La relación entre cambio tecnológico e inclusión social ha vuelto a convertirse en tema tanto de ... more La relación entre cambio tecnológico e inclusión social ha vuelto a convertirse en tema tanto de debate académico como objeto de políticas públicas de desarrollo. Diversos organismos internacionales como el Banco Interamericano de Desarrollo, el Banco Mundial y el Programa de las Naciones Unidas para el Desarrollo han comenzado a promover diferentes líneas de tratamiento para abordar problemáticas sociales y ambientales a través de políticas de ciencia y tecnología. En el plano regional, numerosas instituciones de I+D en países de Latinoamérica han sido centrales en la generación de nuevas agendas de investigación e intervención sobre la temática. A pesar de décadas de crecimiento económico, social y, en particular de desarrollo científico tecnológico, gran parte de la población mundial vive actualmente sin acceso a los beneficios de la modernidad -empleo formal, energía, educación, salud, comunicación- lo que constituye un problema estructural crónico entre los segmentos sociales más desfavorecidos. Pese al crecimiento, la distribución progresiva del ingreso y una mayor representatividad popular experimentada en los años recientes en la región, aún se mantienen elevados índices de empleo informal, déficit alimentario, problemas sanitarios y barreras estructurales de acceso democrático a bienes y servicios. Esta problemática se acentúa en algunas economías regionales, alejadas de los grandes centros urbanos. El deterioro ambiental y el agotamiento de recursos naturales agravan esta problemática –tanto en el plano global como regional- a mediano y largo plazo. El patrón de crecimiento actual es insostenible y demanda una revisión del concepto de desarrollo, tal como fue entendido a comienzos del siglo XX. La satisfacción de las necesidades estructurales a partir de la simple expansión de la actual matriz tecnológica de producción y distribución de bienes y servicios es inviable. A su vez, la aplicación de soluciones neo-malthusianas de restricción a la industrialización de los países periféricos es democráticamente inadmisible. El desarrollo de tecnologías intensivas en conocimientos –industrias de bienes durables, salud, educación, hábitat, energía y tecnologías de información y comunicación en particular- puede jugar un papel preponderante en la construcción de soluciones no sólo para quienes sufren los problemas de pobreza, exclusión social y sustentabilidad ambiental del desarrollo, sino para el conjunto de la población latinoamericana y mundial. ¿Cómo se conforman las dinámicas de cambio tecnológico e innovación y producción en industria, salud, educación, energía y TICs para la inclusión social y el desarrollo sustentable? ¿Qué condiciones son necesarias para pasar de la construcción de prototipos a la construcción de soluciones a mayor escala sostenibles en el tiempo? ¿Cómo construir la sustentabilidad económica y social de tecnologías inclusivas? Entender y asumir el carácter estratégico de las políticas tecnológicas, así como la centralidad de la dimensión política de la tecnología es fundamental para analizar y orientar los problemas de desarrollo inclusivo. Los abordajes disciplinares han considerado que la política pública define la toma de decisiones de manera regular, a través la interacción entre los grupos de interés: individuos, agencias burocráticas y gobierno (Freeman, 1965), por lo que éste era concebido como un triángulo de hierro. El análisis de las políticas públicas representaba entonces tres dificultades fundamentales: a) muchas veces los mismos actores jugaban distintos roles, b) se asumía que los actores tenían la capacidad de convertirse en entidades autónomas de manera estable, y finalmente, c) se consideraba al triángulo como un sistema cerrado que controlaba las decisiones en torno a la política y sus distintos programas. Esta visión proponía una mirada mecánica y lineal para el diseño de política, dejando de lado otros elementos centrales para analizar e intervenir en procesos de cambio. Hugh Heclo (1978), recoge la importancia de las expectativas sociales y de la sociedad civil en la política pública y de la capacidad de organizarse alrededor de temas de interés local y reemplaza el triángulo de hierro por las redes abiertas a los ciudadanos organizados con capacidad de incidir cada vez más en el