Since the 2000s, the French State, following the lead of violence against women (VAW) at the inte... more Since the 2000s, the French State, following the lead of violence against women (VAW) at the international level, has promoted a cross-sectoral approach to VAW policy, which consists of including not only feminist organizations, but also other actors (police, justice, health sector, etc.). In this context, in-service training programs, which aim to spread knowledge about VAW and create a “common culture” between the numerous new actors, have become a central tool of this policy. The comparison between two regions—Île-de-France and Provence Alpes Côte d’Azur—shows that even though feminist organizations remain the main actors in charge of the implementation of the training strategy, some discrete evolutions in the framing of VAW are nonetheless taking place; although training sessions are not gender neutral and use feminist knowledge, their primary aim is to change professional habits without tackling gender inequalities.

Depuis le mouvement de libération des femmes des années 1970, des groupes féministes se sont cons... more Depuis le mouvement de libération des femmes des années 1970, des groupes féministes se sont constitués pour accompagner et héberger les femmes victimes et leurs enfants en France et aux États-Unis. À partir d’une enquête sociohistorique et ethnographique menée dans des associations de lutte contre les violences conjugales situées dans le comté de Los Angeles et en Île-de-France, cet article propose de saisir la façon dont professionnalisation et politisation des émotions s’imbriquent dans la constitution du territoire professionnel d’organisations héritières des mouvements féministes. Dans les deux cas de l’enquête, en France et aux États-Unis, les émotions développées par les militantes et les professionnelles sont relativement similaires. La transformation du répertoire d’action, que traduit l’instauration des régimes professionnels de la cause des violences conjugales, s’accompagne du passage de l’expression de la colère à celle de la compassion. Toutefois, ces émotions sont pensées et travaillées à partir de conceptions différentes en fonction des contextes locaux. La comparaison entre deux espaces militants éclaire les rouages de la production de la compassion dans des associations militantes.

Régulièrement, l’interdiction du hijab dans l’enseignement supérieur fait l’objet de débats publi... more Régulièrement, l’interdiction du hijab dans l’enseignement supérieur fait l’objet de débats publics. Pourtant, les étudiantes, en tant qu’usagères adultes, ont le droit de le porter. Si l’enseignement supérieur constitue donc un espace « ouvert » pour les femmes portant un hijab, il n’en est pas pour autant protégé des stigmatisations et discriminations. Cet article propose de saisir les logiques de minorisation et d’altérisation à l’œuvre dans l’enseignement supérieur et certains des effets sociaux qu’elles ont sur les femmes ciblées. Le parcours de ces femmes est structuré non seulement par les micro-agressions et la violence symbolique exercées par les majoritaires, mais aussi par l’anticipation des éventuelles formes de stigmatisation et de discrimination. Ainsi, ces femmes ajustent leur comportement et leur trajectoire universitaire pour subir cette stigmatisation le moins possible.
Cet article se fonde sur une trentaine d’entretiens menés avec des étudiantes ayant entre 20 et 30 ans, vivant à Marseille et inscrites dans des formations du supérieur, universitaire ou de travail social. Il s’agit de comprendre : 1) le rapport spécifique que ces femmes entretiennent avec l’enseignement supérieur ; 2) les formes de violences symboliques et de micro-agressions auxquelles elles font face au cours de leur formation ; et 3) en quoi les femmes portant un hijab courent toujours le risque d’être exclues de leurs espaces de formation.

Par ce hashtag transformé en slogan, l’expérience que les femmes font de la violence a été largement diffusée sur les réseaux sociaux, impulsant également des manifestations et des actions de rue d’une ampleur sans précédent. Au-delà de ces mobilisations récentes, la légitimité renouvelée de la lutte contre les violences s’enracine dans une histoire plus longue de revendications féministes et de recherches de sciences sociales.

