It is no news that Nigeria, which is arguably the giant of Africa, is known for human rights violations. From its years of military authoritarianism which witnessed the killing of several human rights activists, and since the return to democratic rule, the country’s human rights narrative has not changed. Government authorities and law enforcement agents (the police) frequently engage in various human rights violations, notably unlawful killings, torture, ill-treatment of no crime suspects, forced evictions, interference with the rights to peaceful assembly and freedom of association, and violence against women and children are widespread across the country. The pioneering work done by Taylor and the emergence of Scientific Management created quite a stir not just in the industrial sector but also in management and study of public administration. Integrated Personnel and Payroll Information System (IPPIS) programme was introduced by the Federal Government supported by the World Bank as one of the measures of Public Service Reform. Prior to the introduction of this scheme Ministries, Departments and Agencies (MDAs) do receive their recurrent costs on monthly basis as subvention. The above arrangement gave room for the MDA’s to disburse money sent to them whenever and however it pleases them. This therefore according to records led to financial misconduct in the Nigerian civil service. The huge amount spent on recurrent expenditure, if not monitored and cut down through appropriate government policy, cases of corruption will continue to prevail in the civil service. Hence, need for Nigerian Government to provide accurate and correct number of civil servants under her care and to an extent minimize budget estimate via IPPIS programme. The youth population of any nation represents the driving force for development. However, for the youths to become useful resources, they must be gainfully employed. The youths are also the most volatile when their energies are misdirected or channeled into wrong endeavours. Unemployed refers to people who are willing and a capable of work but are unable to find suitable paid employment.
