The first Module offers a brief theoretical framework which provides definitions of the main concepts used in this work and identifies the existing information on national information society policies: relevant documents in the field of information society planning, legislation, policies and declarations; diverse countries’ expertise in the field of information society planning and legislation (explicit national digital agendas, national, regional and local information society policies, national and regional legislative measures, etc.); and relevant international documents in the field of information society planning, legislation, policies and declarations. It also describes briefly the diverse legal, economic, social, and technological contexts regarding an information society, as well as explicit national, regional, and/or local information society policies, either general or specific for given sectors (egovernment, e-inclusion, e-education, e-health, etc.). 2. The second Module is a concrete guideline methodology, a Template for the development of national information society policies and legislation, so that the diverse social actors (governments, enterprises, NGOs, or other organizations) involved in creating, implementing, and updating agendas to develop these policies may have access to the existing information, methodologies, existing examples, processes, mechanisms, and information sources. The Template includes three main phases: the starting point or formulation of a NISP; the implementation of the NISP; and the monitoring and adaptation/updating of the NISP. This methodology is intended to be dynamic, flexible, and adaptable to countries with diverse development levels. Moreover, diverse activities are suggested so that the individuals and groups entrusted with the formulation of the NISP may check if they have taken all the necessary steps to complete their work. The Module also includes a general bibliography. 3. Finally, the third Module is a wide-reaching glossary of the terms and expressions used currently regarding information society policies and strategies. This Glossary also provides sources of information and links to relevant Websites related to these issues. The work is complemented by an ANNEX: a list of the most used acronyms.

Un segmento de ese mapa lo conforman las instituciones que se constituyeron como el primer nivel dentro de la estructura de los sistemas educativos. Sin embrago, este mapa no estaría completo si no se incluyera entre sus pliegues a las miles de novedosas experiencias organizadas, reconocidas y valoradas, que en las últimas décadas se han multiplicado por las grandes ciudades latinoamericanas y sus periferias; en zonas rurales, montañosas e islas; que se han instalado donde viven o circulan los niños y niñas más pobres, los que migran o quieren migrar; los desplazados, los excluidos, los olvidados, los que quedaron solos, los que no llegan; donde dicen presente los que más necesitan ser cuidados, incluidos, protegidos y tenidos en cuenta. Experiencias innovadoras de aprendizaje y educación para la primera infancia, 2022
En los últimos años los niños, niñas y sus familias se han visto expuestos a la falta de servicio... more En los últimos años los niños, niñas y sus familias se han visto expuestos a la falta de servicios para el desarrollo de la primera infancia, así como a la crisis de aprendizaje que estamos presenciando en la región. Por esto, de manera urgente, es necesario implementar enfoques y programas innovadores que permitan que todos las niñas y niños pequeños vean garantizado su derecho a la educación desde el comienzo de la vida, en especial aquellos que se encuentran en los contextos más vulnerables. En esta publicación presentamos siete experiencias innovadoras de educación para la primera infancia de: Argentina, Chile, Colombia, Costa Rica, El Salvador, México y Perú, que nos inspiran y proporcionan ejemplos sobre como los programas de educación deben responder y adecuarse a los contextos y disminuir las brechas de inequidad. Para conocer en qué medida estas experiencias han sido innovadoras, las analizamos a través de cinco dimensiones: i) fortaleza institucional, ii) contexto, iii) experiencia educativa, iv) evidencia y gestión del conocimiento y v) abogacía y escalabilidad. Documentar, sistematizar y aprender sobre la efectividad de las innovaciones en educación de la primera infancia, nos permite avanzar en acceso, calidad y garantía de derechos para que todos y todas tengan el mejor y más justo comienzo de la vida.