Historiquement, et dans les politiques publiques internationales, la question des violences conju... more Historiquement, et dans les politiques publiques internationales, la question des violences conjugales est entendue comme l’un des produits et l’un des leviers des rapports de genre et des inégalités entre femmes et hommes. Or, avec l’institutionnalisation du problème public, ce mode de formulation est l’objet de luttes définitionnelles entre les acteurs de l’action publique contre les violences. Cet article propose d’étudier les évolutions de la compréhension de la violence conjugale par le secteur médical et de la santé. En comparant deux cantons de la Suisse romande, Genève et Vaud, cet article traite de la construction des catégories de l’action publique et propose d’analyser comment des professionnel le s de la santé de chaque canton ont pu façonner, voire transformer, la définition de la violence conjugale.

À partir d’une enquête ethnographique et socio-historique comparant les associations de lutte con... more À partir d’une enquête ethnographique et socio-historique comparant les associations de lutte contre la violence conjugale en France et aux États-Unis, cet article propose de revenir sur une expérience de recueil de données asymétrique et la façon dont cette asymétrie a renforcé la dimension heuristique du dispositif d’enquête. Alors que l’enquête en France avait permis d’observer le travail quotidien des actrices des associations hébergeant les femmes victimes, l’accès direct aux pratiques des actrices aux États-Unis a très vite été rendu impossible par les enquêtées elles-mêmes. Pourtant, cet obstacle a éclairé les processus différenciés d’institutionnalisation du problème public ainsi que les termes et les ressorts de la comparaison.

Les six contributions de ce dossier analysent les processus d'internationalisation des mobilisati... more Les six contributions de ce dossier analysent les processus d'internationalisation des mobilisations liées à la sexualité en Europe et en Amérique du Nord, d'une part, en Afrique, d’autre part. La variété de ces contextes géographiques et culturels permet de saisir les luttes qui se développent autour du phénomène de globalisation de la sexualité et qui se manifestent notamment par le déploiement de politiques publiques et d’actions militantes depuis les pays du Nord vers les pays du Sud.
Pauline Delage s’intéresse aux échanges militants entre les États-Unis et la France à travers l’histoire de la lutte contre le viol dans ces deux pays. Lucile Ruault propose une ethnographie historique de la diffusion des pratiques de self-help (prise en main autonome de leur santé par les femmes) entre les États-Unis et la France. Phillip M. Ayoub et David Paternotte, quant à eux, analysent le cas de la branche européenne de l’International Lesbian and Gay Association (ILGA) et la manière dont elle a interagi avec les institutions et les valeurs défendues par l’Union européenne pour promouvoir la cause LGBT. Sur le terrain africain, Lucille Gallardo regarde la dimension transnationale des actions de plaidoyer du réseau francoafricain Africagay contre le sida. À partir du cas du protocole additionnel à la Charte africaine des droits de l’homme et des peuples relatif aux droits des femmes adopté à Maputo en 2003 et interdisant les mutilations génitales féminines, Lison Guignard montre le rôle d’un réseau de plaidoyer transnational dans la diffusion de cette nouvelle norme juridique en Afrique. Enfin, Aymon Kreil analyse la construction de la notion de « harcèlement sexuel » dans le débat public égyptien.

Ce débat a été l’occasion d’interroger les fondements de ce consensus, qui, en creux, reflète les contours de la formulation du problème public des violences faites aux femmes, et en particulier de celui de la violence conjugale, aux États-Unis. Retracer l’histoire du problème public souligne alors les questions politiques qu’il continue de soulever dans les mondes universitaire et associatif. En effet, les politiques publiques de lutte contre les violences conjugales font toujours l’objet de « luttes définitionnelles » qui mettent en avant la manière de penser l’influence du genre et des rapports sociaux dans la sphère intime.