gobierno. La base de estas redes es el conocimiento compartido entre los participantes y en algunos casos el entendimiento de la política pública; los participantes de la red y sus expertos no son necesariamente los científicos o los políticos, sino los “activistas políticos” -aquellos actores capaces de proveer e inscribir conocimiento en la red. Con esta apertura de redes, la toma de decisiones deja de ser un proceso simple y pasa a convertirse en un proceso complejo, con múltiples interacciones y diversos actores. El enfoque de redes de política reconoce las conexiones dinámicas, lo que permite considerar los sistemas sociales, el poder político y la formulación de políticas públicas (Knoke, 1993). Un acercamiento no lineal a la política contempla entonces actores, acciones, relaciones y eventos. El límite de estos estudios de redes radica en que sólo reconoce a los actores que participan directamente en la formulación e implementación de la política. Sin embargo hay actores que afectan el sistema aun cuando no participan directamente de estos procesos. El reto radica en estudiar estos actores, su agencia e incluso la agencia y la política que tienen los artefactos, que también son actores en el sistema. Pero en años recientes, una nueva dimensión se ha agregado a estos análisis: aquélla que da cuenta de la agencia de los artefactos y sistemas. La agencia de las tecnologías. Así, los sujetos implicados en estos procesos decisorios no se restringen a los humanos. Los artefactos y sistemas se asocian a los actores sociales en dinámicas y trayectorias socio-técnicas. Los propios actores sociales devienen ahora “socio-técnicos”. Las políticas resultan así tan tecnológicas como los artefactos devienen políticos. Todas las tecnologías son políticas. En este libro se analizan diferentes elementos socio-técnicos (estilos, dinámicas, trayectorias y alianzas) fundamentales del diseño, gestión, implementación y evaluación de políticas públicas de ciencia, tecnología, innovación y producción, directamente asociadas a procesos de inclusión y desarrollo. Los seis casos aquí analizados recogen, en diferentes países, niveles y escalas, importantes aprendizajes en la resolución de problemas a través de conocimiento localmente generado. Los capítulos de este libro se han organizado alrededor de tres ejes: procesos de innovación y su relación con el conocimiento; cambio social y tecnológico y su articulación con las políticas públicas; y políticas tecnológicas y sus repercusiones artefactuales y sociales en términos de salud, educación y energíaía renovable.

En términos estilizados, la teoría económica sobre cambio tecnológico e innovación ha asociado i) a la innovación como resultado de la competencia dinámica entre empresas maximizadoras de lucro; ii) que esa competencia, generadora de nuevas mercancías y nuevas técnicas de producción, se traduce necesariamente en mayores tasas de crecimiento económico; y ii) debido a que (por definición) los loci de la innovación son las empresas
¿Es posible configurar modelos más participativos en el diseño y construcción del hábitat? ¿Exist... more ¿Es posible configurar modelos más participativos en el diseño y construcción del hábitat? ¿Existen experiencias de diseño e implementación de tecnologías alternativas a la propuesta estatal? ¿Qué recomendaciones de política pública pueden formularse para promover una innovación más inclusiva y participativa en el campo del hábitat popular? Para responder a estas preguntas y proponer nuevas alternativas de política pública sobre el hábitat popular, este trabajo sigue cuatro objetivos. El primero es analizar información estadística sobre el déficit habitacional y las políticas públicas a partir de los modelos de la intervención del Estado en el área. El segundo es describir y analizar las principales instituciones y experiencias que diseñen e implementan tecnologías que permitan configurar un modelo de intervención que promueva el desarrollo con inclusión social en el campo del hábitat. El tercer objetivo es analizar un caso seleccionado, que presenta una propuesta alternativa en la construcción de hábitat. El cuarto objetivo, como corolario de los anteriores, es formular algunas recomendaciones de política pública orientadas a mejorar la intervención del Estado en el campo del hábitat popular a través de estrategias que promuevan modelos sistémicos y más participativos.
