Andrew, the engineer who worked on this, described it as if each Wikibase instance was a person. Previously, we were providing each person with an entire single-family house, even though the majority of our people were only using one room of their house, we gave them the whole space. With these new changes, we now house all our people in a single apartment block, with apartments perfectly sized to match their actual living requirements. As a result, we need much less land, so our overall costs are significantly reduced. This also reduces complexity which brings about greater stability and makes the overall system easier to manage.
