Regional Models and geo-Hydrological Impacts

La tesi ripercorre il processo che ha portato alla stesura e all'approvazione della Strategia Regionale di Adattamento ai Cambiamenti Climatici della Regione Sardegna, con particolare attenzione nei confronti della costruzione di sensibilita e di responsabilita all'nterno dell'istituzione regionale. Dopo un'esposizione della teoria della resilienza, la prima parte dell'elaborato ripercorre le principali tappe della costruzione di consapevolezza in relazione alle tematiche ambientali in Sardegna, esponendo il passaggio e le relazioni che intercorrono tra la lotta all'inquinamento, le esigenze di tutela del paesaggio e il paradigma della sostenibilità, mettendo in evidenza le conflittualità sorte tra le autorità locali e il governo regionale nelle principali tappe della Pianificazione Territoriale recente della Regione Sardegna. Successivamente, dopo una rassegna delle principali esperienze dell'ente regionale in ambito ambientale, con particolare considerazione per i processi di Green Public Procurement e l'adesione a protocolli e accordi climatici, si espongono i contenuti della Strategia di Adattamento per poi fornire una valutazione critica delle prospettive che essa offre nel processo di mainstreaming delle politiche di adattamento. L'elaborato va inoltre a indagare il rapporto che intercorre tra la Strategia Regionale di Adattamento e la procedura di Valutazione Ambientale Strategica.

This publication reports on the outcomes of the study trip "Strategic Planning for the Resilient City. Approaches, Projects and Innovations in the City of Copenhagen" (11-13 September 2019). The volume, an in-depth cognitive space on the topic of planning for the resilient city, is structured in 5 chapters: the first chapter reconstructs the theoretical concept of resilience from its theoretical roots to its application in the field of urban and spatial planning; the second chapter outlines the Danish planning system by reading resilience in Copenhagen's urban and strategic plans; the third chapter investigates the topic of public space and housing as an expedient through which planning for climate adaptation in Copenhagen is realised. The fourth chapter describes the relationship between the city of Copenhagen and water in the policies and design of urban spaces. The last chapter focuses on the energy transition policies that the city of Copenhagen has initiated with a view to achieving the 'Carbon Neutral Copenhagen' vision by 2025.

Il volume restituisce gli esiti viaggio-studio “Pianificazione Strategica per la Città Resiliente. Approcci, Progetti e Innovazioni nella Città di Copenaghen” (11-13 settembre 2019). Il volume, spazio di approfondimento conoscitivo sul tema della pianificazione per la città resiliente, è strutturato in 5 capitoli tematici: il primo capitolo ricostruisce il concetto teorico di resilienza dalle sue radici teoriche fino alla sua applicazione nel campo della pianificazione urbanistica e territoriale; il secondo capitolo delinea il sistema di pianificazione danese leggendo la resilienza nei piani urbanistici e strategici di Copenaghen; il terzo capitolo  indaga il tema dello spazio pubblico e dell’edilizia residenziale, come espediente attraverso cui si realizza la pianificazione per l’adattamento climatico a Copenaghen. Il quarto capitolo descrive il rapporto tra la città di Copenaghen e l’acqua nelle politiche e nella progettazione degli spazi urbani. L’ultimo capitolo si concentra sulle politiche di transizione energetica che la città di Copenaghen ha avviato nella prospettiva di traguardare, entro il 2025, la visione “Copenaghen Carbon Neutral”.

La condizione di insularità, la morfologia del territorio e i caratteri socioeconomici configurano la Sardegna come una sorta di periferia di periferie, dove l’ostacolo ai collegamenti extraregionali si aggiunge a difficoltà nel collegamento interno, con numerosi territori con scarsa dotazione di servizi in loco e infrastrutture insufficienti a garantire un accesso agevole ai pochi poli sovralocali. Le carenze imputabili alla scarsa accessibilità si accompagnano a una condizione di dipendenza dai centri urbani principali situati lungo alcuni tratti di costa, e si traducono in una tendenza allo spopolamento di intere aree della Sardegna, con flussi che si dirigono sia verso i centri più importanti sia al di fuori di un territorio regionale che risente di per sé di una condizione di perifericità rispetto ad altre regioni italiane. Questo insieme di fattori, unitamente a una protratta condizione di debolezza economica, bassi livelli di natalità, invecchiamento della popolazione, scarsa attrattività e abbandono scolastico, rappresenta un elemento di rischio notevole per il mantenimento del presidio del territorio, con conseguenze negative a medio e lungo termine sul paesaggio e sull’economia locale. In questo senso il settore agroalimentare, elemento fondamentale dell’economia isolana supportato anche dalla programmazione regionale e dai fondi comunitari, può fungere da elemento di contrasto all’abbandono dei territori interni della Sardegna incentivando non solo la produzione ma anche la comunicazione e la messa in rete delle realtà della filiera con l’ausilio di metodi e strumenti digitali innovativi. Tra le iniziative che si muovono in questa direzione figura Quality Find, piattaforma che offre servizi per l’integrazione di dati geografici, trasparenza e promozione rivolti alle aziende dell’agroalimentare sardo, mettendo in evidenza le produzioni DOP, IGP, PAT, Bio, Presìdi SlowFood ed eccellenze della ristorazione. La piattaforma si inserisce in quell’insieme di iniziative che cercano di contrastare la marginalizzazione e l’impoverimento del territorio con un potenziamento del settore agroalimentare e delle sue potenziali connessioni con altri settori, quali la promozione turistica del territorio.