Phénomène tabou jusque dans les années 1970, le problème des violences sexuelles a commencé à a... more Phénomène tabou jusque dans les années 1970, le problème des violences sexuelles a commencé à apparaître dans l'espace social grâce à la construction d'un cadre de compréhension féministe reliant dimensions personnelles et politiques, violences privées et dynamiques de genre. Multiples, les mouvements de dénonciation des violences se sont transformés, les approches politiques et les modes d'action ayant par exemple été renouvelées dans les années 1990. A Cape Cod, des étudiantes décident de lancer une campagne de dénonciation des violences en exposant des tee-shirts censés symboliser des survivors (survivantes de violences), dans une performance intitulée The Clothesline Project, qui se diffuse ensuite dans le reste des Etats-Unis. En analysant cette action, cet article propose de penser ce que cette performance révèle des évolutions du féminisme. Si The Clothesline Project vise à faire prendre conscience des violences sexuelles, les femmes ne sont pas le sujet principal des revendications, et les racines du problème n’apparaissent pas. Cette action atteste des reconfigurations des politiques de la représentation dans le féminisme contemporain.

En s’appuyant sur une enquête menée en France et aux États-Unis sur les évolutions de la lutte co... more En s’appuyant sur une enquête menée en France et aux États-Unis sur les évolutions de la lutte contre la violence conjugale, cet article montre comment des idées et des pratiques permettant de comprendre le phénomène de la violence conjugale sont diffusées, transformées et parfois rejetées dans les associations héritières du féminisme des années 1970. Cet héritage féministe prend des formes distinctes en France et aux États-Unis. Il est d’abord façonné par l’ancrage des associations dans le secteur du travail social en France, et dans celui de la santé mentale aux États-Unis. En outre, le rapport au mouvement féministe diffère en fonction des contextes institutionnels et politiques, nationaux et locaux. Si l’identité féministe est « évitée » aux États-Unis, elle est plus clairement mise en avant en France. Toutefois, de part et d’autre de l’Atlantique, la question des hommes demeure un point de clivage dans les associations.

À partir de la fin des années 1970, les associations féministes qui prennent en charge le problèm... more À partir de la fin des années 1970, les associations féministes qui prennent en charge le problème de la violence conjugale se sont insérées dans le secteur social, avec plus ou moins de succès, et ont bénéficié de financements venant de l’État. Dans une période de reconfigurations de l’État social, qui affectent notamment les modes d’attribution des budgets publics, celui-ci perd en légitimité symbolique et voit ses fonctions se modifier. Quels sont les effets de ces mutations sur la prise en charge, étatique et associative, du problème de la violence conjugale ? La comparaison entre la France et les États-Unis met en lumière un paradoxe concernant l’évolution de la cause dans ces deux contextes institutionnels et politiques. Alors que l’État social est moins fort aux États-Unis qu’en France, la légitimité de la cause dans l’espace social permet de créer des droits spécifiques aux femmes victimes et d’instaurer notamment un régime d’exception les prémunissant des contraintes du workfare. Parallèlement, en France, les organisations féministes œuvrent toujours à la pleine reconnaissance de ce problème public et semblent davantage menacées par les réductions budgétaires. En s’appuyant sur une enquête ethnographique menée principalement dans le comté de Los Angeles et en région parisienne, cet article propose de retracer les trajectoires de la cause de la violence conjugale prisme des transformations provoquées par les mutations de l’État social.

À l’heure où une nouvelle vague féministe envahit la planète, ces 23 récits rendent compte d’une dynamique sans précédent, ni uniforme, ni linéaire, mais d’une ampleur inédite. Bien qu’hétérogènes, les revendications contre le sexisme sont connectées à d’autres mouvements sociaux, écologiques ou contre le racisme. Comment ce problème est-il aujourd’hui traité dans différents cantons ? En se penchant sur les cas genevois, vaudois et zurichois, cet ouvrage montre comment la question a pu évoluer depuis les années 1970 : d’abord pensée en termes de violences conjugales ou de violences faites aux femmes, des termes et des politiques publiques portés par les associations, elle est aujourd’hui envisagée comme des « violences domestiques », une expression qui sous-tend un flou dans la manière de comprendre le rapport entre la violence et les inégalités sexuées. Sans occulter les particularités cantonales, l’ouvrage analyse la lutte contre ces violences, au fil de l’investissement d’acteurs et d’actrices issu·e·s des mondes militants ou institutionnels, mais aussi de la police ou de la santé.