A comienzos de la década de 1950, una empresa argentina protagonizó la primera experiencia de pro... more A comienzos de la década de 1950, una empresa argentina protagonizó la primera experiencia de producción de automóviles en serie a partir de diseños propios en América Latina. A diferencia de lo ocurrido en los casos europeo y estadounidense, el proyecto no fue realizado por una empresa privada especializada, sino que fue producto del trabajo de ingenieros y técnicos aeronáuticos en una fábrica de aviones del Estado. Ese acontecimiento marcó el inicio de una fase de mayor complejidad en el proceso nacional de industrialización por sustitución de importaciones y afirmó el rol del Estado como conductor del desarrollo tecno-productivo. El diseño y la fabricación de automotores en la Argentina no siguió los pasos tradicionalmente asociados a los procesos de industrialización capitalista en los países desarrollados, caracterizados por la acción de empresarios emprendedores que luego fundaron grandes corporaciones. Por el contrario, el proceso estuvo asociado a la agencia del Estado a través de la creación de una empresa pública. Tampoco se ajustó a las condiciones usuales en la industria automotriz, siguiendo una trayectoria de acumulación sectorial, sino que se generó a partir de conocimientos, equipos y trabajadores de otro sector, el aeronáutico. Esta empresa pública (que acompañó todo el proceso de sustitución de importaciones), no constituyó un proyecto aislado, sino que fue parte de un plan estratégico para crear un nuevo sector tecno-productivo. ¿Qué motivos alentaron al Estado a realizar ese proyecto? ¿Qué estrategias desplegó la empresa para implementarlo? ¿Cómo se vinculó con el sector privado y los usuarios? ¿Qué resultados alcanzó? Responder a estos interrogantes requiere un análisis de la trayectoria de la empresa y los vehículos diseñados y producidos en ella, así como del proceso de industrialización y cambio tecnológico del que formó parte. Para responder estas preguntas no es suficiente explicar sólo cuestiones económicas, o políticas o tecnológicas, o sociales. Es necesario realizar un análisis integrado. Este libro propone una triangulación de conceptos teóricos de la economía política y el enfoque constructivista de la tecnología. La propuesta apunta a disolver los abordajes disciplinares y la distinción micro-macro, para resaltar la relación entre el desarrollo económico, el cambio tecnológico y las transformaciones sociales del proceso, identificando patrones de interacción de sistemas productivos, tecnologías, instituciones, políticas, racionalidades y formas de constitución ideológica de los actores. Ello posibilita el análisis de un conjunto complejo de relaciones tecno-económicas y socio-políticas.

Abstract In early 1952, the Argentine government created the state company Industrias Mecánicas del Estado, to promote the creation of an integrated automotive locally. State intervention allowed the path of industrialization through a redistributive and protectionist accumulation model. During the military dictatorship (1976-1983), that path was retraced following the idea of "liberation" of the action of economic agents, which displaced the State of its role of planner and mediator of the society´s interests. This article discusses how and why the military government interrupted the endogenous pulse argentine industrialization. The analysis of the last phase of the socio-technical trajectory of IME, original and paradigmatic, helps explain stylishly some elements of the economic policy rules the tecno-productive process of destruction in Argentina's history.

El acceso a un hábitat que permita el desarrollo pleno y justo, en condiciones dignas de la vida ... more El acceso a un hábitat que permita el desarrollo pleno y justo, en condiciones dignas de la vida en sociedad, continúa siendo en el siglo XXI un problema de relevancia en América Latina. El derecho al hábitat es universal, y por lo tanto una responsabilidad social que debe garantizar el Estado. Por ello, desde comienzos del siglo XX, la construcción de viviendas de interés social en la región está asociada a políticas públicas de financiamiento, promoción, ejecución y administración de programas especiales. Desde 2006, el Estado Argentino incrementó significativamente la inversión en los programas de construcción de viviendas sociales, prácticamente suspendidos luego de la crisis de 2002. Sin embargo, las principales líneas de intervención para atender la problemática habitacional en el país continuaron desarrollando un estilo tecno-productivo centralizado, lineal, uniforme y cerrado de abastecimiento de viviendas llave en mano. El estilo tecno-productivo lineal favoreció la construcción de una caja negra en torno al diseño, construcción y financiamiento de las soluciones habitacionales, que terminó imponiendo procesos y productos que no cumplen todos los objetivos de acceso al hábitat en condiciones de igualdad. Uno de los mayores problemas que presenta la política actual de acceso al hábitat es su sesgo hacia el diseño e implementación de programas de vivienda a gran escala, con escasas o nulas oportunidades de considerar el entorno ecológico y regional, la innovación y la participación de los usuarios. El déficit habitacional en Argentina es un problema complejo que excede los límites de este trabajo, en el que se presentan, describen y analizan un conjunto de modelos de intervención alternativos al modelo estatal, asociados a la promoción de tecnologías para la inclusión social.Fil: Picabea, Juan Facundo. Its goal was promoting the diversification of the techno-productive structure in favor of industrial development. In this scene, Astilleros y Fabricas Navales del Estado (AFNE), a public company starred a successful experience of production of military and merchant ships in a peripheral country. The experience of AFNE involved process of learnings that favored the generation of knowledge and endogenous techno-productive capacities at company, sectoral and political levels. The analysis of the artifact, ARA Libertad, made it possible to observe at the micro level the negotiations of meaning and strategies of action of the intervening social groups, linked to the macro level of the accumulation model.

