This paper focuses on the peri-urban space of east Attica and aims to theorise the politics of re... more This paper focuses on the peri-urban space of east Attica and aims to theorise the politics of recovery planning following the wildfire of 23 July 2018, showing the crucial interrelations between vulnerability, space and land development processes in an era of climate crisis. Certain processes of land development increase vulnerability, creating a greater risk of disasters. Through critical discourse and content analysis, we trace the genealogy of peri-urban land development trends in Greece, and explore connections with contemporary theoretical debates, focussing on the burnt area of east Attica as a paradigmatic case study. Particular emphasis is placed on understanding dimensions beyond, beside, outside or even within recovery policies and planning, such as land ownership, private property, formal and informal practices and institutional adaptations during climate crisis. Considering particular land development processes as an inherent and integral part of spatial vulnerability regimes, we argue that, insofar as they maintain and reproduce the factors that produce and reproduce it, post-disaster recovery policies and planning may actually normalise spatial vulnerability, thus leading to future disasters.
Αναδεικνύουμε την κρίσιμη σημασία των συναρτήσεων της τρωτότητας με το χώρο και τις διαδικασίες α... more Αναδεικνύουμε την κρίσιμη σημασία των συναρτήσεων της τρωτότητας με το χώρο και τις διαδικασίες ανάπτυξής του στην εποχή της κλιματικής κρίσης μέσα από την επικέντρωση στον περιαστικό χώρο της ανατολικής Αττικής και τις πολιτικές αποκατάστασης και το σχεδιασμό μετά την καταστροφική πυρκαγιά της 23ης Ιουλίου 2018. Έμφαση δίνεται σε ζητήματα γης, ιδιοκτησίας, άτυπων πρακτικών και θεσμικών προσαρμογών ως παράγοντες τρωτότητας που ενδεχομένως εκθέτουν περιοχές σε κινδύνους, επιπτώσεις επικινδυνοτήτων και σε καταστροφές. Μέσα από κριτική ανάλυση λόγου και περιεχομένου, εστιάζουμε παραδειγματικά στην καμένη περιοχή, ανατρέχουμε σε μια γενεαλογία των ζητημάτων ανάπτυξης του περιαστι- κού χώρου στην Αττική, και δοκιμάζουμε συνδέσεις με ευρύτερες θεωρητικές επεξεργασίες. Προσεγγίζοντας συγκεκριμένες διαδικασίες ανάπτυξης του χώρου ως σύμφυτες με τη συγκρότηση συνθηκών χωρικής τρωτότητας, υποστηρίζουμε ότι στο βαθμό που διατηρούν και αναπαράγουν τους παράγοντες της χωρικής τρωτότητας, οι κυρίαρχοι λόγοι και οι πολιτικές απο- κατάστασης και ο σχεδιασμός ενδεχομένως και να την κανονικοποιούν, οδηγώντας προς μελλοντικές καταστροφές.

In these crucial transitional years, transnational flows of expertise, interwar legacies, and political, scientific, and ideological contestations gave rise to novel planning ideas and antagonistic visions for the country’s reconstruction and its future development path. Πώς «μεταρρυθμίζονται» οι θεσμοί και πώς μετασχηματίζονται οι στόχοι και το περιεχόμενο του Σχεδι... more Πώς «μεταρρυθμίζονται» οι θεσμοί και πώς μετασχηματίζονται οι στόχοι και το περιεχόμενο του Σχεδιασμού του χώρου, στην εποχή των σαρωτικών ανατροπών της παγκοσμιοποίησης; Πώς ο όρος «Χωρικός σχεδιασμός» – και οι πρακτικές που υπονοεί – τείνει να αντικαταστήσει τους γνωστούς μας όρους «Πολεοδομία» και «Χωροταξία»; Πώς πρότυπα, «καλές πρακτικές» και «κουλτούρες» του Σχεδιασμού διαχέονται σε παγκόσμια κλίμακα και ποιο ρόλο διεκδικούν οι Παγκόσμιοι Οργανισμοί, οι ΜΚΟ και η «κοινωνία των πολιτών»; Ποια είναι τα νέα κοινωνικά και πολιτικά διακυβεύματα γύρω από την ιδιοκτησία, τη χρήση και την εκμετάλλευση της γης, και πώς συνυφαίνονται με τις επιχειρούμενες – και μέσω του Χωρικού σχεδιασμού – νέες σχέσεις μεταξύ χώρου και κοινωνίας;
