They bring together policy, advice and direct buying; providing commercial services to the public sector to save money for the taxpayer. CCS is responsible for: • Managing the procurement of common goods and services, so that public sector organisations with similar needs achieve value by buying as a single customer. • Improving supplier and contract management across government. • Increasing savings for the taxpayer by centralising buying requirements for common goods and services and bringing together smaller projects. • Leading on procurement policy on behalf of the UK Government. The CCS has put in place frameworks to free up individual organisations to focus their procurement expertise on what is unique to them rather than those services used across the whole of Government. How can you appoint Atkins? As the client, you: 1. Identify which lot(s) suit your needs. 2. Prepare a statement of requirements (Atkins can provide support). 3. Choose one of the standard contracts (typically NEC3). 4. Complete the Customer User Agreement and email to the CCS using the following address: projectmanagement@crowncommercial.gov.uk 5. Confirm the Customer User Agreement reference number to Atkins once provided by CCS.
FAQs Is the framework fully compliant with the public procurement directive? Yes - this has been done for you when the framework was tendered - more than three suppliers have already been subject to a rigorous OJEU compliant competition and selezcted on the basis of demonstrable whole life value for money, which is fully auditable. Is direct award allowed under this framework? Yes - this is a perfectly acceptable way of accessing the framework. This is simple and quick (compared with further competition route), offers value for money as already tendered and takes less of your time to award. You also get the trusted partner you want. Canwecontinuetouse ourexistingdesignteam? Yes - Atkins is able and willing to include other suppliers (with CCS permission) as part of the team without further procurement, delivering the best service and value for our clients. Do we need to use the framework if the value of the commission will not exceed the lower threshold of OJEU? The framework can be used for any value of commission - there is no upper or lower limit. Whilst there is not a regulatory requirement to use the frameworks for projects below the EU threshold value, they do provide clarity and contractual rigour in terms of the scope, quality and pricing of a supplier’s service. Is it too late to use the framework if we have already started the OJEU process? No - the OJEU process can be stopped at any time prior to the issue of the contract award notice and the CCS frameworks used in lieu, saving time and money whilst still being EU compliant.