Unlike the European or U.S. cases, the project was not carried out by a specialized private company, but was the result of the work of aeronautical engineers and technicians in an aircraft state factory. That event was the beginning of a greater complexity phase in the process of national industrialization by import substitution, and fastened the state's role as driver of technoproductive development. For the design and production of power units, the State filed a socio-technical alliance to implement policies that articulated the existing infrastructure of a public company, the accumulated knowledge of engineers and technicians, public funds, and training for auto parts suppliers. Recent analyses on some of these trends reveal the existence of linear and deterministic assumptions in the various models used to address the issue. From the analytical dimension to the regulatory, this work puts forward an inclusive and participatory development model. Su participación como interventor, relacionado con la planificación y el control de la economía, se advierte en la promulgación de políticas específicas de promoción industrial. Este artículo analiza los regímenes de 1944 y 1958, plasmados en el Decreto 14.630/44, ratificado como Ley de Industrias de Interés Nacional número 13.892, y la Ley 14.781 Régimen para el Desarrollo Industrial, respectivamente. Asimismo, se analiza la forma en que cada regulación configuró un modelo de cambio tecno-productivo y por lo tanto un tipo de industria; también, analiza comparativamente los modelos de intervención estatal en una rama central del modelo de acumulación de industrialización por sustitución de importaciones y los fundamentos ideológicos que los orientaron.

Con esta apertura de redes, la toma de decisiones deja de ser un proceso simple y pasa a convertirse en un proceso complejo, con múltiples interacciones y diversos actores. El enfoque de redes de política reconoce las conexiones dinámicas, lo que permite considerar los sistemas sociales, el poder político y la formulación de políticas públicas (Knoke, 1993). Un acercamiento no lineal a la política contempla entonces actores, acciones, relaciones y eventos. El límite de estos estudios de redes radica en que sólo reconoce a los actores que participan directamente en la formulación e implementación de la política. Sin embargo hay actores que afectan el sistema aun cuando no participan directamente de estos procesos. El reto radica en estudiar estos actores, su agencia e incluso la agencia y la política que tienen los artefactos, que también son actores en el sistema. Pero en años recientes, una nueva dimensión se ha agregado a estos análisis: aquélla que da cuenta de la agencia de los artefactos y sistemas. La agencia de las tecnologías. Así, los sujetos implicados en estos procesos decisorios no se restringen a los humanos. Los artefactos y sistemas se asocian a los actores sociales en dinámicas y trayectorias socio-técnicas. Los propios actores sociales devienen ahora “socio-técnicos”. Las políticas resultan así tan tecnológicas como los artefactos devienen políticos. Todas las tecnologías son políticas. En este libro se analizan diferentes elementos socio-técnicos (estilos, dinámicas, trayectorias y alianzas) fundamentales del diseño, gestión, implementación y evaluación de políticas públicas de ciencia, tecnología, innovación y producción, directamente asociadas a procesos de inclusión y desarrollo. Los seis casos aquí analizados recogen, en diferentes países, niveles y escalas, importantes aprendizajes en la resolución de problemas a través de conocimiento localmente generado. Los capítulos de este libro se han organizado alrededor de tres ejes: procesos de innovación y su relación con el conocimiento; cambio social y tecnológico y su articulación con las políticas públicas; y políticas tecnológicas y sus repercusiones artefactuales y sociales en términos de salud, educación y energíaía renovable.

En términos estilizados, la teoría económica sobre cambio tecnológico e innovación ha asociado i) a la innovación como resultado de la competencia dinámica entre empresas maximizadoras de lucro; ii) que esa competencia, generadora de nuevas mercancías y nuevas técnicas de producción, se traduce necesariamente en mayores tasas de crecimiento económico; y ii) debido a que (por definición) los loci de la innovación son las empresas
¿Es posible configurar modelos más participativos en el diseño y construcción del hábitat? ¿Exist... more ¿Es posible configurar modelos más participativos en el diseño y construcción del hábitat? ¿Existen experiencias de diseño e implementación de tecnologías alternativas a la propuesta estatal? ¿Qué recomendaciones de política pública pueden formularse para promover una innovación más inclusiva y participativa en el campo del hábitat popular? Para responder a estas preguntas y proponer nuevas alternativas de política pública sobre el hábitat popular, este trabajo sigue cuatro objetivos. El primero es analizar información estadística sobre el déficit habitacional y las políticas públicas a partir de los modelos de la intervención del Estado en el área. El segundo es describir y analizar las principales instituciones y experiencias que diseñen e implementan tecnologías que permitan configurar un modelo de intervención que promueva el desarrollo con inclusión social en el campo del hábitat. El tercer objetivo es analizar un caso seleccionado, que presenta una propuesta alternativa en la construcción de hábitat. El cuarto objetivo, como corolario de los anteriores, es formular algunas recomendaciones de política pública orientadas a mejorar la intervención del Estado en el campo del hábitat popular a través de estrategias que promuevan modelos sistémicos y más participativos.