Το βιβλίο αυτό επιχειρεί να τοποθετηθεί στα επίκαιρα αυτά ερωτήματα, κινούμενο μεταξύ θεωρίας, πρακτικής και έρευνας πεδίου. Αφενός, ανατρέχει σε δια-εθνικές και διεπιστημονικές προσεγγίσεις για τη Διεθνή ανάπτυξη, το Χωρικό σχεδιασμό, τη χωρική διακυβέρνηση, τη χωρική ανάπτυξη και την κοινωνική παραγωγή του χώρου. Αφετέρου, επικεντρώνεται, μέσα από μία εκτεταμένη έρευνα πεδίου στην Αλβανία κατά την περίοδο της «μετασοσιαλιστικής μετάβασης», στην παραθαλάσσια περιοχή της Χιμάρας – ενός πολλαπλά διαφιλονικούμενου τόπου λόγω του περίπλοκου ιδιοκτησιακού καθεστώτος, των ιδιαίτερων εθνοπολιτισμικών χαρακτηριστικών και των εντεινόμενων πιέσεων για τουριστική ανάπτυξη.
Πηγαίνοντας από το «παγκόσμιο» στο «τοπικό» και από το «τοπικό» στο «παγκόσμιο», το βιβλίο εξετάζει τρόπους συγκρότησης κυρίαρχων παραδειγμάτων Χωρικού σχεδιασμού και ανάπτυξης, σε συνάρτηση με πολιτικές Παγκόσμιων Οργανισμών, εθνικά πλαίσια και σχέσεις εξουσίας, κοινωνικές δυναμικές, τυπικές και άτυπες πρακτικές και τοπικές προσλήψεις, αναδεικνύοντας προκλήσεις εφαρμογής και νομιμοποίησης του Σχεδιασμού, κοινωνικο-πολιτικά διακυβεύματα γύρω από την ιδιοκτησία και ανάπτυξη της γης, θεσμικές «ρωγμές», εντάσεις και αντιφάσεις.
Ζητούμενο είναι να συμβάλει σε έναν κριτικό αναστοχασμό πάνω στις μεταλλαγές σε αντιλήψεις, λόγους και πολιτικές για το χώρο και το Σχεδιασμό, αλλά και στους τρόπους που πολιτικές «θεσμικών μεταρρυθμίσεων» για το Χωρικό σχεδιασμό επιχειρούν να φυσικοποιήσουν εμπορευματικές και επιχειρηματικές σχέσεις γύρω από τη γη, την ιδιοκτησία και τη χωρική ανάπτυξη, ως «νέα» πρότυπα/παραδείγματα, ως κανόνες – με όρους κανονιστικότητας και κανονικότητας – και ως νέες κοινωνικές φαντασιακές σημασίες.
The paper critically explores public land privatisation and commodification as a particularly sig... more The paper critically explores public land privatisation and commodification as a particularly significant field of changing social relations. It focuses on Albania's southern coast as it changed from an area of rural communities with light vacation and recreation activities and reoriented itself towards international migration networks, intensifying coastal tourism, and the gradual making of the Albanian Riviera. By providing empirical evidence from fieldwork in the area of Himara, along with a review of the legal framework, and through the theoretical lenses of neo-liberalism and post-socialism, the paper investigates two episodes of public land privatisation and commodification: first, the de-collectivisation of cooperative agricultural land in the 1990s, and second, the long-term leasing of public land for large-scale tourism development since the mid-2000s. Analysing these two episodes sheds light on how the state provided the respective legal frameworks so as to open up differentiated land markets, and on the close relationship between the making of the Albanian Riviera, the "restitution" of private ownership, and the unmaking of common and collective social relations and significations. In turn, the paper argues that public land privatisation and commodification have destabilised and qualitatively changed social relations centred on the land which had survived from the pre-socialist and the socialist eras, by turning them into primarily commodity relations. This has also heightened multiple social tensions and conflicts, leading to a multiply-contested rural space and the rise of new social stratifications, polarisations, and inequalities in the post-socialist era.