The process industry is recognized as a source of hazards, both instantaneous and distributed over time and space.  The industrial plants are no longer recognized as single independent units; they are, on the contrary, completing parts of a much larger system generated from the flows that stream from one to another, generating a macro
system rooted in the territory. Particular relevance has received major risk installations or “Seveso” plants within  this complex context. Since the implementation of the European Directive “Seveso” in Italy is mandatory for the  municipalities which host a Seveso plant in their territory, instruments that include the criteria for the areas around  these plants are required by the Urban and Land use planners. The goal was to represent the territorial  vulnerability associated with the Seveso installations and impose binding areas around them that identify the areas  of exclusion and observation established in the legislation. A Nord Italian region was used as a case study as part  of the research activities of the Responsible Risk Resilience Centre of Turin Polytechnic (R3C) within its third  cluster, called “Measuring Urban Resilience”. The minimum requirements for land and urban planning in areas in the vicinity of major risk installations, established in the Italian legislation, were used as a legal framework using  an alternative place-based methodology. It was possible to geolocate the Seveso installations, and buffer zones were assigned for areas of exclusion and observation. In addition, the buffers were intersected with the national
census sections to observe the number of inhabitants falling within these areas. Space-dependent analyses using the geographical information system (GIS) and the Geopandas python library were carried out, and thematic maps were generated at regional and local scales. The results contribute to increasing the awareness of the territorial vulnerability against major risk accidents and support resilience-based decision-making in designing technical measures.

Le nuove tecnologie digitali hanno impattato sulla pianificazione territoriale in più fasi. Inizialmente, i sistemi operativi desktop e le tecnologie CAD hanno rivouzionato la cassetta degli attrezzi del professionista e l'organizzazione del lavoro, mentre in anni più recenti la diffusione capillare di Internet e dell'elettronica di consumo hanno dato origine a un processo definito "digitization of everything". Questi profondi mutamenti hanno modificato non solo gli strumenti a disposizione, ma anche l'approccio alla pianificazione territoriale e le opportunità per gli specialisti del settore, con un sempre maggiore interesse per l'informazione geografica e la conoscenza del "dove".

Le Alpi, vulnerabili al cambiamento climatico, affrontano crescenti sfide legate alle prospettive del turismo di massa e alla vocazione mono-funzionale di molti comuni. Il riscaldamento globale sta causando siccità e riducendo la durata delle stagioni invernali, mettendo a rischio il turismo invernale che incide per il 12% del Pil turistico nazionale italiano. Attualmente, solo il 66% dei resort sciistici italiani può sostenere una stagione economicamente conveniente, e questo numero è destinato a diminuire con l'aumento delle temperature. Crisi climatica ed effetti della pandemia di Covid-19, impongono di ripensare il modello di sviluppo nelle Alpi. L'espansione del turismo di massa ha causato impatti negativi sull'ambiente e sulla qualità della vita dei residenti, ma il lavoro da remoto e l'interesse crescente per uno stile di vita sano e sostenibile offrono nuove opportunità per le aree alpine. È necessario sviluppare alternative al modello insostenibile di turismo di massa, valorizzando le risorse locali, e presidiando i territori marginali. Un'opportunità potrebbe essere costituita dai giovani lavoratori Millennials e generazione Z, interessati a vivere e lavorare in montagna grazie al lavoro da remoto.

Questo testo presenta i risultati di una serie di analisi svolte al fine di supportare lo studio del patrimonio ecclesiastico esposto a fattori di rischio territoriale. A livello metodologico, il contributo fa uso delle strumentazioni tipiche dell’analisi territoriale orientandosi alla costruzione di un framework conoscitivo composito, in quella “pluralità di lenti interpretative e valutative” necessaria a interpretare la complessità del tema dopo la ratifica della Convenzione di Faro da parte dell’Italia nel 2020, ed è stato integrato da un’esperienza in situ a contatto con la popolazione residente. L’area analizzata si compone dei tre comuni di Corniglio, Neviano degli Arduini e Tizzano Val Parma, nell’Appennino Tosco-Emiliano. Gli studi effettuati, af ancati a una descrizione sintetica delle principali stratificazioni storiche del territorio e del patrimonio, si sono concentrati sull’analisi delle dinamiche demografiche ed economiche e sulla rassegna della pianificazione vigente al fine di individuare tendenze e rischio potenziale per i beni immobili di interesse religioso presenti nell’area. I fenomeni sono stati evidenziati tramite elaborazioni cartografiche che restituiscono lo spaccato di un territorio soggetto a forte attività sismica e di frana, con dinamiche sociali tipiche delle aree interne quali lo spopolamento, l’invecchiamento della popolazione e la dipendenza dall’area urbana. Lo studio svolto si pone come applicazione di un metodo estendibile anche ad altri contesti territoriali, che vede le analisi effettuate come preliminari e di supporto alle attività di tutela e valorizzazione del patrimonio ecclesiastico e – più in generale – di interesse religioso. Ulteriori estensioni metodologiche sono relative all’implementazione di una vera e propria indagine sociologica, quantitativa o qualitativa, che possa approfondire su una appropriata base statistica le relazioni che intercorrono tra territorio, patrimonio e percezione della popolazione residente.

