Tools for assessing and balancing values are also described – these generally come into play as councils and communities are considering possible solutions and how these will be implemented via policy. Table 1 summarises the tools described in this report, showing which of these tasks (identifying, understanding, assessing, balancing) each tool is suited for. The report does not provide a comprehensive list of all tools that could be used, and both the way they have been categorised and the appropriate uses are not always clear-cut.
