Staff Development Programme
INTRODUCTION:
•The educational needs of the graduate staff nurse are
usually quite different from those of student nurses.
•The student in gaining basic knowledge in a field which is
new to her
• Whereas the staff nurse on the other hand in probably
familiar with the fundamental principles of nursing in all
clinical areas.
• Staff development is the process through which
professional growth of employees take place.
• After some time, these employees/workers need more
skills to tackle the situation, as demand increases.
• Fast technology/advance technology is the main cause to
improve skills to achieve the organizational goals.
• There is a dire need to change the attitude, knowledge
and skills of the employees.
• Staff development is a broader concept whereas in-
service education is a narrow concept.
• Staff development is needed for future need.
• Staff development includes both formal and informal
activities related to employees within or outside the
organization.

STEPS TO STAFF DEVELOPMENT
There are main THREE phases of staff
development.
1. Assessment Phase
2. Implementation Phase
3. Evaluation Phase
1. Assessment Phase
In assessment phase,
• Need for the programme is determined
• Specifying the objectives of the programme.
• The need is assessed
a. Based on goals,
b. Outcomes and
c. Needs of the organization as well as individual.
1. Assessment Phase
• Individual needs reflect the learner’s profile like
– Attitude of learners, styles
– Whereas organizational needs reflect the standards
set for patient care,
– Role expectation of employees and resources
available.
Steps of assessment phase
a. Pinpointing the needs.
b. Prioritizing the needs
c. Setting straining objectives
d. Developing criteria
a. Pinpointing the needs
First of all,
• Assess the needs of workers and organization.
• There may be number of needs related to organization &
individual employees of the hospital or nursing college or
nursing profession.
• Assess the need through survey, observation analysis and
records or by interview.
b. Prioritizing needs
After assessing these needs, next step is
• To priorities them according to rank.
• It should be on the basis of organization need or
individual needs.
c. Setting Training Objectives
• Once needs have been categorized and
priorities established,
• Then next function is to set the objectives to
meet these needs.
d. Developing criteria
• After setting the objectives, various criteria should
be laid down. In encompasses
i. Specify topic and learning experience.
ii. Teaching learning methods and media.

• For meeting the needs of any programme,
– Specify the topic of needs and
– Set learning experience that helps the
organization.
ii. Teaching Learning Methods And
Media
• After specifying the topic,
• It is necessary to select appropriate methods,
which is effective and economical and
• According to the intellectual capabilities of the
employees.

• Methods may be demonstration, workshop,
seminars, panel discussion, clinical, bed side clinic
etc.
• Media may be multimedia, T.V., tape recorders,
LCD’s and Projectors.
iii. Developing evaluation criteria
• The way in which the programme is to be evaluated is
best considered before it begins.
The four main areas of outcome are:
– Reaction of the trainee to the programme.
– Learning of the content by trainee.
– Behavioral change of the trainee.
– Effect of training programme on achievements of organizational
objective.
2. Implementation
• After setting the planning, this must be
implemented according to plan.
3. Evaluation
• Evaluation is needed after implementation of the
programme to check the effect of programme.
• Check the positive or negative effect,
– if effects are positive-Success of programme is sure
– if effects are negative feedback is necessary.
