New challenges of systems development: a vision of the 90's

  • Abstract

    During the 90's substantial changes will occur in systems development. Its design objects such as technological base, content and nature of information processes, and the organizational environment of information systems will undergo a rapid change. Its context including user populations, development tools, methods, and governing organizational form will become more complex and varied. Finally, its process features such as the espoused phase model and preferred organizational strategy will undergo a drastic change. All these changes point out that systems development will be radically different in the 90's and this will challenge the accepted wisdom of systems development. New methods and approaches must be developed, theoretical foundations established, organizational forms adopted, and system development skills will become more varied, dispersed and scarce.