A diferencia de lo ocurrido en los casos europeo y estadounidense, el proyecto no fue realizado por una empresa privada especializada, sino que fue producto del trabajo de ingenieros y técnicos aeronáuticos en una fábrica de aviones del Estado. Ese acontecimiento marcó el inicio de una fase de mayor complejidad en el proceso nacional de industrialización por sustitución de importaciones y afirmó el rol del Estado como conductor del desarrollo tecno-productivo. El diseño y la fabricación de automotores en la Argentina no siguió los pasos tradicionalmente asociados a los procesos de industrialización capitalista en los países desarrollados, caracterizados por la acción de empresarios emprendedores que luego fundaron grandes corporaciones. Por el contrario, el proceso estuvo asociado a la agencia del Estado a través de la creación de una empresa pública. Tampoco se ajustó a las condiciones usuales en la industria automotriz, siguiendo una trayectoria de acumulación sectorial, sino que se generó a partir de conocimientos, equipos y trabajadores de otro sector, el aeronáutico. Esta empresa pública (que acompañó todo el proceso de sustitución de importaciones), no constituyó un proyecto aislado, sino que fue parte de un plan estratégico para crear un nuevo sector tecno-productivo. ¿Qué motivos alentaron al Estado a realizar ese proyecto? ¿Qué estrategias desplegó la empresa para implementarlo? ¿Cómo se vinculó con el sector privado y los usuarios? ¿Qué resultados alcanzó? Responder a estos interrogantes requiere un análisis de la trayectoria de la empresa y los vehículos diseñados y producidos en ella, así como del proceso de industrialización y cambio tecnológico del que formó parte. Para responder estas preguntas no es suficiente explicar sólo cuestiones económicas, o políticas o tecnológicas, o sociales. Es necesario realizar un análisis integrado. Este libro propone una triangulación de conceptos teóricos de la economía política y el enfoque constructivista de la tecnología. La propuesta apunta a disolver los abordajes disciplinares y la distinción micro-macro, para resaltar la relación entre el desarrollo económico, el cambio tecnológico y las transformaciones sociales del proceso, identificando patrones de interacción de sistemas productivos, tecnologías, instituciones, políticas, racionalidades y formas de constitución ideológica de los actores. Ello posibilita el análisis de un conjunto complejo de relaciones tecno-económicas y socio-políticas.

Abstract In early 1952, the Argentine government created the state company Industrias Mecánicas del Estado, to promote the creation of an integrated automotive locally. State intervention allowed the path of industrialization through a redistributive and protectionist accumulation model. During the military dictatorship (1976-1983), that path was retraced following the idea of "liberation" of the action of economic agents, which displaced the State of its role of planner and mediator of the society´s interests. This article discusses how and why the military government interrupted the endogenous pulse argentine industrialization. The analysis of the last phase of the socio-technical trajectory of IME, original and paradigmatic, helps explain stylishly some elements of the economic policy rules the tecno-productive process of destruction in Argentina's history.

