Andrew Jenkins is an Associate Director based jointly in our
Cardiff and Bristol offices and leads the Transport Consulting in
this region. He manages a team of 25 people and has led large and
complex traffic and transport planning studies in the UK. His
experience includes demand forecasting, masterplanning, strategic
transport modelling, public transport interchange design and
acting as expert witness in support of transport schemes.
Andrew has also led a city-region transport study for the South
East Wales Transport Alliance to appraise the capacity,
congestion and accessibility constraints to transport in the region
and solutions to providing for growth.
Andrew’s expertise in the field of transport access and
interchange includes a comprehensive understanding of
broader transport policy, planning and engineering issues.
Pedestrian connectivity for Cardiff Bay
Andrew was the Project Director for this study providing
transport advice to Urban Strategies and Cardiff Council for the
preparation of a new Masterplan for Cardiff Bay. To maximise
both the transport and development benefits of this project Arup
developed a pedestrian connectivity model, used to interpret and
examine the existing pedestrian network and to test emerging
urban design options. This enabled proposals to be compared
quickly in order to create high development/place value through
creation of a legible and useful pedestrian network.
Temple Quarter Enterprise Zone Asset Delivery Plan
Andrew was the Project Director for this Arup led study working
to advise the Homes and Communities Agency on an overarching
masterplan redevelopment of the brownfield enterprise zone and
specific transport proposals aimed at improving access to this area
and the development of individual plots of land. The HCA has
requested “something very different” in character for the TQEZ
encouraging start- up businesses as well as established firms.
Arup is partnering with Gehl Architects and Allies and Morrisons
Architects as well as Jones Lang LaSalle property agents to
develop a high quality, commercially viable urban environment.
Belfast City Centre Regeneration Strategy
Andrew is the Arup Project Director supporting Urban Strategies
in the development of a regeneration strategy for Belfast City
Centre. Arup has provided transport advice on how the city centre
could be made more accessible, welcoming and easier to move
around in an effort to encourage people to walk and cycle around
the cycle centre, bring life and vitality and ultimately economic
success to the city centre.

Belfast Transport Hub
Andrew is the Transport Planning lead for this Translink study to
develop a combined bus and rail transport interchange in the heart
of the city. Andrew’s team has developed demand forecasts for
public transport and established the user requirements for bus,
rail, taxis, coach and private vehicle access to this new facility.
The Transport team has worked together with John McAslan
Architects to develop and appraise interchange design options.
Sewta Regional Development Transport Review Study
Andrew was Project Director for this study for the South East
Wales Transport Alliance investigating current and future
constraints to the Cardiff city-region transport system and how to
provide for reliable access for people to jobs, in order to generate
sustainable economic growth.
Valley Lines Economic Business Case Appraisal
Andrew and his team provided transport input for this business
case appraisal establishing costs and benefits of electrifying the
Valley Lines heavy rail network, including service upgrades,
rolling stock procurement, timetabling, and station enhancements.
The findings from this study were used by the Welsh Government
to develop more detailed plans and to negotiate with central
government.
A465 Brynmawr to Tredegar
Andrew was the expert witness for traffic issues for the public
inquiry into the A465 dualling between Brynmawr and Tredegar.
As Project Director for this ongoing study Andrew manages the
development of traffic modelling for this section of the proposed
A465 trunk road improvement. This has input into the traffic
forecasting and economic assessment for this upgrade project.
Andrew has also managed the assessment of detailed design
issues such as de-trunking options at Llangynidr Road Junction,
access and safety, and provision for pedestrians and cyclists.
New M4 Project, Newport, South Wales
As Project Director Andrew is responsible for overseeing the
traffic modelling work for this large scale highway project. This
has included the development of a SATURN model and, more
recently, the development and appraisal of packages of options
for the M4 Corridor Enhancement Measures Study.
Kings Cross Station Upgrade
Andrew led the transport planning assessment for the enhanced
station. Arup and John MacAslan architects developed the design
for the new station with enhanced passenger interchange for
London Underground, buses and taxis. Working with Network
Rail, John MacAslan and train operators, Andrew helped deliver
the design for the new station and secure planning approval.
