La genèse même du concept y est questionnée, ainsi que le contexte politique dans lequel il a été élaboré. Les exemples historiques de personnalités ayant été désignées comme « charismatiques » sont également convoqués. Il s’agit de mieux saisir les enjeux et les problèmes soulevés aujourd’hui encore par la notion de charisme, au point que peut se poser la question de son utilité scientifique même.

Cette rencontre a pour but de réfléchir ensemble aux usages que nous, politistes et sociologues, pouvons faire des catégories proposées il y a près de cinquante ans par Albert Hirschman dans Exit, Voice, and Loyalty (1970). Issue d'une étude de cas sur les chemins de fer au Nigeria, la tripartition des prises de position proposée par l'économiste-sociologue est censéeéclairer la plupart des situations impliquant des acteurs mécontents d'une offre (marchande, politique, etc.) et a d'ailleurs très vite été appropriée par nombre de social scientists. Amendé en 1992 par son inventeur, soucieux de saisir le brusque effondrement de la République démocratique allemande, ce découpage n'en reste pas moins difficilement contournable dès que l'on s'intéresse aux phénomènes de (dé)loyauté, dynamiques de groupe, actions protestataires, et aux institutions, en phase ordinaire ou de crise. L'étendue des applications, des disciplines universitaires concernées, et la variété des échelles d'observation et des terrains (relations consommateurs-entreprises, encartés-parti, citoyens-Etat, etc.) ont de quoi intriguer. Loin de célébrer in abstracto l'outillage théorique forgé par un subversif-consacré (dont un centre de recherche genevois porte le nomdepuis 2017), nous le mettrons à l'épreuve de nos terrains d'enquête, prenant pour objet tant des configurations où la coercition fait de l'expression publique des dissensions un engagement à risque (dictatures, institutions totales, conflits armés) que des configurations (démocraties, associations) a priori plus ouvertes à la critique et au désengagement. Dans une perspective relationnelle, il s'agira de questionnerles façons différenciées et changeantes dont des acteurs en désaccordavecle consensus affiché par les représentants d'une organisation, voire d'un régime politique dans son ensemble, recourent àla défection, la prise de parole et/ou la loyauté. Loin de se limiter aux calculs rationnels d'individus autocentrés, ces stratégies ne font sens que réinsérées dans des trajectoires individuelles et collectives, des socialisations institutionnelles et des logiques de situation dans lesquelles elles prennent place et auxquelles elles contribuent.

Comment la question monétaire en Argentine at -elle pu apparaître comme un problème insoluble pol... more Comment la question monétaire en Argentine at -elle pu apparaître comme un problème insoluble politiquement au point d'entraîner le gel des comptes bancaires des épargnants et la démission de quatre présidents en l'espace de 10 jours du mois de décembre 2001? Selon la majorité des économistes la cause semble désormais entendue : c'est le régime de convertibilité monétaire arrimant le peso argentin au dollar américain depuis 1991 qui aurait été à l'origine de cette crise institutionnelle. Pourtant la décision gouvernementale d'abroger cette politique monétaire en janvier 2002 est loin de s'être effectuée sans heurts. C'est donc l'objet de cette contribution que de revenir sur cette période d'incertitude qui a caractérisé l'Argentine du début des années 2000. Il s'agira notamment de réinterroger les causalités généralement retenues par les différents interprètes de la vie politique argentine (économistes, leaders politiques, politistes ou encore journalistes) pour expliquer la crise. Ainsi pourrons nous mieux comprendre comment l'enjeu monétaire a été construit dans la compétition politique argentine en enjeu à la fois prioritaire – qui s'impose ou plutôt qui est imposé à tout nouveau dirigeant politique par des soutiens ou des opposants exigeants – et en enjeu impossible à maîtriser, démontrant sans cesse l'impuissance des acteurs au pouvoir. A travers l'analyse des différentes expérimentations politiques de solution de sortie de la crise, nous verrons comment la décision politique de dévaluer la monnaie a été le produit d'un marchandage quasi permanent entre chefs de l'exécutif, ministres, parlementaires, gouverneurs, dirigeants de banques, syndicats patronaux, juges de la Cour suprême ou encore représentants des instances financières internationales.

Yet the history of Nestor Kirchner’s rise to power in 2003 shows that support for him was extremely fragile and unstable, particularly within the Peronist party with which he identified. How is one thus to understand this reconfiguration of the Argentine political game? An examination of the public policies pursued by Nestor Kirchner’s government in the first months after he came to power allows one to respond to this question. In particular, the restoration of a capacity for action partly depended on winning over the political and institutional groups interested in the redistribution of the clientelist resources attached to Nestor Kirchner’s presidential function.

Ce texte a pour but de revenir sur la victoire exceptionnelle de cet outsider, et sur la manière dont il a ensuite réussi à reproduire de la crédibilité politique dans un temps très court. Pour ce faire, vingt ans après la restauration de la démocratie, il a engagé une réforme des institutions militaires marquées par l’histoire de la dictature. Dans cette prise de position paradoxale, Nestor Kirchner a réussi à créer autour de lui un réseau d’alliés politiques et de soutiens sociaux essentiels à la consolidation de son autorité.
