De rol van het ministerie van Buitenlandse Zaken (Buza) is van grote invloed geweest op de professionalisering en de beleidskeuzes van de particuliere OS-sector. Nu subsidiering steeds meer onder vuur ligt, zoeken ontwikkelingsorganisaties hun heil op de charimarkt dan wel op de zakelijke markt. Dit lijkt ons de weg van de minste weerstand; het leidt bovendien af van de kern en de meerwaarde van hun mandaat. Ontwikkelingsorganisaties doen er beter aan anticyclisch te denken en hun oorspronkelijke politieke opdracht te hervinden: weerwerk bieden, misstanden aan de kaak stellen en oplossingen zoeken in de verbinding tussen mondiale problemen en de Nederlandse samenleving. The same has happened in Asia, Africa and even Europe (see the other contributions in this issue). More welfare and freedom is apparently accompanied by more demands towards governments, as well as equally more disappointments.
In 2016, The Netherlands Ministry of Foreign Affairs started a new and highly innovative policy p... more In 2016, The Netherlands Ministry of Foreign Affairs started a new and highly innovative policy programme entitled 'Dialogue and Dissent. Strategic Partnerships for Lobby and Advocacy'. In this programme, the Ministry, NGOs and their partners in low- and lower-middle income partners are to work together as partners in lobby and advocacy and in the development of lobby and advocacy capacity of civil society organisations in low- and lower-middle income countries. The research report charts the expectations around the partnerships among those involved, points out challenges and possible ways forward. For this research, the team conducted interviews with NGO staff and Ministry staff (including Royal Netherlands Embassy staff), and a survey of several hundred partner organisations in low and lower-middle income countries.

The Civic Driven Change Initiative is a recent thinking and debating process to explore and commu... more The Civic Driven Change Initiative is a recent thinking and debating process to explore and communicate a perspective of change in societies that stems from citizens rather than states or markets. The Initiative is meant to kick-start a public debate about and beyond aided-development.
The Civic Driven Change initiative stems from a conviction that local to global problems need a wider range of solutions than states or businesses can provide. It is therefore necessary to fill a gap in existing stories about change in society that are dominated by governments and the market place. In these stories, citizens are allocated roles as participants, clients, or producers and consumers of economic and political goods and services. The force of citizens exercising civic and other rights, self-organising and acting with their own volition to change society, is often obscured and subordinated.
