Transformation projects depend mainly on the Polymathic-holistic Project Management Concept (PPMC); which means that SWOT is applied at all project's levels and components. From the strategydefinition's phase, going through the Requirements Engineering (RE) phase, and until the implementation phase, the PPMC must deliver the real-actual project status and risk evaluation outcomes. This is a complex task because it needs a cross-functional and cross-phase Decision Making System (DMS). The DMS for PPMC should be designed to be used by the executive management, enterprise architects, business users, business architects, implementation developers, and other project actors. In this article, the authors propose the STORM and DMS based PPMC. The DMS can support managers in transforming the enterprise (simply Entity), where they have to take into account, and address all possible risks, in order to enable the success of the complex Project Implementation Phase (PIP). Where the PIP considers the latest service technologies like MicroServices Architecture (MSA), Application Programming Interface (API), Service Oriented Architecture (SOA) and other relevant avant-garde technologies and topics. In general, managers have a siloed approach and impose separate PPMC's phases, which may cause project's desynchronization and hence confusion. A PPMC uses Refinement Processes (RP) to support reverse/reengineering and integration of risk factors. In order to improve the project's success rates, the PPMC must adopt the optimal Enterprise Architecture's (EA) based transformation approach. The PPMC is not independent from any EA phase, where project teams must be capable to integrate PPMC and DMS interfaces in their RP generated Building Blocks (BB) and Microartefacts. The PPMC ensures that the generated BBs and Microartefacts are independent of any specific methodology/technology, tool, brand, or other locked-in delimiter/actor. The project's in-house DMS is based on a heuristic evaluation model, which is presented in the Proof of Concept (PoC), and the applied business case. The PPMC can be supported by the alignment of standards, methodologies, and development strategies, like the: The Open Group's Architecture Framework's (TOGAF), the Development and Operations (DevOps), and others… STORM offers, a set of recommendations which can applied by managers, enterprise/business architects, analysts, and engineers to implement solutions for transformation projects' strategy establishment. BTPHAM supports all phases of a transformation project, and its concept is mainly based on existing standards, methodologies, and conventional practices. Complex markets and high levels of competition forces enterprises to integrate agile product and services management, in all of its value chains. A HAM approach forces the used transformation framework and the related set of existing frameworks, to synchronize all types of transformation activities, like the deployment of software components. Such a synchronization process may generate many problems, which are difficult to trace, and which can damage the cyclic development process. This framework's originality is that it can be used in any stage of the transformation project and for any type of problem, and to synchronize BTPHAM's coordination. The PCTP serves as PCBIS' platform and infrastructure; and in turn the PCBIS uses intelligent (or AI/BI) scenarios. BI scenarios are sets of choreographed Services that are used to solve a Project problem or a precise requirement to support dynamic business advantages. *FOCUS OF THE ARTICLE The PCTP uses EA methods, like The Open Group's Architecture Framework's (TOGAF) and its kernel ADM4C, which supports also PCBIS's integration. Actual CP techniques for PCTPs focus on isolated commercial tools, services, processes, and specific quantitative PCBIS solutions. Minimal modelling technics are needed for PCBIS' to align with other CPs (or PCPs), this is done by using the ADM4C which synchronizes PCBIS [4]. Transformation projects depend mainly on the Polymathic-holistic Project Management Concept (PPMC); which means that SWOT is applied at all project's levels and components. From the strategydefinition's phase, going through the Requirements Engineering (RE) phase, and until the implementation phase, the PPMC must deliver the real-actual project status and risk evaluation outcomes. This is a complex task because it needs a cross-functional and cross-phase Decision Making System (DMS). The DMS for PPMC should be designed to be used by the executive management, enterprise architects, business users, business architects, implementation developers, and other project actors. In this article, the authors propose the STORM and DMS based PPMC. The DMS can support managers in transforming the enterprise (simply Entity), where they have to take into account, and address all possible risks, in order to enable the success of the complex Project Implementation Phase (PIP). Where the PIP considers the latest service technologies like MicroServices Architecture (MSA), Application Programming Interface (API), Service Oriented Architecture (SOA) and other relevant avant-garde technologies and topics. In general, managers have a siloed approach and impose separate PPMC's phases, which may cause project's desynchronization and hence confusion. A PPMC uses Refinement Processes (RP) to support reverse/reengineering and integration of risk factors. In order to improve the project's success rates, the PPMC must adopt the optimal Enterprise Architecture's (EA) based transformation approach. The PPMC is not independent from any EA phase, where project teams must be capable to integrate PPMC and DMS interfaces in their RP generated Building Blocks (BB) and Microartefacts. The PPMC ensures that the generated BBs and Microartefacts are independent of any specific methodology/technology, tool, brand, or other locked-in delimiter/actor. The project's in-house DMS is based on a heuristic evaluation model, which is presented in the Proof of Concept (PoC), and the applied business case. The PPMC can be supported by the alignment of standards, methodologies, and development strategies, like the: The Open Group's Architecture Framework's (TOGAF), the Development and Operations (DevOps), and others… STORM offers, a set of recommendations which can applied by managers, enterprise/business architects, analysts, and engineers to implement solutions for transformation projects' strategy establishment. BTPHAM supports all phases of a transformation project, and its concept is mainly based on existing standards, methodologies, and conventional practices. Complex markets and high levels of competition forces enterprises to integrate agile product and services management, in all of its value chains. A HAM approach forces the used transformation framework and the related set of existing frameworks, to synchronize all types of transformation activities, like the deployment of software components. Such a synchronization process may generate many problems, which are difficult to trace, and which can damage the cyclic development process. This framework's originality is that it can be used in any stage of the transformation project and for any type of problem, and to synchronize BTPHAM's coordination. The main limitations are the enterprise's capacity to restructure and unbundle its legacy environments; and to integrate the BTPHAM in all its environments and implementation processes; which need the optimal BTP manager.

In this chapter, the focus is on various pattern standards that can be used in a holistic and adaptable BBs to support an optimal set of enterprise architectures (EA). This article/abstract is based on a unique mixed research method that is supported by a mainly qualitative research module [3][4]. The AHMM4BT for iCTPs uses a natural language development environment and for that goal the authors propose to use the Holistic Smart Cities Management System (HSCMS). The HSCMS supports a central Decision Making System (DMS), iCTPs and distributed Enterprise Architecture Projects (EAP). The Proof of Concept (PoC) is based on a concrete transformation case from the war-torn Beirut, where the central point is the urban transformation process of the old destroyed city centre to a modern city centre. Such an iCTP is managed by urban or intelligent City Transformation Managers (iCTM); who use a methodology and a framework that can support and estimate the risks of implementation of an iCTP. The iCTM is responsible for the implementation of the complex background of iCTPs and during its implementation phase, the HSCMS supports the managers in a just-in-time manner. The "I" or "i" prefix does not stand just for the vulgare urban and siloed city environments but for a distributed and holistic approach to smart city units that identifies this work's background. To include an intelligent urban iCTP and its holistic/distributed urban architecture subproject(s) in a city and region like Beirut, with evolution prospects to become a smart city with an urbanized business and financial strategic planning process that will be needed to be thoroughly prepared to meet the future requirements. A priority for this intelligent reorganization makes Beirut city and region ready to integrate the local, regional and global smart economies and smart cities in a sustainable and multicultural way. Such an integration needs financial engineering related urban planning, domotics (DOMus infOrmaTICS), risk and legal considerations and are even fundamental for its long-term strategy, culture and business longevity.
