  2. This shows you how it can potentially go the wrong direction. To avoid data hoarding, you need innovation, training, and a good data infrastructure, to help promoting and implementing more data openness.

  8. Our work also uncovered a very significant gap in knowledge and understanding between a small group of experts thinking about cutting-edge techniques, and the majority of data practitioners, often confused about best practices around personal data.
  9. Through interviews, we found that people responsible for public service delivery in local authorities often experience a number of barriers to change. The most common of these challenges is engagement and buy-in from senior management.
  10. The Data and Public Services Toolkit is a set of free, collaborative, non-technical tools which aim to help people designing public services identify what data is available, what it can be used for, and how to do that well. It includes: over 20 case studies of different types of data-enabled services a business case canvas to help get senior buy-in for using data in your service a guide for mapping your data ecosystem the Data Ethics Canvas which helps you use data more ethically a checklist of things to consider when designing a data enabled service to help it scale up Download the printable versions from the ODI website, or get in touch with us to find out more about our physical workshop kit.