El acceso a un hábitat que permita el desarrollo pleno y justo, en condiciones dignas de la vida ... more El acceso a un hábitat que permita el desarrollo pleno y justo, en condiciones dignas de la vida en sociedad, continúa siendo en el siglo XXI un problema de relevancia en América Latina. El derecho al hábitat es universal, y por lo tanto una responsabilidad social que debe garantizar el Estado. Por ello, desde comienzos del siglo XX, la construcción de viviendas de interés social en la región está asociada a políticas públicas de financiamiento, promoción, ejecución y administración de programas especiales. Desde 2006, el Estado Argentino incrementó significativamente la inversión en los programas de construcción de viviendas sociales, prácticamente suspendidos luego de la crisis de 2002. Sin embargo, las principales líneas de intervención para atender la problemática habitacional en el país continuaron desarrollando un estilo tecno-productivo centralizado, lineal, uniforme y cerrado de abastecimiento de viviendas llave en mano. El estilo tecno-productivo lineal favoreció la construcción de una caja negra en torno al diseño, construcción y financiamiento de las soluciones habitacionales, que terminó imponiendo procesos y productos que no cumplen todos los objetivos de acceso al hábitat en condiciones de igualdad. Uno de los mayores problemas que presenta la política actual de acceso al hábitat es su sesgo hacia el diseño e implementación de programas de vivienda a gran escala, con escasas o nulas oportunidades de considerar el entorno ecológico y regional, la innovación y la participación de los usuarios. The experience of AFNE involved process of learnings that favored the generation of knowledge and endogenous techno-productive capacities at company, sectoral and political levels. Su participación como interventor, relacionado con la planificación y el control de la economía, se advierte en la promulgación de políticas específicas de promoción industrial. Este artículo analiza los regímenes de 1944 y 1958, plasmados en el Decreto 14.630/44, ratificado como Ley de Industrias de Interés Nacional número 13.892, y la Ley 14.781 Régimen para el Desarrollo Industrial, respectivamente. Este estudo visa contribuir para o entendimento do processo de Adequação Sócio-Técnica (AST), car... more Este estudo visa contribuir para o entendimento do processo de Adequação Sócio-Técnica (AST), caracterizado pelo reprojetamento de artefatos tecnológicos e criação de Tecnologia Social em Fábricas Recuperadas (FRs). Em segundo plano, identifica a intensificação da experiência autogestionária em FRs na Argentina e no Brasil, incentivadas pela atuação e/ou omissão das políticas públicas estatais. Para tanto, foi feito um levantamento bibliográfico sobre as políticas públicas nos países estudados e um posterior estudo de caso com base na realização de visitas e entrevistas estruturadas com trabalhadores, técnicos, representantes de movimentos sociais e pesquisadores. Constatou-se que em relação aos fatores analisados as experiências em Fábricas Recuperadas têm maior consolidação e maturidade na Argentina, fato que deve ser entendido como resultado da geração de tecnologias via AST e das políticas públicas para FRs. A pesar de décadas de crecimiento económico, social y, en particular de desarrollo científico tecnológico, gran parte de la población mundial vive actualmente sin acceso a los beneficios de la modernidad -empleo formal, energía, educación, salud, comunicación- lo que constituye un problema estructural crónico entre los segmentos sociales más desfavorecidos. Pese al crecimiento, la distribución progresiva del ingreso y una mayor representatividad popular experimentada en los años recientes en la región, aún se mantienen elevados índices de empleo informal, déficit alimentario, problemas sanitarios y barreras estructurales de acceso democrático a bienes y servicios. Esta problemática se acentúa en algunas economías regionales, alejadas de los grandes centros urbanos.
El deterioro ambiental y el agotamiento de recursos naturales agravan esta problemática –tanto en el plano global como regional- a mediano y largo plazo. El patrón de crecimiento actual es insostenible y demanda una revisión del concepto de desarrollo, tal como fue entendido a comienzos del siglo XX. La satisfacción de las necesidades estructurales a partir de la simple expansión de la actual matriz tecnológica de producción y distribución de bienes y servicios es inviable. A su vez, la aplicación de soluciones neo-malthusianas de restricción a la industrialización de los países periféricos es democráticamente inadmisible.
El desarrollo de tecnologías intensivas en conocimientos –industrias de bienes durables, salud, educación, hábitat, energía y tecnologías de información y comunicación en particular- puede jugar un papel preponderante en la construcción de soluciones no sólo para quienes sufren los problemas de pobreza, exclusión social y sustentabilidad ambiental del desarrollo, sino para el conjunto de la población latinoamericana y mundial.
¿Cómo se conforman las dinámicas de cambio tecnológico e innovación y producción en industria, salud, educación, energía y TICs para la inclusión social y el desarrollo sustentable?
¿Qué condiciones son necesarias para pasar de la construcción de prototipos a la construcción de soluciones a mayor escala sostenibles en el tiempo?
¿Cómo construir la sustentabilidad económica y social de tecnologías inclusivas?
Entender y asumir el carácter estratégico de las políticas tecnológicas, así como la centralidad de la dimensión política de la tecnología es fundamental para analizar y orientar los problemas de desarrollo inclusivo.
Los abordajes disciplinares han considerado que la política pública define la toma de decisiones de manera regular, a través la interacción entre los grupos de interés: individuos, agencias burocráticas y gobierno (Freeman, 1965), por lo que éste era concebido como un triángulo de hierro. El análisis de las políticas públicas representaba entonces tres dificultades fundamentales: a) muchas veces los mismos actores jugaban distintos roles, b) se asumía que los actores tenían la capacidad de convertirse en entidades autónomas de manera estable, y finalmente, c) se consideraba al triángulo como un sistema cerrado que controlaba las decisiones en torno a la política y sus distintos programas. Esta visión proponía una mirada mecánica y lineal para el diseño de política, dejando de lado otros elementos centrales para analizar e intervenir en procesos de cambio.