Les droits des femmes font toujours l’objet d’attaques de la part de groupes ou d’individus qui résistent au mouvement vers l’égalité. Et un nouveau danger, plus insidieux, plane : la façon dont ces droits sont traités et défendus institutionnellement tend à les isoler d’autres questions sociales et politiques.
Ce livre propose un retour critique sur les acquis de ces quarante dernières années, en soulignant les résistances à l’antisexisme, mais aussi les limites que le contexte néolibéral impose à la défense des droits des femmes.
Pour construire une société, il importe en effet de repenser les droits des femmes pour qu’ils bénéficient aussi, et surtout, à celles qui subissent les inégalités sociales et le racisme.
À travers la question des violences conjugales et en comparant des cas français et américain, à Paris et à Los Angeles, Pauline Delage analyse avec acuité quelles sont, de part et d’autre de l’Atlantique, les formes légitimes de l’intervention publique dans le domaine de l’intime et des inégalités sexuées.
Il met donc délibérément en lumière la diversité des positionnements, alors même que le combat féministe d'aujourd'hui se déroule dans un contexte marqué par les régressions et le conservatisme politique.
Le choix des textes ici rassemblés s'inscrit dans une démarche matérialiste, en opposition radicale avec les approches essentialistes. Le livre donne ainsi une large place à des entretiens avec des chercheuses et des militantes qui, en France et à l'étranger, ont pris part aux controverses récentes et ont questionné certaines approches du féminisme.
Les propos tenus ici remettent en cause l'ordre de genre inégalitaire et soulignent à quel point les projets de transformation sociale doivent se penser dans l'articulation des combats contre les oppressions, de classe, de race, de genre et de sexualité.
accusations pour harcèlement sexuel, agressions sexuelles et viols, dont fait l’objet Harvey Weinstein, producteur de cinéma états-unien renommé et influent. Au fil des semaines, près de cent femmes révèlent avoir subi des violences sexuelles, perpétrées par le magnat de l’industrie hollywoodienne. À la suite de ces révélations en chaîne, l’actrice Alyssa Milano réemploie le hashtag #MeToo, lancé dix ans plus tôt par la féministe new-yorkaise Tarana Burke. S’ensuit un phénomène mondial, lors duquel #MeToo (#MoiAussi, ou encore #BalanceTonPorc dans sa déclinaison française), est repris individuellement par des femmes internautes sur une diversité de supports virtuels. Les réseaux sociaux tels que Twitter et Facebook, mais aussi des sites Internet dédiés, deviennent un espace d’écriture et de parole pour les femmes, au sujet des violences sexuelles masculines et sexistes dont elles ont été victimes et qu’elles continuent de subir.
Depuis lors, la force de l’événement ne s’est pas démentie. Ce dernier est à la fois le
lieu d’une reformulation et d’une intensification de luttes féministes préalablement en cours contre les violences sexistes. Par ses supports techniques, et son « effet viral », il apparaît comme une amplification géographique, transgénérationnelle voire transculturelle de la disqualification morale de ces violences. Deux ans après l’éclatement de l’affaire et ses échos à l’échelle mondiale, nombre d’observatrices et d’observateurs vont jusqu’à estimer que #MeToo constitue un événement-rupture pour l’histoire des femmes. D’autres resituent cette prise de parole dans l’histoire longue du féminisme et dans les combats contre les violences sexistes.
Les journées d’étude, qui se tiendront à la fin de l’année 2019, sont organisées à l’initiative d’une nouvelle génération de chercheuses françaises sur les violences de genre constituées en « labo junior – Cité du genre », de l’Université Sorbonne Paris Cité.
