L’échec de la stratégie de développement menée par l’Etat et la crise qui a secoué le pays à part... more L’échec de la stratégie de développement menée par l’Etat et la crise qui a secoué le pays à partir du milieu de la décennie quatre-vingt ont fini par convaincre les responsables algériens que leurs choix en matière de politique économique n’ont pas été les meilleurs. C’est ainsi qu’ils décident d’entreprendre une série de réformes visant à instaurer les mécanismes d’une économie de marché. Les réformes ont donné lieu, une dizaine d’années après leur lancement, à une forme d’organisation économique à mi-chemin entre une gestion étatique et une régulation par le marché. Il faut préciser qu’il ne s’agit pas d’une économie mixte de type keynésien. La forme d’organisation qui caractérise l’économie nationale actuellement cumule les défauts du marché et ceux de la gestion centralisée. Cette situation obère sérieusement les chances de relance économique et les possibilités de lutter efficacement contre le lancinant problème du chômage, dans le contexte difficile de la mondialisation. C’est ce que nous tenterons de montrer dans le présent article présenté en quatre points. Nous commencerons par un bref aperçu de la situation de l'économie nationale après une décennie de transformations visant l'instauration de l'économie de marché (section 1). Ensuite, nous exposerons quelques-unes des conséquences de cette situation pour les agents économiques et pour la croissance (section 2). Nous aborderons également le dosage d'Etat et de marché nécessaire pour la promotion de la croissance et l'insertion dans l'économie mondiale (section 3). Enfin, nous évoquerons quelques mesures à mettre en œuvre en Algérie pour réaliser ce dosage et instaurer une économie mixte (section 4).

Les pouvoirs publics affirment qu’ils ont réussi à considérablement réduire le chômage qui a reculé de plus de 29% en 2000 à 10% en 2010 et a oscillé autour de 11% depuis lors. Ces chiffres nous paraissent surestimer la réalité car la comptabilisation conventionnelle des demandeurs d’emploi ne tient pas compte de toute la main-d’œuvre disponible. En outre, le recul du chômage ne peut être durable du fait que les emplois créés sont tributaires des subventions et dépenses publiques et les secteurs d’activité qui y ont contribué sont majoritairement à faible productivité. Enfin, la structure de la population et les faibles taux d’activité parmi les femmes indiquent que les entrées sur le marché du travail resteront encore élevées. L'article conclut que le déséquilibre offre/demande de travail est plus grave que ne le suggèrent les sources officielles et que le déficit d’emplois restera une préoccupation majeure pour les prochaines années à moins que les politiques ne revoient leur approche du chômage et ne remodèlent leur stratégie de promotion de l’emploi. The Algerian authorities claim that they have succeeded in reducing unemployment which fell from over 29% in 2000 to 10% in 2010 and has hovered around 11% since then. We believe that these figures do not reflect the reality of the labor market because the conventional accounting of the job-seekers does not take into account all the available labor force. In addition, the fall in unemployment cannot be sustained because most of the jobs that made it possible are created in low productivity activities or depend on public subsidies and spending. Finally, the structure of the population and the low participation rates among women indicate that labor market entries will still remain high. The article concludes that the labor supply / demand imbalance is more serious than the official sources suggest and that the employment deficit will remain a major concern for the next few years unless the unemployment approach is reviewed and the job promotion strategy is reshaped.
