Professor Marko Joas, public administration, vice-rector for societal and international cooperation at Åbo Akademi University since 2022 (Dr 2001 Åbo Akademi, Docent 2005 Tampere University & Åbo Akademi, Prof 2009– Åbo Akademi, faculty dean 2019-2022). His research interests include two main research fields, (local) sustainable development and comparative environmental governance as well as democratic participation especially within these policy areas in the Baltic Sea Region and in Europe. He has led and participated in several research projects within both research areas, financed by EU Framework Programs as well as Academy of Finland and the BONUS Program. To mention a few examples BaltReg (Multi-level Regulation of the Baltic Sea Region), PRIMUS (Policies and Research for an Integrated Management of Urban Sustainability) and URMI: Urbanization, Mobilities and Immigration (Sustainability). He is also a member of the steering boards for Åbo Akademi Research Profiling Area ‘The Sea’ (2017–2022), The City of Turku Research Programme (since 2010–) and Interdisciplinary Centre of Excellence D:CE – Democracy: A Citizen Perspective (2006 – 2014) as well as the Center of Excellence ”The Future of Democracy” (FutuDem, since 2019 -) .

The aim of this article is to describe a model for evaluating Local Agenda 21 processes. The loca... more The aim of this article is to describe a model for evaluating Local Agenda 21 processes. The local level extension of Agenda 21, Local Agenda 21 (LA21), is a typical instrument for extensive governance. It is primarily a voluntary sustainability policy tool with a goal of activating existing local government and other local stakeholder organisations in order to meet the local level challenges for the local and global environment, and social and local economic conditions. It also aims to create new governance structures among political and non-political actors. In a European perspective, the introduction of LA21 to cities can be considered as a success-story, but these activities are not distributed equally in Europe. To compare these differences we use a quantitative database from 146 European cities, all of them active in a LA21 or similar policy process. Sin embargo, el papel de la gobernanza también se está configurando progresivamente como uno de los rasgos distintivos del proceso de modernización. La gobernanza local, en la que están implicados los ciudadanos, los grupos de partícipes y las más pequeñas unidades productivas tras un objetivo común de desarrollo sostenible, desempeña un papel crucial en la segunda fase de la modernización ecológica. Muchas de estas actividades se organizan en Europa al amparo de la Agenda 21 Local. Las administraciones locales europeas han sido las primeras en encarar el nuevo desafío y en responder activamente en muy distintos puntos de toda Europa. The first part of the book provides an analysis of tools for governing sustainable cities and develops a typology of existing tools. It then considers approaches to monitor local sustainability on a European level, focusing on a number of key tools such as the Covenant of Mayors, Reference Framework for Sustainable Cities, and Green Capital Award. The second part of the book introduces an explorative application of two tools that the author team have used in practice to monitor local sustainability, Urban Ecosystems Europe and Local Evaluation 21, presenting and evaluating European level data collected from local governments. Policymaking within and among states is under pressure for change. One feature of this change is ... more Policymaking within and among states is under pressure for change. One feature of this change is empirically observed as an activation of different network structures in the Baltic Sea Region, especially since the collapse of the Iron Curtain, the initiation of the Rio process, and the enlargement of the European Union. The contemporary theoretical debates about governance highlight the changing conditions for policymaking and implementation on all societal levels. This process of change, especially evident concerning environmental policies, includes new types of networks crossing state borders both at the supranational and the subnational levels. This article illuminates this process of change with empirical data from the project "Governing a Common Sea" (GOVCOM) within the Baltic Sea Research Program (BIREME).
