El objetivo general de esta monografía es presentar una visión de la investigación como actividad singular, desarrollada por actores diversos que se mueven en entornos y contextos de gran dinamismo, caracterizados por una creciente competencia por los recursos, el reconocimiento y los resultados y, al mismo tiempo, por actuaciones cooperativas; estas dinámicas hacen que las fronteras de los actores tradicionales se difuminen y estén en constante cambio.
La investigación la desarrollan los investigadores pero en contextos organizativos que influyen, condicionan y hacen posible este desarrollo y sus resultados. Diversos entornos organizativos, con sus sistemas de incentivos y recompensas, con sus formas de gobernanza y dirección científica, etc., ofrecen soluciones que hacen viable la investigación, aunque sin duda con diferentes niveles de eficacia y eficiencia.

El volumen contiene 26 trabajos de investigación y 4 secciones introductorias, que, desde diversos enfoques explicativos, analizan aspectos de los sistemas de ciencia e innovación, más allá de la simple descripción y de la evolución de los indicadores. Las contribuciones se han estructurado en cuatro bloques analíticos: El primero referido a dos tipos de actores del sistema de investigación: investigadores y organizaciones de I+D. El segundo referido a la dinámica de la ciencia y sus campos científicos, medidos por las publicaciones. El tercero está centrado en las empresas y sus relaciones con la innovación. Y, por último, se abordan las políticas de I+D e innovación y algunos instrumentos específicos.

Gender differences in research funding exist but bias evidence is elusive and findings are contradictory. Bias has multiple dimensions, but in evaluation processes bias would be the outcome of the reviewers' assessment. Evidence in observational approaches is often based either on outcome distributions or on modeling bias as the residual. Causal claims are usually mixed with simple statistical associations. In this paper we use an experimental design to measure the effects of a cause: the effect of the gender of the principal investigator (PI) on the score of a research funding application (treatment). We embedded a hypothetical research application description in a field experiment. The subjects were the reviewers selected by a funding agency and the experiment was implemented simultaneously with the funding call's peer review assessment. Over the last two decades, the Spanish higher education and research sector has undergone profound changes, but little is known about the implementation of recent reforms and how university actors responded to policy change and institutional pressures within a changing resource environment. Drawing on the insights from institutional and resource-dependence theory, we show how Spanish public universities have coped and implemented their human resources policy over the past 15 years and whether individual universities converged in their employment behaviour. The aggregate evolution of university employment trends reveals adaptation to the institutional normative pressures and financial constraints. Our results also show that some universities are more responsive to changes in the resource environment than others, and that compliance is not the only strategic response. Academic employment systems have been subjected to policy-driven changes in many countries but the university sector is still governed by collegial dynamics in which academics’ views and attitudes are important. The present study, based on data from questionnaire survey responses of 4460 university faculty members in Spain, attempts to explain the preferences of academics towards the different systems of hiring and promotion in the university sector that have been in operation in the last 15 years, with varying degrees of centralization versus delegation of the evaluation processes to the local academic communities. After two reforms and eight years of operation of the current system, more than half of academics would still prefer a different model. The construction of archetypes of research performing organizations has been a standard method of analysis, as reflected in the Frascati Manual that guides national statistical offices to delineate the perimeter of the institutional sector of PROs. However, this practice has often overlooked the emergence of new types because traditional approaches to classification tend to characterize previously defined mutually exclusive categories, rather than allow evidence to reveal categories ex-post. This article analyses whether different institutional sources of scientific information have an impact on its credibility. Through a population-based survey experiment of a national representative sample of the Spanish public, we measure the credibility that citizens attribute to scientific information on the evolution of CO2 emissions disclosed by different institutional sources (business associations, government, non-government environmental organisations, international bodies and national research institutions). The findings show that an institutional credibility gap exists in science communication. We also investigate the factors accounting for the credibility of the different institutional sources by examining variables related to knowledge, interest, trust, reputation, deference, attitudes, values and personal characteristics. The first five calls of the Torres Quevedo programme, subsidizing private entities with public funds between 2002 and 2008, are analysed in order to determine the extent to which the new subsidised contracts for PhDs and engineers where consolidated in the private entities receiving the grants. Using the administrative database of the programme, we analyse what factors (subsidy’s characteristics, researchers, type of organisation and projects’ nature) are significantly associated with the extension of the subsidy an additional year. We find that the instrument contributed mostly to strengthen and consolidate R&D capacities in firms and (especially) in technology centers, but less to their acquisition in organizations which previously lacked them.

En este trabajo se analiza el apoyo de la ciudadanía española a la investigación científica y
tecnológica desde dos perspectivas distintas. Por un lado, se estudia qué aspectos se asocian con
opinar que el sector de la Investigación y el Desarrollo (I+D) debería convertirse en uno de los
más importantes en la economía española del futuro. Y, por el otro, cuáles se relacionan con
abogar por un aumento del gasto público en el mismo.
Los datos para el análisis proceden de la VII Encuesta de Percepción Social de la Ciencia y
la Tecnología de la FECYT, realizada en 2014. Los resultados muestran varios predictores
comunes a ambas variables dependientes: Con signo positivo, el nivel educativo y los niveles de
interés, conocimiento, información y actitud positiva hacia la ciencia y sus instituciones
científicas. Y, con signo negativo, la residencia en un hábitat rural y la ideología conservadora.
Adicionalmente, con la elección de la I+D como sector de futuro aparecen otros predictores:
De forma positiva, los ingresos netos mensuales del hogar del entrevistado y la edad. Y,
negativamente, la situación de desempleo. Por su parte, el apoyo al aumento del gasto público
en I+D se correlaciona positivamente con el nivel de equipamiento tecnológico de los hogares y,