MODERN MONUMENTS OF ATHENS HELLINIKON AIRPORT AND AGHIOS KOSMAS COAST Report on the historical, architectural and technical documentation of buildings and facilities (Executive Summary)
The present Report documents the historical, architectural and technical significance of specific buildings, facilities and movable equipment still located in the area of former airport Hellinikon and Aghios Kosmas Coast. This report and its historical evaluation of monuments has been adopted in relevant resolutions of the School of Architecture/ National Technical University of Athens, of the Greek Section of ICOMOS and of the Greek Section of TICCIH. The spatial complex of 630Ha hosts hundreds of buildings and facilities covering different operation periods of the area. The building stock covers up to 480 smaller and bigger buildings and permanent facilities’ structures. A minimum number of the existing building stock has been evaluated as being of a significant value. The latter, together with the four already listed monuments, would permit in-situ preservation of the basic architectural, technical and historical evidence and of the social-historical memory of the site. The building stock has been evaluated according to its historical, architectural, landscaping and technical value. The buildings proposed for preservation form three units of different qualities and characteristics, in line with the three main historical uses of the area.
Τις τελευταίες δεκαετίες έχει συγκροτηθεί στη Σχολή Αρχιτεκτόνων Μηχανικών ΕΜΠ μια «παράδοση» κρι... more Τις τελευταίες δεκαετίες έχει συγκροτηθεί στη Σχολή Αρχιτεκτόνων Μηχανικών ΕΜΠ μια «παράδοση» κριτικής προσέγγισης στη μελέτη και τη διδασκαλία για τα θέματα της πόλης, η οποία αναγνωρίζει το χώρο ως κοινωνικό προϊόν. Το κείμενο αυτό επιδιώκει να διερευνήσει αφενός εάν η μελέτη του αστικού χώρου ως κοινωνικό προϊόν είναι επίκαιρη σήμερα, καθώς και ποια (θα μπορούσε να) είναι η συμβολή της στις σπουδές της αρχιτεκτονικής. Ισχυριζόμαστε ότι η παράδοση της «μελέτης της πόλης» αποκτά ιδιαίτερο νόημα σήμερα που η αστική γη βρίσκεται στο επίκεντρο πολιτικών, αλλά και λόγω της σημασίας που έχουν αποκτήσει οι πόλεις ως πεδία έντονων κοινωνικών και παραγωγικών διεργασιών. Η πρόσφατη εμπειρία μας από την εκπόνηση διδακτικού έργου σε δύο ΑΕΙ της χώρας θα εμπλουτίσει την επεξεργασία των υποθέσεων αυτών.
This text contributes to the research on urban image construction, in the context of city marketi... more This text contributes to the research on urban image construction, in the context of city marketing and neo-liberal urban strategies, bringing evidence from Tirana, a city in the developing, post-socialist and Balkan world. The analysis of Municipality’s projects, during Mayor Edi Rama’s tenure (2000-2008) presents the construction of a new image for the city, through preserving, cleaning, painting, and re-designing the centre. Urban image construction in Tirana aligned to the post-socialist spatial restructuring and the construction boom and served ideological, economic, and political purposes. Above all, this is understood as the spatial expression of the Mayor’s ambition to associate himself with the city. The Municipality’s attempt to make the power of local state visible, after the 1990s urban crisis, highlighted the continuities with the past, through the lack of participatory processes, institutions and democratic mentality.
The collapse of the socialist regimes in Eastern Europe after 1989 gives way to remarkable change... more The collapse of the socialist regimes in Eastern Europe after 1989 gives way to remarkable changes on a political, economic and social level, with a direct spatial impact. This paper presents the wider context of spatial planning in Albanian cities, during the era of the post-socialist transition. In line with the socio-political transformations in Eastern Europe, the paper uses the notion of institutional diffusion that refers: first to the transfer of responsibilities from the national to the local level and the administrative decentralisation; and second to the rise of multiple local and international actors in the political stage. Subsequently, the paper links the concept of institutional diffusion to spatial planning, focusing on the shift from comprehensive to strategic planning and the new parameters for urban development as set by the introduction of the free market. The second part of the paper brings evidence form Tirana (the Albanian capital city) and Korca (the major urban centre of Albania’s southeast), by presenting the wide variety of studies and plans that have been elaborated, over the last years, through the cooperation of local and international actors. The paper concludes by connecting the initial theoretical considerations to city-specific evidence; pointing at the instrumental role of the international organisations in defining the context of planning and identifying institutional diffusion as generator of fragmentation and uncertainty in spatial planning.

