I am a researcher, analyst and service provider who designs and implements solutions for social and organizational problems concerning emergencies, disasters and humanitarian crisis. As one of the rare specialists having both a scientific background and the practical response experience, I am dedicated to serving as a bridge between theory and practice and empowering communities concerning hazards through knowledge-based, feasible and replicable solutions. I worked as a full-time professor prior to my decision in 2011 to put my knowledge and skills into practice in a more dynamic and field-oriented environment. Nevertheless, recently, the possibility of going beyond description to the use of the capability approach as an explanatory tool has been raised. However, to allow the use of the capability approach in this way requires grounding it in an appropriate research paradigm. In this paper, critical realism is adopted for this purpose. It is argued that critical realism can provide the ontology needed to justify finding explanations for the way that people with disabilities achieve their valued capabilities. The assumption here is that there are real, emergent structures and mechanisms that underlie empirical capabilities; and that these structures and mechanisms are related to people’s agency, as described by critical realism’s conception of the relationship between structure and agency.

This article reviews the Turkish media’s treatment of citizen mobilization following a major eart... more This article reviews the Turkish media’s treatment of citizen mobilization following a major earthquake in the Turkey’s Marmara region on 17 August 1999. For the first time in the history of Turkey, large numbers of citizens spontaneously took action to assist the victims, in marked contrast to the quasi-failure of the State to mount an appropriate response to the disaster, thus causing widespread frustration. Using this opportunity, Turkish journalists attributed a symbolic role to the catastrophe (milestone) and to the mass-mobilization (social movement), and constructed a critical discourse on the major issues of the country, calling for substantial change in the social and political order of Turkey. Within this rhetoric, the citizens who were involved in relief work and their ‘obvious’ symbol, the Arama Kurtarma Dernegi/Search and Rescue Association (AKUT), were hailed as the precursors of the expected change. Nevertheless, within a short period of time the media revised their stance and ended their contentions as soon as the State reoccupied the space that it had temporarily left and took control in the disaster zone. In sum, the 17 August earthquake remained another case showing that a single event – whatever its extent – is not an agent of social change by itself.

F... more The vulnerability paradigm widely adopts a resource-based approach for examining disaster risk. From this perspective, the vulnerability of people in disasters arises from a lack of resources. It can be argued that frameworks under this approach focus mainly on the means (i.e. resources) but overlook the ends (i.e. what people are capable of doing or being to cope with disasters). Furthermore, the resource-based approach neglects the processes or factors that are involved in converting resources to meaningful activities and states. Therefore, to bridge these gaps, this paper suggests a human capability-centred framework as an alternative approach to better understand disaster risk facing people. Examples of people with disabilities, who are among the groups most at risk in the face of disasters, will be used to scrutinise the framework. Accordingly, disaster risk facing people with disabilities is viewed as a consequence of the deprivation or lack of capabilities to cope with disasters and this deprivation results from a shortage not only of resources, but of enabling conversion factors. Thus, to reduce disaster risk for them, it is critical to expand their capabilities to cope with disasters. This can be achieved by fostering meaningful participation of people with disabilities in decision-making processes impacting on their well-being, not only in times of disasters, but also in everyday life. Examining the disaster risk facing people with disabilities, through the lens of the capability approach, has also raised possibilities of applying this approach for understanding disaster risk facing other groups of people in society.

It was found that people with disabilities are affected by disasters due to the lack of capabilities that they value in coping with disasters. A range of capabilities that people with disabilities value was revealed in the study sites, with many being valued not only in times of disasters but also in daily life. The findings also highlight that, to actualize their valued capabilities, people with disabilities need access not only to resources but also to the factors that enable them to convert the resources to their valued capabilities. In most cases, the limitations to the achievement of capabilities are related to the external environment.

Giderek artan sayıda kişinin zamanı öğrenmek için telefonları-nın ekranlarına baktığını fark ettiniz mi? Özellikle genç bireyler-de saat takmak alışkanlığı azalmışa benziyor. Kol saati, asıl işlevi olan saati göstermekten çok estetik nedenlerle taşınılan, giyimi tamamlayan bir aksesuar gibi algılanır olmuş. 1990'ların "Bilişim Devrimi"nin öncesini yaşamış olanlar için, özgün işleviyle gerek-li bir aygıt olarak görülmeye devam edebilir. Ama dizüstü bilgi-sayarlar, tabletler, cep telefonları ve "sürekli bağlantı" ile yetişmiş yeni kuşaklar için saat, kendi başına bir mekanizma olarak değil, başka aygıtlara entegre edilmiş bir işlev biçiminde yaşayacak gibi görünüyor. Daktilonun divit ve hokkayı, elektrikli daktilonun mekanik dak-tiloyu, bilgisayar ve yazıcının her üçünü de yaygın kullanımdan kaldırmış olması gibi; birden çok işlevi kendisinde toplayan yeni elektronik aygıtların saati de "yutmuş" olmalarına pek de şaşır-mıyoruz zaten. From June 2015 to November 2017, Turkish Search and Rescue Association AKUT has realized an innov... more From June 2015 to November 2017, Turkish Search and Rescue Association AKUT has realized an innovative field action in Istanbul as a part of the European Disasters in Urban Centers (EDUCEN) Project, an international coordination and support action financed by the European Union’s Horizon 2020 Program. In accordance with the project’s main theme, which is the (possible) contributions of culture to disaster management and disaster risk reduction, AKUT’s public training unit has decided to work on the disability and disaster issue under the direction of the case study (CS) leader. Being aware of the specific problems experienced by people with disabilities during disasters, and also, the lack of access to disaster preparedness information for the disabled, AKUT’s training unit has collaborated with seven partner organizations in order to design a new training model. Not surprisingly, the action has gone beyond a mere adaptation work, pushing the “non-disabled side” to alter its perception of the disability, discover and embrace a modern definition of the phenomenon and recognize the importance of concepts like “diversity” and “inclusivity” as a sound basis for all action in this field. Let’s note that Turkey’s first and largest volunteer search and rescue group has taken important steps in improving its inclusivity and accessibility thanks to the feedback and knowledge gained through EDUCEN case study. While the disability culture has initiated a transformation at AKUT in this regard, the representatives of the disabled community had in their turn the occasion to look at the emergency and disaster- related issues from a new perspective, according to which they could take part in reducing their own vulnerability to disasters, actively assist others in doing so and even take important leadership roles during such incidents. The resulting training model emphasizes the need for addressing mixed audiences through specifically adapted tools, supported by supplementary materials, which are accessible through Internet for all involved groups. Being based on citizen action and using public training as the main dissemination tool, Istanbul Case Study should be regarded as a cost-effective, replicable model for any similar work with the additional social benefit of including the disabled citizens in the DRR. This report is an “annotated” account of the EDUCEN Istanbul Case Study, which is also designed to be a “flexible” guideline. It is primarily intended for formal and informal citizen groups (NGOs, citizen initiatives...) who aim to develop and implement their own local action to help disabled community reduce its vulnerability to disasters. Also, the practice derived from Istanbul action is certainly useful for relevant professional groups in the disaster management cycle (planners, managers, responders) who should consider persons with disabilities in all phases of disaster management. Nevertheless, we have to affirm that we did not anticipate any limits in terms of usability for this document: Professionals who belong to medical universe, education professionals and disability professionals would likewise benefit from it.
Disasters are important crisis for modern political systems and administrative mechanisms, requir... more Disasters are important crisis for modern political systems and administrative mechanisms, requiring a rapid and accurate response. In this sense, every disaster is a test of legitimacy for the State and the governing elites. At the same time, all disasters are re-interpreted, even redesigned at individual or at group level, thus transformed into different social realities. Redefining the incident according to their own needs or purposes, As in the case of Marmara earthquakes of 1999 (Turkey), actors may try to expand their action margin on the public sphere, to gain legitimacy or to strengthen their legitimacy and to take advantage of the erisis situation in order to express their political demands. The aim of this article is to illustrate how a disaster may have political and social usages, by studying the Turkish context of post-August 17, 1999 and the discourses in the Turkish press.

Bu anlamda her felaket devletin ve yönetsel seçkinlerin meşruluğunun sınanmasıdır. Aynı zamanda her afet, birey ya da grup düzeyinde yeniden yorumlanan, hatta kurgulanan toplumsal gerçekliklere dönüşür. Aktörler, gereksinimleri ya da amaçları doğrultusunda olayı yeniden tanımlayarak 1999 Marmara Depremleri (Türkiye) örneğinde olduğu gibi kamusal alanda hareket alanlarını genişletmek, meşruluk kazanmak ya da meşruluklarını sağlamlaştırmak, siyasal taleplerini dile getirmek için, kriz ortamından yararlanmak isteyebilirler. Aslına bakarsanız, binlerce yıldan söz etmek daha doğru olabilir çünkü bildiğimiz ilk volkan resmi, bugünkü Kayseri yakınlarında bulunan Çatalhöyük kazı alanında keşfedilmiş 9000 yıldan daha eski bir duvar resmi. Resimde ön planda dün- yanın en eski yerleşim yerlerinden bir kabul edilen Çatalhöyük yerleşimini görüyoruz, arka planda ise türkülerimize konu olmuş Hasan Dağı’nı! Milattan önce 7500’lerden beri suskun olan Hasan Dağı’nın bu resimde patlama anında tasvir edildiğini düşünürsek, bu buluntunun ne kadar eski olduğunu anla- rız.6 Tabii bu resim modern resimlerin yanında oldukça sade kalıyor. Bugünkü sanat anlayışımıza daha yakın birkaç örnek görmek isterseniz, Karl Briullov’un Pompei’nin Son Günü (1833), Thomas Cole’un Taormina’dan Etna Dağı (1843) gibi klasik tablolarına da bakmanızı öneririz. Fakat bu andıklarımızda ve daha çağdaş çalışmalarda yanardağlar genellikle resmin ana unsurlarından biridir. Bizim gözümüzde Munch’un “Çığlık” ve diğer resimlerini farklı kılan da bu: Munch, bir yanardağın, yanardağ patlama- sının resmini yapmayı amaçlamamıştı, hatta belki de Krakatoa’nın infilakı hakkında pek bilgisi yoktu. Ama 1883’ten sonraki iki yıl boyunca bulunduğu yerden 10.000 km ötede meydana gelmiş bir felaketin etkisini yaşamıştı.

While critical realism is increasingly adopted in social inquiry, to date there remains little research that elaborates how a critical realist methodology is applied in capability and disability research, especially in the context of disasters. F... more The vulnerability paradigm widely adopts a resource-based approach for examining disaster risk. From this perspective, the vulnerability of people in disasters arises from a lack of resources. It can be argued that frameworks under this approach focus mainly on the means (i.e. resources) but overlook the ends (i.e. what people are capable of doing or being to cope with disasters). Furthermore, the resource-based approach neglects the processes or factors that are involved in converting resources to meaningful activities and states. Therefore, to bridge these gaps, this paper suggests a human capability-centred framework as an alternative approach to better understand disaster risk facing people. Examples of people with disabilities, who are among the groups most at risk in the face of disasters, will be used to scrutinise the framework. Accordingly, disaster risk facing people with disabilities is viewed as a consequence of the deprivation or lack of capabilities to cope with disasters and this deprivation results from a shortage not only of resources, but of enabling conversion factors. Thus, to reduce disaster risk for them, it is critical to expand their capabilities to cope with disasters. This can be achieved by fostering meaningful participation of people with disabilities in decision-making processes impacting on their well-being, not only in times of disasters, but also in everyday life. Examining the disaster risk facing people with disabilities, through the lens of the capability approach, has also raised possibilities of applying this approach for understanding disaster risk facing other groups of people in society.

While the capability approach is increasingly being adopted for evaluating well-being and social ... more While the capability approach is increasingly being adopted for evaluating well-being and social justice in the field of human development, this approach in disaster research has remained scarce. This research thus seeks to address the disaster risk that humans face through a lens of capabilities, with a focus on the lives of people with disabilities. A multi-case study approach was adopted and two rural communes in Vietnam were selected as study contexts. Data were collected using focus group discussions and interviews that involved people with disabilities, parents/caregivers of people with intellectual/psychosocial disabilities, and representatives from related organizations. It was found that people with disabilities are affected by disasters due to the lack of capabilities that they value in coping with disasters. A range of capabilities that people with disabilities value was revealed in the study sites, with many being valued not only in times of disasters but also in daily life. The findings also highlight that, to actualize their valued capabilities, people with disabilities need access not only to resources but also to the factors that enable them to convert the resources to their valued capabilities. In most cases, the limitations to the achievement of capabilities are related to the external environment.
Amartya Sen’s capability approach is often used in disability research as a normative framework f... more Amartya Sen’s capability approach is often used in disability research as a normative framework for describing and evaluating the well-being of people with disabilities. Nevertheless, recently, the possibility of going beyond description to the use of the capability approach as an explanatory tool has been raised. However, to allow the use of the capability approach in this way requires grounding it in an appropriate research paradigm. In this paper, critical realism is adopted for this purpose. It is argued that critical realism can provide the ontology needed to justify finding explanations for the way that people with disabilities achieve their valued capabilities. The assumption here is that there are real, emergent structures and mechanisms that underlie empirical capabilities; and that these structures and mechanisms are related to people’s agency, as described by critical realism’s conception of the relationship between structure and agency.

Kol saati, asıl işlevi olan saati göstermekten çok estetik nedenlerle taşınılan, giyimi tamamlayan bir aksesuar gibi algılanır olmuş. 1990'ların "Bilişim Devrimi"nin öncesini yaşamış olanlar için, özgün işleviyle gerek-li bir aygıt olarak görülmeye devam edebilir. Ama dizüstü bilgi-sayarlar, tabletler, cep telefonları ve "sürekli bağlantı" ile yetişmiş yeni kuşaklar için saat, kendi başına bir mekanizma olarak değil, başka aygıtlara entegre edilmiş bir işlev biçiminde yaşayacak gibi görünüyor. From June 2015 to November 2017, Turkish Search and Rescue Association AKUT has realized an innov... more From June 2015 to November 2017, Turkish Search and Rescue Association AKUT has realized an innovative field action in Istanbul as a part of the European Disasters in Urban Centers (EDUCEN) Project, an international coordination and support action financed by the European Union’s Horizon 2020 Program. In accordance with the project’s main theme, which is the (possible) contributions of culture to disaster management and disaster risk reduction, AKUT’s public training unit has decided to work on the disability and disaster issue under the direction of the case study (CS) leader. Being aware of the specific problems experienced by people with disabilities during disasters, and also, the lack of access to disaster preparedness information for the disabled, AKUT’s training unit has collaborated with seven partner organizations in order to design a new training model. Not surprisingly, the action has gone beyond a mere adaptation work, pushing the “non-disabled side” to alter its perception of the disability, discover and embrace a modern definition of the phenomenon and recognize the importance of concepts like “diversity” and “inclusivity” as a sound basis for all action in this field. Let’s note that Turkey’s first and largest volunteer search and rescue group has taken important steps in improving its inclusivity and accessibility thanks to the feedback and knowledge gained through EDUCEN case study. While the disability culture has initiated a transformation at AKUT in this regard, the representatives of the disabled community had in their turn the occasion to look at the emergency and disaster- related issues from a new perspective, according to which they could take part in reducing their own vulnerability to disasters, actively assist others in doing so and even take important leadership roles during such incidents. The resulting training model emphasizes the need for addressing mixed audiences through specifically adapted tools, supported by supplementary materials, which are accessible through Internet for all involved groups. Being based on citizen action and using public training as the main dissemination tool, Istanbul Case Study should be regarded as a cost-effective, replicable model for any similar work with the additional social benefit of including the disabled citizens in the DRR. This report is an “annotated” account of the EDUCEN Istanbul Case Study, which is also designed to be a “flexible” guideline. It is primarily intended for formal and informal citizen groups (NGOs, citizen initiatives...) who aim to develop and implement their own local action to help disabled community reduce its vulnerability to disasters. Also, the practice derived from Istanbul action is certainly useful for relevant professional groups in the disaster management cycle (planners, managers, responders) who should consider persons with disabilities in all phases of disaster management. Nevertheless, we have to affirm that we did not anticipate any limits in terms of usability for this document: Professionals who belong to medical universe, education professionals and disability professionals would likewise benefit from it.

In this sense, every disaster is a test of legitimacy for the State and the governing elites. At the same time, all disasters are re-interpreted, even redesigned at individual or at group level, thus transformed into different social realities. Redefining the incident according to their own needs or purposes, As in the case of Marmara earthquakes of 1999 (Turkey), actors may try to expand their action margin on the public sphere, to gain legitimacy or to strengthen their legitimacy and to take advantage of the erisis situation in order to express their political demands. The aim of this article is to illustrate how a disaster may have political and social usages, by studying the Turkish context of post-August 17, 1999 and the discourses in the Turkish press.

Bu anlamda her felaket devletin ve yönetsel seçkinlerin meşruluğunun sınanmasıdır. Aynı zamanda her afet, birey ya da grup düzeyinde yeniden yorumlanan, hatta kurgulanan toplumsal gerçekliklere dönüşür. Aktörler, gereksinimleri ya da amaçları doğrultusunda olayı yeniden tanımlayarak 1999 Marmara Depremleri (Türkiye) örneğinde olduğu gibi kamusal alanda hareket alanlarını genişletmek, meşruluk kazanmak ya da meşruluklarını sağlamlaştırmak, siyasal taleplerini dile getirmek için, kriz ortamından yararlanmak isteyebilirler. Aslına bakarsanız, binlerce yıldan söz etmek daha doğru olabilir çünkü bildiğimiz ilk volkan resmi, bugünkü Kayseri yakınlarında bulunan Çatalhöyük kazı alanında keşfedilmiş 9000 yıldan daha eski bir duvar resmi. Resimde ön planda dün- yanın en eski yerleşim yerlerinden bir kabul edilen Çatalhöyük yerleşimini görüyoruz, arka planda ise türkülerimize konu olmuş Hasan Dağı’nı! Milattan önce 7500’lerden beri suskun olan Hasan Dağı’nın bu resimde patlama anında tasvir edildiğini düşünürsek, bu buluntunun ne kadar eski olduğunu anla- rız.6 Tabii bu resim modern resimlerin yanında oldukça sade kalıyor. Bugünkü sanat anlayışımıza daha yakın birkaç örnek görmek isterseniz, Karl Briullov’un Pompei’nin Son Günü (1833), Thomas Cole’un Taormina’dan Etna Dağı (1843) gibi klasik tablolarına da bakmanızı öneririz. Fakat bu andıklarımızda ve daha çağdaş çalışmalarda yanardağlar genellikle resmin ana unsurlarından biridir. Bizim gözümüzde Munch’un “Çığlık” ve diğer resimlerini farklı kılan da bu: Munch, bir yanardağın, yanardağ patlama- sının resmini yapmayı amaçlamamıştı, hatta belki de Krakatoa’nın infilakı hakkında pek bilgisi yoktu. Pourtant, nous voyons que deux acteurs majeurs sont présents dans le domaine : les services d’aide médicale urgente (le SAMU) et les services de santé et de secours médical (le SSSM). (il existe d’autres acteurs que nous pouvons regrouper sous le titre de « Transports sanitaires privés » mais leur rôle est limité, et ils ne constituent pas l’objet de notre travail.) Tous les deux sont dispersés sur le territoire national, les premiers sont attachés aux directions départementales des affaires sanitaires et sociales (DDASS), les seconds attachés aux services départementaux d’incendie et de secours (SDIS). Pour simplifier, le secours médical aux personnes est assuré par deux groupes d’acteurs : les médecins et les sapeurs- pompiers.
Comme c’est le cas pour tous les groupes professionnels qui partagent le même champ d’action, il s’agit parfois de situations conflictuelles, même si une concurrence ouverte n’est pas présente, entre ces deux groupes. Nous pouvons poser ainsi plusieurs questions : comment les membres des deux groupes se perçoivent-ils ? Est-ce que les médecins qui subissent une formation beaucoup plus difficile et longue que les sapeurs-pompiers sont gênés par l’investissement de ces derniers dans le secours aux personnes ? Y a-t-il une tentative d’éxclusion des médecins du SAMU par le recrutement des médecins-pompiers ? Ou bien, les efforts de réforme aboutissent-ils et les deux équipes travaillent-elles en coopération et en entente mutuelle ?
Emergency medical aid is a type of aid monopolized by the official medical emergency services in most countries. However, we see that two major players are present in the field: emergency medical services (SAMU) and health and medical rescue services (SSSM). (There are other actors that we can group under the title of “Private medical transport” but their role is limited, and they do not constitute the object of our work.) Both are dispersed on the national territory, the first is attached to the departmental directorates of health and social affairs (DDASS), the second attached to the departmental fire and rescue services (SDIS). To put it simply, medical aid to people is provided by two groups of actors: doctors and firefighters.
As is the case for all professional groups which share the same field of action, these sometimes create conflictual situations, even if an open competition is not present, between these two groups. We can ask several questions: How do the members of the two groups perceive themselves? Are doctors who undergo much more difficult and lengthy training than firefighters embarrassed by the latter's investment in helping people? Is there an attempt to exclude doctors from the SAMU by recruiting firefighters? Or are the reform efforts successful and are the two teams working in cooperation and mutual understanding?
The aim of this research is to analyze the impact of two disasters in the 17 August 1999 earthqua... more The aim of this research is to analyze the impact of two disasters in the 17 August 1999 earthquake and to analyze the impact of the disaster on industrial organizations from a sociological point of view and to present the data to the disaster planning industry. With this study, not only we documented and analyzed the disaster experience of two large cement plants, but also tried to prepare a text that could be utilized by all industrial enterprises at risk by interpreting the data we obtained in the light of scientific information. In addition to producing scientific knowledge, we hope that we will contribute to the reduction of loss of life and property in disasters and to ensure institutional continuity in key industrial facilities.
Bu araştırmanın amacı 17 Ağustos 1999 depremini yaşamış iki çimento fabrikasının deneyimini inceleyerek afetin sanayi kuruluşları üzerindeki etkisini sosyolojik açıdan analiz etmek ve toplanan verileri yorumlayarak sanayide afet planlaması yapanlara sunmaktır. Bu çalışma ile yalnızca iki büyük çimento fabrikasının afet deneyimini kağıda dökmek ve analiz etmekle kalmayıp, elde ettiğimiz verileri bilimsel bilgiler ışığında yorumlayarak risk altındaki tüm sanayi kuruluşlarının yararlanabileceği bir metin hazırlamaya çalıştık. Böylece bilimsel bilgi üretmenin yanısıra, afetlerde can ve mal kaybının azaltılması ve önemli sanayi tesislerinde kurumsal sürekliliğin sağlanmasına katkıda bulunacağımızı umuyoruz.

Disaster risk management (DRM) involves risk mitigation, prepared- ness to disasters and disaster management. It is “a way of thinking and acting around risk” which goes beyond infrastructure-based solutions and focuses on society, emphasizing the vitality of improving people’s capacity to cope with disasters and building social resilience, in order to minimize the potential effects of disaster risks. These goals, however, cannot be reached through “generic” DRM frameworks designed for the “average citizens” without significant health issues, who are supposed to possess adequate resources and a sufficient literacy level to access information. Inclusiveness, therefore, becomes necessary to bring under the same protection umbrella the ones excluded by the “one size fits all” attitude. In this sense, Disability Inclusive Disaster Risk Management (DiDRM) aims to compensate the lack of adapted strategies for individuals with disabilities.

The earthquakes of 1999 also provoked a strong "civil" mobilization with the non-governmental organizations and with independent volunteers, to in scale never seen in the history of Turkish Republic. Consequently, the catastrophe became an occasion to criticize the dysfunctions of the system and the political class. While having a critical discourse with regard to "the State", the media made state of the birth of the "Turkish civil society" and announced a major sociopolitical change in the immediate future : "nothing would be the same again". This research shows the 1999 earthquakes constitute a singular event, at the same time as having their place in the long list of major earthquakes which have occurred since 1939 in Turkey: We clearly see that the catastrophe is a social construction on which the context sociopolitical is determining. Secondly, the study of 1999 disaster, as well as the 14 preceding major seism, allows us to carry out a sociopolitical analysis of contemporary Turkey and its transformation.
Si la catastrophe est spontanément associée à des pertes humaines, à des dommages, elle a également une dynamique propre et une dimension sociopolitique, même si nous avons souvent tendance à l'ignorer. La catastrophe est en effet capable d'« ébranler» les systèmes existants, les constructions humaines économiques, sociales et politiques en causant des altérations dans les rapports sociaux ou politiques. L'étude d'une catastrophe peut nous permettre de mieux comprendre la nature de ces systèmes et de ces rapports. Dans ce sens, les tremblements de terre de 1999 en Turquie constituent un objet d'étude intéressant.
Deux séismes majeurs, le 17 août et le 12 novembre, ont touché la région de Marmara qui est considérée comme le bassin industriel du pays, causant la mort de près de 18 000 personnes. Les difficultés de l'État à mener des opérations de secours et de sauvetage suite à la catastrophe, à gérer l'aide humanitaire indispensable pour les victimes, ainsi que la mise en évidence du dysfonctionnement des mécanismes de contrôle des constructions, des problèmes posés par la corruption à différents niveaux de responsabilité, ont engendré une vive réaction au sein de la société turque. Le séisme du 17 août a également suscité une forte mobilisation des organisations non-gouvernementales et des volontaires indépendants, à une échelle jamais vue dans l'histoire de la république turque. Dès lors, la catastrophe est devenue une occasion pour critiquer les dysfonctionnements du système et de la classe politique. Tout en prononçant des discours critiques à l'égard de « l'Etat », les médias ont fait état du « réveil de la société civile turque » et annoncé un changement sociopolitique profond dans un futur proche : « rien ne serait plus comme avant ».
Cette recherche (qui a nécessité deux études sur terrain et un long travail dans les archives de presse) montre que si les séismes de 1999 constituent un événement singulier, ils s'inscrivent également dans la longue liste des séismes majeurs survenus depuis 1939, à la suite desquels le même jeu discursif apparaît : les différents acteurs mettent en avant leurs propres versions de l'événement en fonction de leurs intérêts. Nous voyons clairement que la catastrophe est une construction sociale sur laquelle le contexte sociopolitique est déterminant. En deuxième lieu, l'étude des séismes de 1999 ainsi que des 14 séismes majeurs précédents nous permettent de réaliser une analyse sociopolitique de la Turquie contemporaine. L'analyse des discours médiatiques post-catastrophes nous aident à décrire la nature des rapports de pouvoir, la disposition des acteurs dans le contexte politique turc, le fonctionnement du système, de même qu'ils offrent une base solide pour réfléchir sur la transformation de la société turque.

1999 Marmara Depremleri'nin etkilerinden biri de İstanbul'un maruz kaldığı risklerin gündemde -ge... more 1999 Marmara Depremleri'nin etkilerinden biri de İstanbul'un maruz kaldığı risklerin gündemde -geçici dahi olsa- önemli bir yer tutabilmesi oldu. 1999-2000 bağlamında doğal olarak deprem riskine işaret edildi, kısmen de olsa depreme bağlı olarak ortaya çıkabilecek tsunami ve yangın riski tartışıldı. O dönemden beri bazı risklerin varlığı -örneğin zararlı kimyasal maddelerin kent içinde bulundurulması gibi- dile getirilmiş olsa da, hala İstanbul ve afet sözcükleri yanyana geldiğinde önce sismik riski düşünüyoruz. Oysa İstanbul, şu anki fiziksel altyapısı ve üstyapısı ile daha başka riskleri de barındıran ve bunların kolayca afete dönüşebileceği bir yerleşim. Başka bir deyişle farklı tipte ve farklı ölçekte risklere maruz kalan İstanbul'un “zarar görebilirlikleri”nden (çoğul) söz etmek belki de daha doğru olacak. Sunumumda ayrıntılı olarak bu risklere veya bu risklere bağlı zarar görebilirliklerin nasıl sınırlanabileceği konusuna değinemeyeceğim, böyle bir çerçeve bilimsel olarak benim yetkinlik alanımın dışında; kaldı ki sempozyum süresince bunların derinlemesine işleneceğini sanıyorum. Benim amacım, İstanbul'un afetlerden zarar görebilirliği ile, yaşam biçimimiz, örgütlenme biçimimiz arasında bir ilişki olduğuna işaret etmek... Bir anlamda İstanbul'un afetlerden zarar görebilirliklerinin bize özellikle siyaset sosyolojisi perspektifinden ne gösterdiğini irdeleyerek, bu çıkarımlarla şehrin karşı karşıya olduğu zarar görebilirlik olgusu arasında ilişki kurmak.

Kol saati, asıl işlevi olan saati göstermekten çok estetik nedenlerle taşınılan, giyimi tamamlayan bir aksesuar gibi algılanır olmuş. 1990'ların "Bilişim Devrimi"nin öncesini yaşamış olanlar için, özgün işleviyle gerek-li bir aygıt olarak görülmeye devam edebilir. Ama dizüstü bilgi-sayarlar, tabletler, cep telefonları ve "sürekli bağlantı" ile yetişmiş yeni kuşaklar için saat, kendi başına bir mekanizma olarak değil, başka aygıtlara entegre edilmiş bir işlev biçiminde yaşayacak gibi görünüyor. Daktilonun divit ve hokkayı, elektrikli daktilonun mekanik dak-tiloyu, bilgisayar ve yazıcının her üçünü de yaygın kullanımdan kaldırmış olması gibi; birden çok işlevi kendisinde toplayan yeni elektronik aygıtların saati de "yutmuş" olmalarına pek de şaşır-mıyoruz zaten. Sa-atin bu açıdan "kolay lokma" olduğunu biliyoruz, bu bakımdan, bizim üzüntümüz daha çok eskiye özlemden kaynaklanıyor. Hal-buki benzer bir dönüşüm, saat denilen aygıtın kendi tarihi için-de de var. Not surprisingly, the action has gone beyond a mere adaptation work, pushing the “non-disabled side” to alter its perception of the disability, discover and embrace a modern definition of the phenomenon and recognize the importance of concepts like “diversity” and “inclusivity” as a sound basis for all action in this field. Let’s note that Turkey’s first and largest volunteer search and rescue group has taken important steps in improving its inclusivity and accessibility thanks to the feedback and knowledge gained through EDUCEN case study. While the disability culture has initiated a transformation at AKUT in this regard, the representatives of the disabled community had in their turn the occasion to look at the emergency and disaster- related issues from a new perspective, according to which they could take part in reducing their own vulnerability to disasters, actively assist others in doing so and even take important leadership roles during such incidents. The resulting training model emphasizes the need for addressing mixed audiences through specifically adapted tools, supported by supplementary materials, which are accessible through Internet for all involved groups.
Being based on citizen action and using public training as the main dissemination tool, Istanbul Case Study should be regarded as a cost-effective, replicable model for any similar work with the additional social benefit of including the disabled citizens in the DRR.
This report is an “annotated” account of the EDUCEN Istanbul Case Study, which is also designed to be a “flexible” guideline. It is primarily intended for formal and informal citizen groups (NGOs, citizen initiatives...) who aim to develop and implement their own local action to help disabled community reduce its vulnerability to disasters. Also, the practice derived from Istanbul action is certainly useful for relevant professional groups in the disaster management cycle (planners, managers, responders) who should consider persons with disabilities in all phases of disaster management. Nevertheless, we have to affirm that we did not anticipate any limits in terms of usability for this document: Professionals who belong to medical universe, education professionals and disability professionals would likewise benefit from it.

Comme c’est le cas pour tous les groupes professionnels qui partagent le même champ d’action, il s’agit parfois de situations conflictuelles, même si une concurrence ouverte n’est pas présente, entre ces deux groupes. Nous pouvons poser ainsi plusieurs questions : comment les membres des deux groupes se perçoivent-ils ? Est-ce que les médecins qui subissent une formation beaucoup plus difficile et longue que les sapeurs-pompiers sont gênés par l’investissement de ces derniers dans le secours aux personnes ? Y a-t-il une tentative d’éxclusion des médecins du SAMU par le recrutement des médecins-pompiers ? Ou bien, les efforts de réforme aboutissent-ils et les deux équipes travaillent-elles en coopération et en entente mutuelle ?
Emergency medical aid is a type of aid monopolized by the official medical emergency services in most countries. However, we see that two major players are present in the field: emergency medical services (SAMU) and health and medical rescue services (SSSM). (There are other actors that we can group under the title of “Private medical transport” but their role is limited, and they do not constitute the object of our work.) Both are dispersed on the national territory, the first is attached to the departmental directorates of health and social affairs (DDASS), the second attached to the departmental fire and rescue services (SDIS). To put it simply, medical aid to people is provided by two groups of actors: doctors and firefighters.
As is the case for all professional groups which share the same field of action, these sometimes create conflictual situations, even if an open competition is not present, between these two groups. We can ask several questions: How do the members of the two groups perceive themselves? Are doctors who undergo much more difficult and lengthy training than firefighters embarrassed by the latter's investment in helping people? Is there an attempt to exclude doctors from the SAMU by recruiting firefighters? Or are the reform efforts successful and are the two teams working in cooperation and mutual understanding?
Bu araştırmanın amacı 17 Ağustos 1999 depremini yaşamış iki çimento fabrikasının deneyimini inceleyerek afetin sanayi kuruluşları üzerindeki etkisini sosyolojik açıdan analiz etmek ve toplanan verileri yorumlayarak sanayide afet planlaması yapanlara sunmaktır. Bu çalışma ile yalnızca iki büyük çimento fabrikasının afet deneyimini kağıda dökmek ve analiz etmekle kalmayıp, elde ettiğimiz verileri bilimsel bilgiler ışığında yorumlayarak risk altındaki tüm sanayi kuruluşlarının yararlanabileceği bir metin hazırlamaya çalıştık. Böylece bilimsel bilgi üretmenin yanısıra, afetlerde can ve mal kaybının azaltılması ve önemli sanayi tesislerinde kurumsal sürekliliğin sağlanmasına katkıda bulunacağımızı umuyoruz.
Disaster risk management (DRM) involves risk mitigation, prepared- ness to disasters and disaster management. It is “a way of thinking and acting around risk” which goes beyond infrastructure-based solutions and focuses on society, emphasizing the vitality of improving people’s capacity to cope with disasters and building social resilience, in order to minimize the potential effects of disaster risks. These goals, however, cannot be reached through “generic” DRM frameworks designed for the “average citizens” without significant health issues, who are supposed to possess adequate resources and a sufficient literacy level to access information. Inclusiveness, therefore, becomes necessary to bring under the same protection umbrella the ones excluded by the “one size fits all” attitude. In this sense, Disability Inclusive Disaster Risk Management (DiDRM) aims to compensate the lack of adapted strategies for individuals with disabilities.
Si la catastrophe est spontanément associée à des pertes humaines, à des dommages, elle a également une dynamique propre et une dimension sociopolitique, même si nous avons souvent tendance à l'ignorer. La catastrophe est en effet capable d'« ébranler» les systèmes existants, les constructions humaines économiques, sociales et politiques en causant des altérations dans les rapports sociaux ou politiques. L'étude d'une catastrophe peut nous permettre de mieux comprendre la nature de ces systèmes et de ces rapports. Dans ce sens, les tremblements de terre de 1999 en Turquie constituent un objet d'étude intéressant.
Deux séismes majeurs, le 17 août et le 12 novembre, ont touché la région de Marmara qui est considérée comme le bassin industriel du pays, causant la mort de près de 18 000 personnes. Les difficultés de l'État à mener des opérations de secours et de sauvetage suite à la catastrophe, à gérer l'aide humanitaire indispensable pour les victimes, ainsi que la mise en évidence du dysfonctionnement des mécanismes de contrôle des constructions, des problèmes posés par la corruption à différents niveaux de responsabilité, ont engendré une vive réaction au sein de la société turque. Le séisme du 17 août a également suscité une forte mobilisation des organisations non-gouvernementales et des volontaires indépendants, à une échelle jamais vue dans l'histoire de la république turque. Dès lors, la catastrophe est devenue une occasion pour critiquer les dysfonctionnements du système et de la classe politique. Tout en prononçant des discours critiques à l'égard de « l'Etat », les médias ont fait état du « réveil de la société civile turque » et annoncé un changement sociopolitique profond dans un futur proche : « rien ne serait plus comme avant ».
Cette recherche (qui a nécessité deux études sur terrain et un long travail dans les archives de presse) montre que si les séismes de 1999 constituent un événement singulier, ils s'inscrivent également dans la longue liste des séismes majeurs survenus depuis 1939, à la suite desquels le même jeu discursif apparaît : les différents acteurs mettent en avant leurs propres versions de l'événement en fonction de leurs intérêts. Nous voyons clairement que la catastrophe est une construction sociale sur laquelle le contexte sociopolitique est déterminant. En deuxième lieu, l'étude des séismes de 1999 ainsi que des 14 séismes majeurs précédents nous permettent de réaliser une analyse sociopolitique de la Turquie contemporaine. L'analyse des discours médiatiques post-catastrophes nous aident à décrire la nature des rapports de pouvoir, la disposition des acteurs dans le contexte politique turc, le fonctionnement du système, de même qu'ils offrent une base solide pour réfléchir sur la transformation de la société turque.
