Das politische Agieren im bayerisch-tschechischen Grenzraum ist gepragt von seiner Lage am vormal... more Das politische Agieren im bayerisch-tschechischen Grenzraum ist gepragt von seiner Lage am vormals "Eisernen Vorhang" und durch die Kriegs- und Vertreibungshistorie. Diese besondere Situation fuhrte zu einem recht einzigartigen Gefuge an Kooperationsbeziehungen: Im Vergleich mit anderen Grenzraumen fallt auf, dass die mittlere Ebene der Kooperation - also zwischen den nationalstaatlichen und kommunalen Kooperationen - erst vergleichsweise spat aktiviert wurde. In den vergangenen funf bis zehn Jahren hat dann eine Dynamik eingesetzt, sodass man von einer "nachholenden" Kooperationsentwicklung sprechen kann. Wir nehmen diese politisch sehr interessante Situation als Anlass zu einer synoptischen Reflexion. This paper investigates how using heat pumps for domestic heating would impact fuel poverty and i... more This paper investigates how using heat pumps for domestic heating would impact fuel poverty and inequality. The analysis integrates a geospatial description of climate observations, gas and electricity infrastructure, energy consumption and fuel poverty from the base world of a Universal Digital Twin based on the World Avatar knowledge graph. Historic temperature data were used to estimate the temporal and geospatial variation of the performance of air source heat pumps in the UK. The corresponding change in gas and electricity consumption that could be achieved using heat pumps instead of gas for domestic heating was estimated. The geospatial impact of the heat pumps was assessed in terms of CO2 savings, and their effect on fuel cost and fuel poverty. Whilst heat pumps would reduce emissions, it is predicted that they would increase fuel costs. Common Information Model (CIM) is a well established open standard in the power systems domain du... more Common Information Model (CIM) is a well established open standard in the power systems domain due to its common shared vocabulary used to communicate messages between various applications. CIM provides a basic framework for information exchange, and it needs to be extended as and when new business requirements arise. CIM has multiple utilisation in power system application ranging from developing an interoperable software application to a cyber-physical system. It is considered as one of the enablers for smart grids because of its robust framework for accurate data sharing, merging, and transformation into reusable information. The latest power system digital twins' trend to establish smarter energy grids highlights new requirements for CIM utilisation. In this context, this paper aims to offer a comprehensive understanding by summarising and categorising the research on CIM's practical use for interoperability in smart grids. We argue that so-called geographies of discontent work within regional hierarchies in a spatial c... more We argue that so-called geographies of discontent work within regional hierarchies in a spatial continuum, whereas the previous literature has mainly invoked dichotomous divides, such as core-periphery or the North-South. A place's relation to surrounding communities and regions remains an understudied topic. We analyse the municipal distribution of electoral support for Sweden Democrats (Sverigedemokraterna, SD) in the 2014 and 2018 Swedish national general elections. We show that higher accessibility to other large municipalities within the same region, as well as being surrounded by relatively larger neighbouring regions, is associated with further support for SD. The within-region associations are only reliably identified among the urban group.

In order to position macro-regions in the context of Cohesion policy and sectoral policies we explore the current state of play of macro-regional strategies (MRS) by analysing their implementation processes through a case study analysis, and an analysis of existing studies on the approach and added-value of MRS. This two-fold approach includes an institutional mapping of Priority Area 1a "Waterway Mobilities" of the EU Strategy for the Danube Region, as well as conclusions drawn from studies conducted by the Interact programme. The European Commission proposed a regulation for a mechanism to resolve legal and administrative... more The European Commission proposed a regulation for a mechanism to resolve legal and administrative obstacles in cross-border regions as part of the legislative package for EU Cohesion Policy 2021-2027. The mechanism is known as ECBM, or European Cross-border Mechanism. The regulation will allow one Member State to apply their legal provision in another Member State for a concretely defined case. This proposal is particularly interesting as it does not give further competence to the European level, but changes how Member States may interact with one another, yet, it raises critiques as regards to its compliance with constitutional, international and European law. This paper outlines the main elements of contention, which are legal justification, state sovereignty, compliance with the subsidiarity and proportionality principle, thematic and territorial scope, voluntariness and the administrative burden.
