In ”Hong Kong Smart City Blueprint”, dated December 2017, the
government emphasises the importance for Hong Kong to become a
“world class smart city”. The blueprint outlines the actions to be
taken while innovation and technology (I&T) is considered to have a
central role in it. More precisely, smart lamp posts are discussed as a
part of “Smart Government” which is one of the six aspects in the
blueprint.
Currently, smart lamp posts are already being tested, and 50 smart
lamp posts should be in use by the summer of 2019. The figure is
set to rise to 400, and a tender will likely be opened for the
remaining 350 smart lamp posts during 2019. Additionally, smart

Smart city operations

Smart lamp posts can serve several functions and these are currently
experimented in Science Park (Hong Kong Science & Technology Parks
Corporation). In terms of mobility, traffic and parking can be facilitated with the
help of sensors. In practice, this means that it would be possible to monitor how
vehicles and pedestrians move, and this would, in turn, help operating the traffic
lights. The vacancy of parking areas can also be evaluated and shared with those
in need.
Gathered data is also used for environmental monitoring; to measure air quality
and weather. Consequently, air quality can be forecasted. This enables users to
optimize their commuting itineraries.
Wide smart lamp posts network makes WiFi and 5G usage more accessible and
the expanded coverage enables citizens to be better connected. Quality of living
improves as digital services can be more equally distributed. More connections
adds again to the pool of gathered data.
Smart lamp posts are also tested in the Smart City Pilot Area located in Kowloon
East, in the form of proof of concept. This test area shares similarities with the
above-mentioned smart lamp posts pilot in Science Park. In Kowloon East, the
pilot aims at providing information on traffic and routes, and functioning as a
power source to electric vehicles. Additionally, the element of renewable energy
is also included in the experiment. Smart city operations and city management
can also benefit from the data gathered with the sensors.

The data gathered from smart lamp posts can have an effect both in the short and long
run. Quality of living can be improved on a shorter time frame whereas urban planning
can be affected on a longer time frame. This is in line with Hong Kong 2030+ (Read
more here).
Moreover, Chief Executive Carrie Lam has been emphasising the importance of open
data and its advantages, her policy address encouraged sharing open data from the
government sources. Consequently, the government has decided to share additional
data in 2019, growing the amount of open data sets up to 4000. Private and public
organisations alike can utilise the open data as a source to build new or applied
applications.
Regardless of the current policies, the government’s open data plans and open data
policy are considered to be inadequate as they leave out many relevant aspects. The
details for sharing government data are not specified in the plan: this concerns the
type of data, the means, and the timing. Moreover, private companies and some public

companies.
In Hong Kong, the smart lamp posts are an integral part of the planned
smart city infrastructure. Building on this, various new smart concepts
could be created.
The present state of Hong Kong’s open data policy and plans are about to
generate future opportunities. Simply the continuing increase in amount of
data pushes the policy makers to be more aware of the opportunities and
use case applications.
Other opportunities the smart lamp posts might incorporate in the future
are facial recognition, integration of driverless vehicles, Vehicle to Everything
(V2X), and steering them. These applications have already been tested
elsewhere.
Along with smart lamp posts, standardised interoperability and connectivity
among different IoT sensors and systems, cybersecurity and privacy are the
