หนังสือเล่มนี้ มาจากงานวิจัยเรื่อง “เศรษฐศาสตร์การเมืองเรื่องการเคลื่อนย้าย: กรณีศึกษาผู้ค้าชาวจีนบริเวณชายแดนลุ่มน้ำโขง (ไทย-ลาวตอนเหนือ)”  ศึกษาปรากฏการณ์การเคลื่อนย้ายของคนจีนรุ่นใหม่หลังทศวรรษ 1990 ที่เข้ามาค้าขายตามพื้นที่ชายแดนประเทศอนุภูมิภาคลุ่มน้ำโขง บริเวณชุมชนผู้ค้าชาวจีน ตลาดจีนในเขตห้วยทราย จังหวัดบ่อแก้ว สปป. ลาว เพื่อต้องการเข้าใจรูปแบบและแนวโน้มการเคลื่อนย้ายของคนจีนเข้าสู่ประเทศลุ่มน้ำโขงโดยพิจารณานัยสำคัญทางเศรษฐกิจ/การเมือง และทำความเข้าใจกับประเด็นการค้าชายแดนในเขตลุ่มน้ำโขงผ่านกิจกรรมของกลุ่มผู้ค้าชาวจีน  แนวโน้มที่เห็นได้ชัดคือ ผู้ค้าจีนลุ่มน้ำโขงดังกล่าวกำลังกลายเป็นกลุ่มที่มีอิทธิพลทางเศรษฐกิจกลุ่มใหม่ๆ บนเศรษฐกิจชายแดนและกำลังเข้ามาแทนที่กลุ่มผู้ค้าชาวไทยและชาวลาว ซึ่งแนวโน้มนี้กำลังสร้างผลกระทบอย่างสำคัญที่ควรตั้งคำถามกับระบบเศรษฐกิจชายแดนของไทย-ลาว
ข้อมูลในหนังสือเล่มนี้อาจเป็น “ใบเบิกทาง” ในการพิจารณาปรับเปลี่ยนนโยบายการค้าชายแดนของบ้านเราให้ยืดหยุ่นต่อสถานการณ์ใหม่ๆ ที่กำลังจะเกิดขึ้นในอนาคตข้างหน้า

ชายขอบ สนธิกำลังกันเพื่อปิดล้อมทรัพยากรธรรมชาติในลุ่มน้ำโขง
พื้นที่ป่าอันอุดมสมบูรณ์ถูกโค่นเพื่อขยายพื้นที่ปลูกยางพารา ส่งผลให้เกิด
ปัญหาหน้าดินพังทลาย การลดลงของพื้นที่ป่ายังทำให้ความหลากหลาย
ทางชีวภาพและความมั่นคงทางอาหารของเกษตรกรรายย่อยตกต่ำลง ราคา
ยางพาราที่ยังอยู่ในระดับสูงอย่างต่อเนื่องอาจให้ผลดีต่อเกษตรกรที่มี
ฐานะดี มีหลักทรัพย์และเข้าถึงสินเชื่อสำหรับการลงทุนได้ แต่ในทาง
กลับกัน เราพบว่าเกษตรกรรายย่อยซึ่งเข้าสู่เศรษฐกิจยางพารา ผ่านระบบ
เกษตรพันธสัญญา กำลังเผชิญหน้ากับความเสี่ยงในการสูญเสียที่ดิน
และกลายเป็นแรงงานไร้ที่ดินเพิ่มขึ้น
The research is a comparative study of large-scale and small-scale rubber plantation and its socio-cultural, economic and
environmental impacts on local communities in Cambodia, Northern Laos and Northern Thailand. It is proposed that the triadic forces of transnational enclosure, namely the state, neo-liberalism and frontier capitalism, are at work in the Mekong region. Forest land are cleared to pave way for rubber plantation. In addition to increasing threat of landslide, rapid forestland clearance leads to decreasing biodiversity and food security for small farmers. High price of rubber could be beneficial to rich and well-to-do farmers with credits and assets ready to make investment. Conversely, poor farmers who are ushered into rubber economy through contract farming system are at risk of losing the land and become landless wage laborer.

