Transportation is an important factor to the development of economy and competitiveness of business. It influences customer’s satisfaction with a particular company. Aside from its importance as an indispensable service of supply chain, transportation represents a substantial cost for the business and makes essential influence to environmental performances. To make transport more efficient and to reduce its costs it is necessary to obtain data about different activities and factors of importance for transport. Having this in mind creation and use of goods flow data base must be a platform to analyze transport activities, give conclusions and recommend and implement changes. There is a need to define limited data set which will reflect significant transport indicators of the current state and realized changes during time. The problem of human error is one of the most significant factors in accidents on the railway. Outlined within this document are the studies of such incidents, as reported by the workers of the railway such as reaction times, safety measures which seem to indicate error. Sampled are 65 train operators from Locomotive Section from Ruma, and 208 railway workers, in order to identify risk factors caused by human error using statistical methods. In the study, a simulation was used to calculate reaction times and the number of errors, on the basis of which, the reliability of the operators involved in accidents was assessed. Looking at other accidents, such as road and air, what was studied was the reaction times and the amount of errors caused by participants. What has been shown is that there is a certain delay between the perception and motor reaction times which can greatly affect the traffic safety. In this study, participants have been classified according to reaction times and job performance, and an analysis has been made on the impact of reaction times relative to the number of incidents. This allows for an average number of incidents to be extrapolated based on the reaction times and job performance. To process the collected statistical data and data obtained through computer simulated tests on subjects, methods and models were used, which are based on statistical analysis of the reaction times and job performance of the sample taken in relation to the median values from the sample.

U radu je detaljno izložena i posebno projektovana baza podataka BAZARANZIRNA koja omogucava celokupno racunarsko pracenje i upravljanje tokovima i utvrđivanje lokacije kola u tehnickim teretnim stanicama i predstavlja najvažniji (glavni) deo informacione tehnologije za pracenje i upravljanje teretnim kolima. Time je omoguceno donosenje pravih i pravovremenih odluka koje se odnose na pripreme za rasformiranje i formiranje vozova, nakupljanje kola, formiranje i otpremanje vozova da bi se ubrzao proces prevoza robe.

U radu je predložena nova, savremena tehnologija rada u tehnickim teretnim stanicama i razvijeni su modeli za postojece i nove tehnologije njihovog rada. Ti modeli omogucavaju simulaciju odvijanja saobracaja, manevarskog rada, kao i procesa u prethodnim, glavnim i zavrsnim operacijama. Modeli su implementirani na primeru stanice Trubarevo ranžirna. U radu su prikazani rezultati testiranja modela za razlicite tehnologije i obime rada tehnickih teretnih stanica. Utvrđen je uticaj primene odgovarajucih tehnologija rada na opterecenost ulazno-izlaznih i kolosecnih kapaciteta, opterecenost osoblja i lokomotiva koje rade u stanicama.

The analysis of operations of the passenger traffic operator in the Republic of Srpska (RS) showed that the volume of passenger transport has, for the last fifteen years, been in constant decline. It is of particular importance that the operator has, year after year, recorded a negative balance of business. The way out of the current unfavorable situation in the sector of passenger traffic is based on the application of Public Service Obligation (PSO) based on the Regulation 1370/2007. In order to solve the problems, seven realistically possible variants have been identified. This paper defines the criteria for selecting the best variant, as well as a new integrated fuzzy model for the selection of the best variant that will enable the operator to make a profit. The paper deals with the queueing system for customers with Poisson’s input current intensity l and two service modes: in the regular service regime of intensity control m, customers are served with probability p»1 and in the special regime of servicing the special customers with intensity x. The special customers access the REQS with complementary probability (1-p)»0. The special customer service is analogous to a rare event. The standard methodology has developed analytical patterns for the stationary of REQS with one service channel and an infinite number of positions in the queue. The analysis of the work of REQS indicates that it is for favorable metering parameters r=l/m>2, queueing system is resistant to collapse when a occurrence occurs. However, the regular time losses of the regular customers in the REQS are extremely high. For this reason, it is the first time that the period of stabilization of the system is promoted which represents the time interval service the completion of the special customers until the REQS. The analytical apparatus of the queueing system has shown excellent adaptability to the heterogeneous demands of services m and special customers with low service intensity x, where m>x. The system can be applied to checkpoint calculations, the traffic cuts due to accidents, incidents to industrial systems, ie, the rare events due to anthropogenic and technical factors in intervals of 10-4 do 10-6. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. This manuscript starts with a detailed analysis of the current solution for the queueing system M/Er/1/∞. In the existing solution, Erlang’s service is caused by Poisson’s arrival process of groups, but not individual clients. The service of individual clients is still exponentially distributed, contrary to the declaration in Kendall’s notation. From the related theory of the Hidden Markov Model (HMM), for the advancement of queueing theory, the idea of “hidden Markov states” (HMS) was taken. In this paper, the basic principles of application of HMS have first been established. The abstract HMS states have a catalytic role in the standard procedure of solving the non-Markovian queueing systems. The proposed solution based on HMS exceeds the problem of accessing identical client groups in the current solution of the M/Er/r queueing system. There are several divisions of countries and regions in the world. Besides geo-political divisions, there also are economic divisions. The most common economic division is the that on developed countries and the poor ones. These divisions are a consequence of the level of: GDP, GDP per capita, unemployment rate, industrial growth, and so on. The question is how to define a mathematical model based on which the following will be assessed: who is rich and who is poor, or who is economically developed and who is not? How the boundaries of transition from one category to another can be defined? This paper presents a model for evaluating the level of economic development of countries and regions using "fuzzy" logic. There is not a single country in the world that is so rich that it can remove all level crossings or provide their denivelation in order to absolutely avoid the possibility of accidents at the intersections of railways and road traffic. In the Republic of Serbia alone, the largest number of accidents occur at passive crossings, which make up three-quarters of the total number of crossings. Therefore, it is necessary to constantly find solutions to the problem of priorities when choosing level crossings where it is necessary to raise the level of security, primarily by analyzing the risk and reliability at all level crossings. In a Dynamic Vehicle Routing Problem (DVRP) new customer orders and changes of existing orders continually arrive and thus disrupt the optimal routing plan. This paper presents a survey of some of the recent hybrid artificial intelligence algorithms suitable for efficient optimization and re-optimization of different DVRPs. An artificial ant colony 2-OPT hybrid algorithm, a hybrid neighborhood search algorithm, and a hybrid heuristic algorithm are explained in detail. Particular interest is focused towards local improvement heuristic algorithms, such as 2-OPT algorithm and OR’s algorithm, which are regularly used in hybrid approaches for intra-route and inter-route improvements.

In a process of people’s moving performed on a daily basis a passenger transport is of vital importance. A growing number of people who are over 65, families with young children and people with disabilities require solving some specific problems in terms of accessibility. This number of transport users is connected with both domestic and international traffic and transport. The application of universal design concept enables solving accessibility to all objects and public transport. Its basic principle, designed on solving barriers, can be applied to railway transport and railway stations. This paper deals with the basic principle and the plans related to using universal design as a tool for solving accessibility at railway passenger stations.
