(typically NEC3).
4.	Complete the Customer User Agreement and
email to the CCS using the following address:

5.	Confirm the Customer User Agreement reference
number to Atkins once provided by CCS.

Is the framework fully
compliant with the
public procurement
directive?
Yes - this has been
done for you when the
framework was tendered -
more than three suppliers
have already been subject
to a rigorous OJEU
compliant competition and
selezcted on the basis of
demonstrable whole life
value for money, which is
fully auditable.
Is direct award allowed
under this framework?

Do we need to use the
framework if the value
of the commission will
not exceed the lower
threshold of OJEU?
The framework can be
used for any value of
commission - there is no
upper or lower limit. Whilst
there is not a regulatory
requirement to use the
frameworks for projects
below the EU threshold
value, they do provide
clarity and contractual
rigour in terms of the
scope, quality and pricing
of a supplier’s service.
Is it too late to use the
framework if we have
already started the OJEU
process?
No - the OJEU process can
be stopped at any time
prior to the issue of the
contract award notice and
the CCS frameworks used
in lieu, saving time and
money whilst still being EU
compliant.