Research into the conceptualization of borders and lives of those along the border continue to contribute to a greater understanding of the complex dynamics and processes that are specific to the border. This research studies cross-border trade in ethnic commodities, particularly the Thai commodity trade conducted by the Tai people living and trading along the Yunnan-Burma border, focusing on Shan Tai and Dehong Tai petty traders particularly in the Dehong Dai Jingpo Prefecture of Southwestern Yunnan, People’s Republic China. My interest and focus rest in the cultural production of Tai identities under shifting economic and political conditions, the bearing of state policies and actions on how border resident-communities constitute themselves, and the diversity of responses to state actions.  As a major finding of this study,  I contend that cross-border trade operated within the context of the states’ re-regulation and transnational flow  does not only allow the states to improve their economic development, but also allows local residents to expand their translocal ideals and social practices, in order to strengthen their translocal communities. This study argues that the translocality of Tainess practiced through cross-border trade exchange enables the Tai in Dehong to enthusiastically utilize “ethnicity” through signs and symbols in ethnic commodities and taste chosen in dresses and clothes styles.  In particular, the Tai are able to construct new Pan-Tai images in the  sense of “Tai Sibling”, an ethnic and cultural affiliation, and with regard to their perceptions of what is “high quality and fashionable”; in particular, Thai clothing products and goods.More importantly, the translocality practices of Pan-Tai images as seen in the trade in ethnic commodities (particularly the dress practices of the Dehong Tai) does not only symbolically destabilize the cultural imbalance and lower-status position between the Tai and the Chinese. But the translocality practices as seen in the trade in ethnic commodities also become an alternative way of imagining and creating the Tai’s own revitalized and re-imagined culture. This in turn provides alternative notions of modernity.  These “alternative modernities” do not trap the Tai in a realm of cultural domination and alienation played-out under the state hegemony. Instead, it is the alternative modernities that offer the Dehong Tai diverse ways and choices in enlarging their perspectives and experiences with the outside world.

From 1989 onwards, the People’s Republic of China’s use of the Qiaoban, the Overseas
Chinese Affairs Bureau, has burgeoned notably in regard to attracting investment and loyalty
from overseas Chinese outside mainland China. This article analyses the impact of the
Qiaoban and the PRC influence upon “diasporic Chinese” living along the northern Thai border,
particularly ethnic Chinese (e.g. Teochiu, Hakka, Hainanese) and Nationalist Chinese
(Kuomintang-KMT). It finds that, while the Qiaoban has largely succeeded in the engagement
with the ethnic Chinese of northern Thailand, the active efforts of the PRC to engage the
Nationalist Chinese have been notably unfruitful. However, the Qiaoban’s efforts have caused
increasing tension between different generations in Nationalist Chinese communities.

This article explores processes of cultural and ethnic revitalization among mainland Southeast Asian Tai borderlands people. Using the lens of cultural politics, the article argues against optimistic views that transnational flows weaken the nation-state by positioning Tai identities as sites of “cultural difference”. This case study demonstrates, rather, that the meaning of Tai-ness is contested during the process of cultural and ethnic construction and that transnational flows actually strengthen nationalist projects by reinforcing an elite notion of Thai nationalism. The paper then situates the presence of plural identities within broader questions of “cultural difference”. By linking plural identities with theories of multiculturalism, it seeks to foreground awareness of “cosmopolitan multicultural concepts”. It argues for the importance of the public’s understanding of significant terms with reference to diverse cultures,
values, and traditions within society. The paper concludes by elaborating on the principle of “equality over difference”, manifested in the call for poly-ethnic rights, group self-determination, and the strengthening of hybrid and multiple identities compatible with notions of global justice.
