    The concept of telework (alternatively termed telecommuting) was established in the USA in the 1970s. In Sweden, which is the focus of interest in this chapter, the idea took life in the 1980s. Since then different names have been tagged on the phenomenon, and a lot of interpretations have been made. One of the key expectations was that the use of information and communication technology (ICT) would lead to a rapid and wide increase in telework. However, in statistics we find discrepancies, still existing, between the visions of quantitative growth and what actually has occurred. This has been noted but seldom made the central issue of discussion (Huws et. al. 1990, Korte et. al. 1996).
