ABSTRACT This article discusses the process of institutionalization of civil society participatio... more ABSTRACT This article discusses the process of institutionalization of civil society participation in the City House of São Paulo (CHSP) in budget public hearings from 1990 to 2010 under the gaze of institutionalism in organization theory, stressing microfoundations and cognitive and cultural explanations. Autopoietic systems are identified: legislative power, executive power, civil society and bureaucracy of CHSP and regulative, normative and cultural-cognitive variables in the process. We conclude that, despite institutionalized, the participation in the CHSP encounters normative and cultural-cognitive limitations that shape participation in accordance with existing standards of conduct in the interaction between parliament members and society, sedimenting budgetary clientelism.

This means not only a change of media, but also a transformation in how organizations exert control over workers and how workers resist the commodification of emotions (Fineman, in: Fineman, Emotion in organizations, Sage, London, 2000; Lindebaum in J Manag Inq 21:262–277, 2012). After analyzing instances of the online publication of images and texts that escape organizational control, we identified three main ambiguities helpful in framing future studies about organizational control and resistance: ambiguity between private and public spheres, ambiguity between spontaneous and performed manifestations, and ambiguity between the distribution and control of power. Our main contribution is to understanding the Internet, particularly social networks, as a medium for employee resistance through distance (Collinson, in: Jermier et al., Resistance and power in organizations, Routledge, London, 1994), and in using the three aforementioned ambiguities to help analyze this phenomenon.

in this field, as the insertion of organizations differ greatly from those that are historically known and
recognized as part of the organizational field of culture.

As associações são consideradas importantes pois contribuem no processo democrático, dão voz a interesses especiais, regulam comportamentos, desenvolvem e divulgam inovações e criam recompensas psicológicas e sociais para quem delas participa. Entender por que os membros se associam, por que continuam associados e como as associações s e estruturam e são governadas mostra-se fundamental para entender as tensões, conflitos e dilemas inerentes na sua atuação como instituição civil na sociedade. Entre os problemas encontram-se a ameaça de oligarquização, o risco de promoção de elitismo e exclusão social e a descaracterização de um propósito social e público.

Abstract: The aim of this essay is to propose a theoretical reflection on how do the organizational characteristics of an association influence their ability to fulfill their role as civil and democratic schools. Associations are deemed important as they contribute to the democratic process, give voice to special interests, regulate behaviors, develop and disseminate innovations and create social and psychological rewards for their members. Understanding why members join, why they continue as members and how associations are structured and governed is crucial to understand the tensions, conflicts and dilemmas inherent in their role as civil institutions in society. Among the problems are the threat of oligarchization, the risk of promoting elitism and social exclusion and the loss of a social and public purpose.

O livro "Políticas públicas de fomento ao empreendedorismo e às micro e pequenas empresas" retrata um momento específico de nosso país, na segunda década do século XXI, na construção de políticas públicas de fomento ao empreendedorismo. A publicação visa ser um instrumento útil para gestores públicos conhecerem as políticas públicas que vêm sendo implementadas sobre o tema de empreendedorismo, sendo fonte de inspiração e disseminação para a atividade prática. Ao mesmo tempo, contribui para o mundo acadêmico, na medida em que oferece insumos para pesquisadores construírem hipóteses acerca da efetividade das políticas públicas em provocar mudanças na sociedade e na economia.