Hugh Heclo (1978), recoge la importancia de las expectativas sociales y de la sociedad civil en la política pública y de la capacidad de organizarse alrededor de temas de interés local y reemplaza el triángulo de hierro por las redes abiertas a los ciudadanos organizados con capacidad de incidir cada vez más en el gobierno. La base de estas redes es el conocimiento compartido entre los participantes y en algunos casos el entendimiento de la política pública; los participantes de la red y sus expertos no son necesariamente los científicos o los políticos, sino los “activistas políticos” -aquellos actores capaces de proveer e inscribir conocimiento en la red. Para responder a estas preguntas y proponer nuevas alternativas de política pública sobre el hábitat popular, este trabajo sigue cuatro objetivos. El primero es analizar información estadística sobre el déficit habitacional y las políticas públicas a partir de los modelos de la intervención del Estado en el área. El segundo es describir y analizar las principales instituciones y experiencias que diseñen e implementan tecnologías que permitan configurar un modelo de intervención que promueva el desarrollo con inclusión social en el campo del hábitat. El tercer objetivo es analizar un caso seleccionado, que presenta una propuesta alternativa en la construcción de hábitat. El cuarto objetivo, como corolario de los anteriores, es formular algunas recomendaciones de política pública orientadas a mejorar la intervención del Estado en el campo del hábitat popular a través de estrategias que promuevan modelos sistémicos y más participativos.
El diseño y la fabricación de automotores en la Argentina no siguió los pasos tradicionalmente asociados a los procesos de industrialización capitalista en los países desarrollados, caracterizados por la acción de empresarios emprendedores que luego fundaron grandes corporaciones. Por el contrario, el proceso estuvo asociado a la agencia del Estado a través de la creación de una empresa pública. Tampoco se ajustó a las condiciones usuales en la industria automotriz, siguiendo una trayectoria de acumulación sectorial, sino que se generó a partir de conocimientos, equipos y trabajadores de otro sector, el aeronáutico. Esta empresa pública (que acompañó todo el proceso de sustitución de importaciones), no constituyó un proyecto aislado, sino que fue parte de un plan estratégico para crear un nuevo sector tecno-productivo.
¿Qué motivos alentaron al Estado a realizar ese proyecto? ¿Qué estrategias desplegó la empresa para implementarlo? ¿Cómo se vinculó con el sector privado y los usuarios? ¿Qué resultados alcanzó? Responder a estos interrogantes requiere un análisis de la trayectoria de la empresa y los vehículos diseñados y producidos en ella, así como del proceso de industrialización y cambio tecnológico del que formó parte.
Para responder estas preguntas no es suficiente explicar sólo cuestiones económicas, o políticas o tecnológicas, o sociales. Es necesario realizar un análisis integrado. Este libro propone una triangulación de conceptos teóricos de la economía política y el enfoque constructivista de la tecnología. La propuesta apunta a disolver los abordajes disciplinares y la distinción micro-macro, para resaltar la relación entre el desarrollo económico, el cambio tecnológico y las transformaciones sociales del proceso, identificando patrones de interacción de sistemas productivos, tecnologías, instituciones, políticas, racionalidades y formas de constitución ideológica de los actores. Ello posibilita el análisis de un conjunto complejo de relaciones tecno-económicas y socio-políticas.

A pesar de décadas de crecimiento económico, social y, en particular de desarrollo científico tecnológico, gran parte de la población mundial vive actualmente sin acceso a los beneficios de la modernidad -empleo formal, energía, educación, salud, comunicación- lo que constituye un problema estructural crónico entre los segmentos sociales más desfavorecidos. Pese al crecimiento, la distribución progresiva del ingreso y una mayor representatividad popular experimentada en los años recientes en la región, aún se mantienen elevados índices de empleo informal, déficit alimentario, problemas sanitarios y barreras estructurales de acceso democrático a bienes y servicios. Esta problemática se acentúa en algunas economías regionales, alejadas de los grandes centros urbanos.
El deterioro ambiental y el agotamiento de recursos naturales agravan esta problemática –tanto en el plano global como regional- a mediano y largo plazo. El patrón de crecimiento actual es insostenible y demanda una revisión del concepto de desarrollo, tal como fue entendido a comienzos del siglo XX. La satisfacción de las necesidades estructurales a partir de la simple expansión de la actual matriz tecnológica de producción y distribución de bienes y servicios es inviable. A su vez, la aplicación de soluciones neo-malthusianas de restricción a la industrialización de los países periféricos es democráticamente inadmisible.
