3 key levels to create value from data: Steward, create, decide.
This shows you how it can potentially go the wrong direction. To avoid data hoarding, you need innovation, training, and a good data infrastructure, to help promoting and implementing more data openness.
This shows you the risks when being afraid of data. You need key principles around data ethics, equity and engagement to build trust in the data and in its management.
The ODI works towards a good balance between all these key principles in order to create a good data ecosystem.

Our work also uncovered a very significant gap in knowledge and understanding between a small group of experts thinking about cutting-edge techniques, and the majority of data practitioners, often confused about best practices around personal data.
Through interviews, we found that people responsible for public service delivery in local authorities often experience a number of barriers to change.
The most common of these challenges is engagement and buy-in from senior management.
The Data and Public Services Toolkit is a set of free, collaborative, non-technical tools which aim to help people designing public services identify what data is available, what it can be used for, and how to do that well.
It includes:
