Objective: The objective is to develop a Geographic Information System for Monitoring (SIGFIS) fo... more Objective: The objective is to develop a Geographic Information System for Monitoring (SIGFIS) for the oversight of water resource use in the State of Pernambuco, aiming to improve the efficiency of monitoring operations and water sustainability. Literature Review: The study is based on theories and applications of Geographic Information Systems (GIS) in water resource management. Method: The methodology includes an applied and descriptive study, with data collection from sources such as APAC, IBGE, and CPRM. Documental research methods and field surveys were used, along with geoprocessing. The data were standardized and integrated into a geographic database, with the creation of thematic maps and spatial analyses. Results and Discussion: The results include an improvement in the real-time monitoring capacity of water resources, allowing for a faster response to irregularities and optimization of monitoring resources. Research Implications: Practical implications include improving the efficiency of monitoring operations and APAC's response capacity, while theoretical implications reinforce the importance of GIS in water resource management. It is expected that SIGFIS will contribute to the formulation of more robust and scientifically-based public policies. Originality/Value: This study contributes to the literature by developing a specific GIS for the monitoring of water resources in Pernambuco, demonstrating the relevance of GIS technology in promoting water sustainability and improving environmental governance.

The mapping of land use and land cover is essential for understanding changes in the terrestrial ... more The mapping of land use and land cover is essential for understanding changes in the terrestrial environment, identifying natural transformations, and human interventions over different periods and locations. However, traditional data collection and analysis methods for monitoring water bodies can be expensive and labor-intensive, especially in extensive areas. In this context, Remote Sensing stands out as an accessible technique that utilizes satellite images and drones to monitor the Earth. This study focuses on the use of the Normalized Difference Vegetation Index (NDVI) and Normalized Difference Water Index (NDWI) to monitor water bodies, with a specific focus on the Milagres Reservoir, part of the São Francisco River Integration Project with the Northeastern Basins (PISF) in Pernambuco, Brazil. NDVI is employed to distinguish aquatic areas, while NDWI values are explored to identify the presence of water. Landsat-8 satellite images were processed using the QGIS software, including atmospheric correction to enhance image quality. The obtained data were compared with information provided by the Ministry of Regional Development (MIDR), enabling the creation of a Water Level-Area-Volume (WAV) curve and the development of polynomial equations to estimate water volumes based on NDVI values. The results showed statistically acceptable correlations between estimated and real values, especially for water levels and areas. However, volume values exhibited larger discrepancies, suggesting the need for periodic reviews of the reservoir's bathymetry. It is recommended to explore images from other satellites, such as Sentinel-2A and CBERS 4A, to improve result accuracy. Additionally, the inclusion of NDWI in the methodology can enrich the analysis, providing a more comprehensive view of water resource distribution. In summary, this study offers a promising approach for remote water body monitoring, with the potential to enhance water resource management in regions like Brazil's Northeastern semi-arid area.
O uso dos recursos hídricos pela população está subordinado à gestão do Estado, por meio de instr... more O uso dos recursos hídricos pela população está subordinado à gestão do Estado, por meio de instrumentos como a fiscalização, que por sua vez é motivada tanto por planejamento dos órgãos reguladores, como por demandas da sociedade. Desta forma, com base em dados primários, este artigo apresenta os demandantes e a distribuição espacial das demandas pelo serviço da fiscalização do uso dos recursos hídricos. Destacam-se como resultados, que mais da metade das demandas têm origem no setor outorgante e que os órgãos colegiados possuem pouca representatividade na ação da fiscalização. Também se ressalta uma maior concentração espacial das demandas na Região Metropolitana do Recife. A representação dos demandantes e a ação estatal com relação à fiscalização é discutida com base na literatura sobre a gestão dos recursos hídricos e a visão de território normado.

Este artigo tem como objetivo apresentar o desenvolvimento de um aplicativo que auxilie na atividade de fiscalização dos recursos hídricos utilizando sistemas de informações geográficas. Intitulado SIGFIS, utilizando o sistema operacional Android com linguagem de programação Kotlin, com dados em formatos georreferenciados e planos de informações, o aplicativo visa auxiliar os agentes fiscais em suas visitas a campo, acurácia nas autuações e agilidade nos serviços, visto que reúne informações relevantes e imprescindíveis ao seu trabalho