Το βιβλίο αυτό επιχειρεί να τοποθετηθεί στα επίκαιρα αυτά ερωτήματα, κινούμενο μεταξύ θεωρίας, πρακτικής και έρευνας πεδίου. Αφενός, ανατρέχει σε δια-εθνικές και διεπιστημονικές προσεγγίσεις για τη Διεθνή ανάπτυξη, το Χωρικό σχεδιασμό, τη χωρική διακυβέρνηση, τη χωρική ανάπτυξη και την κοινωνική παραγωγή του χώρου. Αφετέρου, επικεντρώνεται, μέσα από μία εκτεταμένη έρευνα πεδίου στην Αλβανία κατά την περίοδο της «μετασοσιαλιστικής μετάβασης», στην παραθαλάσσια περιοχή της Χιμάρας – ενός πολλαπλά διαφιλονικούμενου τόπου λόγω του περίπλοκου ιδιοκτησιακού καθεστώτος, των ιδιαίτερων εθνοπολιτισμικών χαρακτηριστικών και των εντεινόμενων πιέσεων για τουριστική ανάπτυξη.
Πηγαίνοντας από το «παγκόσμιο» στο «τοπικό» και από το «τοπικό» στο «παγκόσμιο», το βιβλίο εξετάζει τρόπους συγκρότησης κυρίαρχων παραδειγμάτων Χωρικού σχεδιασμού και ανάπτυξης, σε συνάρτηση με πολιτικές Παγκόσμιων Οργανισμών, εθνικά πλαίσια και σχέσεις εξουσίας, κοινωνικές δυναμικές, τυπικές και άτυπες πρακτικές και τοπικές προσλήψεις, αναδεικνύοντας προκλήσεις εφαρμογής και νομιμοποίησης του Σχεδιασμού, κοινωνικο-πολιτικά διακυβεύματα γύρω από την ιδιοκτησία και ανάπτυξη της γης, θεσμικές «ρωγμές», εντάσεις και αντιφάσεις.
Ζητούμενο είναι να συμβάλει σε έναν κριτικό αναστοχασμό πάνω στις μεταλλαγές σε αντιλήψεις, λόγους και πολιτικές για το χώρο και το Σχεδιασμό, αλλά και στους τρόπους που πολιτικές «θεσμικών μεταρρυθμίσεων» για το Χωρικό σχεδιασμό επιχειρούν να φυσικοποιήσουν εμπορευματικές και επιχειρηματικές σχέσεις γύρω από τη γη, την ιδιοκτησία και τη χωρική ανάπτυξη, ως «νέα» πρότυπα/παραδείγματα, ως κανόνες – με όρους κανονιστικότητας και κανονικότητας – και ως νέες κοινωνικές φαντασιακές σημασίες.

Report on the historical, architectural and technical documentation
of buildings and facilities (Executive Summary)
The present Report documents the historical, architectural and technical significance of specific buildings, facilities and movable equipment still located in the area of former airport Hellinikon and Aghios Kosmas Coast. This report and its historical evaluation of monuments has been adopted in relevant resolutions of the School of Architecture/ National Technical University of Athens, of the Greek Section of ICOMOS and of the Greek Section of TICCIH.
The spatial complex of 630Ha hosts hundreds of buildings and facilities covering different operation periods of the area. The building stock covers up to 480 smaller and bigger buildings and permanent facilities’ structures.
A minimum number of the existing building stock has been evaluated as being of a significant value. The latter, together with the four already listed monuments, would permit in-situ preservation of the basic architectural, technical and historical evidence and of the social-historical memory of the site.
The building stock has been evaluated according to its historical, architectural, landscaping and technical value. The buildings proposed for preservation form three units of different qualities and characteristics, in line with the three main historical uses of the area.