The objective of this paper is to present a methodology for the integration of a Computational Fluid Dynamics (CFD) microclimate simulation and a Geographic Information System (GIS). The first workflow involves the attribution of spatial coordinates to the point data extracted from the CFD, the implementation of an SQLite database, and the connection to the database to visualise and use information on environmental and comfort variables. The second workflow involves georeferencing the CFD raster output, attributing an ID to the point data, creating a point grid in a GIS environment, and merging these with the point data on the microclimate. For demonstration purposes, the methodology is tested on a real case study using ENVI-met and ArcGIS Pro.

Visual cryptography is the method of hiding images or documents by shadowing the original image into specific shares which are visually not recoverable. This shares when superimposed on one another would give away the concealed image which can be visually decrypted without further computation.

In this report we propose a new method for the (2,n) visual cryptographic scheme for black and white pixels. A square matrix is used for encoding each of the pixels of the image so that there is a reduction in the distortion. However it is only for a limited value of n.

Hashtags play a cardinal role in the classification of topics over social media. A sudden burst on the usage of certain hashtags, representing specific topics, give rise to trending topics. Trending topics can be immensely useful as it can spark a discussion on a particular subject. However, it can also be used to suppress an ongoing pivotal matter. This paper discusses how a significant economic crisis was covered by triggering a current trending topic. A case study on politics in India has been studied over the past two months. The analysis shows how the issue on inflation was attacked by the exercise of a new constitutional law over media. Hashtags used to discuss the topics were scrutinized, and we notice a steep ascend of the more recent topic and an eventual drop in discussions over the previous issue on inflation. Balancing the influence of hashtags on social media can be employed. Still, it can be equally challenging since some hashtags that represent the need of the hour topics should be given more importance, and evaluating such issues can be hard.

In the influence maximization (IM) problem, we are given a social network and a budget , and we look for a set of nodes in the network, called seeds, that maximize the expected number of nodes that are reached by an influence cascade generated by the seeds, according to some stochastic model for influence diffusion. Extensive studies have been done on the IM problem, since his definition by Kempe, Kleinberg, and Tardos (2003). However, most of the work focuses on the nonadaptive version of the problem where all the seed nodes must be selected before that the cascade starts. In this paper we study the adaptive IM, where the nodes are selected sequentially one by one, and the decision on the th seed can be based on the observed cascade produced by the first − 1 seeds. We focus on the full-adoption feedback in which we can observe the entire cascade of each previously selected seed and on the independent cascade model where each edge is associated with an independent probability of diffusing influence. Previous works showed that there are constant upper bounds on the adaptivity gap, which compares the performance of an adaptive algorithm against a non-adaptive one, but the analyses used to prove these bounds only works for specific graph classes such as in-arborescences, out-arborescences, and one-directional bipartite graphs. Our main result is the first sub-linear upper bound that holds for any graph. Specifically, we show that the adaptivity gap is upper-bounded by 1/3 , where is the number of nodes in the graph. Moreover we improve over the known upper bound for in-arborescences from 2 −1 ≈ 3.16 to 2 2 2 −1 ≈ 2.31. Finally, we study-bounded graphs, a class of undirected graphs in which the sum of node degrees higher than two is at most , and show that the adaptivity gap is upper-bounded by √ + (1). Moreover, we show that in 0-bounded graphs, i.e. undirected graphs in which each connected component is a path or a cycle, the adaptivity gap is at most 3 3 3 −1 ≈ 3.16. To prove our bounds, we introduce new techniques to relate adaptive policies with non-adaptive ones that might be of their own interest.

In the adaptive influence maximization problem, we are given a social network and a budget k, and we iteratively select k nodes, called seeds, in order to maximize the expected number of nodes that are reached by an influence cascade that they generate according to a stochastic model for influence diffusion. The decision on the next seed to select is based on the observed cascade of previously selected seeds. We focus on the myopic feedback model, in which we can only observe which neighbors of previously selected seeds have been influenced and on the independent cascade model, where each edge is associated with an independent probability of diffusing influence. While adaptive policies are strictly stronger than non-adaptive ones, in which all the seeds are selected beforehand, the latter are much easier to design and implement and they provide good approximation factors if the adaptivity gap, the ratio between the adaptive and the non-adaptive optima, is small. Previous works showed that the adaptivity gap is at most 4, and that simple adaptive or non-adaptive greedy algorithms guarantee an approximation of 1 4 1 − 1 √ e ≈ 0.393.
