather conditions.

Challenges in Response to Monsoon
11. Community Engagement: Engaging and involving
refugee communities in preparedness and response
activities is crucial but can be difficult to achieve,
especially when communication and mobility are
restricted.
12. Bureaucratic and Regulatory Hurdles: Navigating local
bureaucratic processes and regulations can delay the
deployment of aid and personnel. Humanitarian
organizations may face challenges in securing necessary
permissions and clearances quickly.
