I've removed the +/-0 suffix from the population statement because that makes it awkward when other wikis try to extract that data (e.g. w:zh-yue:Template:英格蘭郡明細 which I'm working on). At any rate I think the actual error bound of the survey was +/-100 or something in that order of magnitude. If any editor feels the urge to quantify the accuracy, we can think about it again...
