This study explores perceptions of leaders in Iran, Russia, and the United States regarding cybersecurity, and how these attitudes affect the likelihood of their participation in an international cybersecurity treaty, should one be established.
The Lockwood Analytical Method for Prediction was used to determine the most likely course of action for each actor in three scenarios that assumed these nations would continue to experience cyber threats. Data was obtained using scholarly journals, as well as government and technology sector reports.
The major findings of this study show that Iran will most likely resist participation in an international cybersecurity treaty, focusing instead on developing its internal resources; while Russia and the United States will work with other nations to define common terms and legal strategies in order to counter the growing frequency and sophistication of cyber attacks more efficiently.
The conclusion reviews the many factors at play in determining the feasibility of an international cybersecurity treaty, and offers suggestions for further research.