El desarrollo de tecnologías intensivas en conocimientos –industrias de bienes durables, salud, educación, hábitat, energía y tecnologías de información y comunicación en particular- puede jugar un papel preponderante en la construcción de soluciones no sólo para quienes sufren los problemas de pobreza, exclusión social y sustentabilidad ambiental del desarrollo, sino para el conjunto de la población latinoamericana y mundial.
¿Cómo se conforman las dinámicas de cambio tecnológico e innovación y producción en industria, salud, educación, energía y TICs para la inclusión social y el desarrollo sustentable?
¿Qué condiciones son necesarias para pasar de la construcción de prototipos a la construcción de soluciones a mayor escala sostenibles en el tiempo?
¿Cómo construir la sustentabilidad económica y social de tecnologías inclusivas?
Entender y asumir el carácter estratégico de las políticas tecnológicas, así como la centralidad de la dimensión política de la tecnología es fundamental para analizar y orientar los problemas de desarrollo inclusivo.
Los abordajes disciplinares han considerado que la política pública define la toma de decisiones de manera regular, a través la interacción entre los grupos de interés: individuos, agencias burocráticas y gobierno (Freeman, 1965), por lo que éste era concebido como un triángulo de hierro. El análisis de las políticas públicas representaba entonces tres dificultades fundamentales: a) muchas veces los mismos actores jugaban distintos roles, b) se asumía que los actores tenían la capacidad de convertirse en entidades autónomas de manera estable, y finalmente, c) se consideraba al triángulo como un sistema cerrado que controlaba las decisiones en torno a la política y sus distintos programas. Esta visión proponía una mirada mecánica y lineal para el diseño de política, dejando de lado otros elementos centrales para analizar e intervenir en procesos de cambio.
Hugh Heclo (1978), recoge la importancia de las expectativas sociales y de la sociedad civil en la política pública y de la capacidad de organizarse alrededor de temas de interés local y reemplaza el triángulo de hierro por las redes abiertas a los ciudadanos organizados con capacidad de incidir cada vez más en el gobierno. La base de estas redes es el conocimiento compartido entre los participantes y en algunos casos el entendimiento de la política pública; los participantes de la red y sus expertos no son necesariamente los científicos o los políticos, sino los “activistas políticos” -aquellos actores capaces de proveer e inscribir conocimiento en la red. Con esta apertura de redes, la toma de decisiones deja de ser un proceso simple y pasa a convertirse en un proceso complejo, con múltiples interacciones y diversos actores.
El enfoque de redes de política reconoce las conexiones dinámicas, lo que permite considerar los sistemas sociales, el poder político y la formulación de políticas públicas (Knoke, 1993). Un acercamiento no lineal a la política contempla entonces actores, acciones, relaciones y eventos. El límite de estos estudios de redes radica en que sólo reconoce a los actores que participan directamente en la formulación e implementación de la política. Sin embargo hay actores que afectan el sistema aun cuando no participan directamente de estos procesos. El reto radica en estudiar estos actores, su agencia e incluso la agencia y la política que tienen los artefactos, que también son actores en el sistema.
Pero en años recientes, una nueva dimensión se ha agregado a estos análisis: aquélla que da cuenta de la agencia de los artefactos y sistemas. La agencia de las tecnologías. Así, los sujetos implicados en estos procesos decisorios no se restringen a los humanos. Los artefactos y sistemas se asocian a los actores sociales en dinámicas y trayectorias socio-técnicas. Los propios actores sociales devienen ahora “socio-técnicos”. Las políticas resultan así tan tecnológicas como los artefactos devienen políticos. Todas las tecnologías son políticas.
En este libro se analizan diferentes elementos socio-técnicos (estilos, dinámicas, trayectorias y alianzas) fundamentales del diseño, gestión, implementación y evaluación de políticas públicas de ciencia, tecnología, innovación y producción, directamente asociadas a procesos de inclusión y desarrollo.
Los seis casos aquí analizados recogen, en diferentes países, niveles y escalas, importantes aprendizajes en la resolución de problemas a través de conocimiento localmente generado. Los capítulos de este libro se han organizado alrededor de tres ejes: procesos de innovación y su relación con el conocimiento; cambio social y tecnológico y su articulación con las políticas públicas; y políticas tecnológicas y sus repercusiones artefactuales y sociales en términos de salud, educación y energíaía renovable.
