    The objective of the research was to study innovation patterns within service and manufacturing companies. The study was performed on 173 Slovenian service and manufacturing companies. The statistical analysis was accomplished in 2 phases. The first phase encompassed principal component analysis. In the 2nd phase, a series of statistical tests were applied to compare the actual encouragement of the innovation factors within both sectors. Interestingly, only few significant differences among the factors’ mean values in service and manufacturing sector were identified as to the statistical tests. Also, it was indicated that the advantage of the manufacturing sector in results achieved may be rather of degree than of a kind. Unexploited potential was indicated in particularly in terms of systemic conditions and making use of innovation triggers.     The aim of our research was to design a “Reference Innovation Model”, presenting the most important set of innovation factors, and their concrete values related to innovation and business performance. The Model is based on the analysis of the most innovative companies and provides concrete guidelines as to how the existing state may be improved. The focus was made on the largest economy sector in Slovenia, i.e. low and medium-low processing companies (henceforth referred to as the NTP). The analysis was performed in three phases. In Phase 1, companies were classified into the groups pursuant to their innovation performance (Non-Innovators, Innovation Followers and Innovation Leaders).     Purpose – This paper aims to analyse whether and how the Development Plan and Policies of Slovenian Tourism (SiPlan) could be improved systematically and systemically, enabling more comprehensive management of innovation. Design/methodology/approach – The data were obtained within a comprehensive national innovation study. Data analysis was performed in four phases. In the initial phase, a link between the innovation project and SiPlan was established. In the next phase, which of the innovation factors are significantly correlated with the tourism destination development concept was identified. In the third phase, further policy potential for improving the innovation factors was identified. In the last phase, a systems approach was applied to develop a qualitative systems model, a causal loop diagram, taking into consideration the empirically identified strengths and weaknesses of the current SiPlan and other pertinent factors.     The study is aimed at the identification of most influential innovation factors on innovativeness and hence economic results of Slovenian service companies. The research was conducted in three phases. First (Phase 0), we obtained and prepared the necessary data for the statistical analysis. In Phase 1 we were interested in assessing the current state of innovation management within companies. In Phase 2 we studied the relations among various variables, corresponding to the invention-innovation processes. The results show innovation factors (particularly Innovation and Market Policy factor) to be positively and statistically significantly influential on both, the innovation and overall company performance. Interestingly, the results also reveal an innovation “follower” pattern in the service companies.     The aim of the paper was to identify HRM factors associated with the innovativeness in the public sector of the Eastern European emerging market economies (hereinafter: EEEME). The initial phase of the research consisted of data acquisition. We used microdata from the European Working Conditions Survey (EWCS). In the second phase, we divided the EEEME sample into two groups: innovators (at least one novelty introduced in the last three years) and non-innovators (no novelties introduced in the last three years). Finally, in the third phase, a t-test was applied identifying the main HRM factors, which separate the innovators from the non-innovators. The results show a majority of HRM factors by EEEME non-innovators are lacking proper support. At the same time, a positive correlation between HRM factors and EEEME innovation results was indicated. Consequently, proper HRM may be seen as critical when improving the innovativeness of the EEEME public sector.

    The aim of this article is to evaluate the impact of public sector reform on academic literature from the post-NPM perspective. There have been several investigations into post-NPM public governance models and their impact on public sector reform. Yet, the research problem faced when analysing post-NPM literature is the lack of studies examining the multitude of possible public governance models (PGM) with sufficient comprehensiveness, especially in Central and Eastern European (CEE) states. In order to effectively address the research problem, a bibliometric analysis was performed, following three objectives: (i) an investigation into the evolution of PGM literature, (ii) identification of the core publications and authors based on publication frequency, and (iii) a citation network analysis (a historiograph), indicating the relations among the most-cited publications.     The article addresses two crucial mechanisms influencing innovation and economic results of hi tech companies: innovation culture development versus innovation financial investments, i.e., investments into R&D capacities and concrete research and innovation projects in Slovenia. The results show that innovation culture development (non-financial factors) and innovation financial investments (financial factors) have comparable influence on innovation results. At the same time, raising innovation financial investments does not grant an improvement of the innovation culture. Therefore, it is crucial to improve the company's innovation culture rather than to increase financial investments. The main reason is also related to obstacles, which are significantly smaller when managing the innovation culture. The article also provides guidance for better management of these two groups of influential factors and, consequently, the increase of innovation and business results.

    This paper aims to analyze the development of the rule of law and its key characteristics as a principle within public governance model (PGM) research. In the study, we analyzed two main EU cultural and geographical subgroups, selected old and new EU member states, in order to identify the main convergences and differences characteristic of the respective clusters. With the accession to the European Union, these acceding countries were to transfer EU law into national law and reform their governance models accordingly. The aim of the research was achieved by following an original methodology, encompassing 431 relevant scientific papers from the Scopus database.     The research investigates into the relationship between the company’s innovation inputs and its performance. The research was carried out on the sample of 2503 Slovenian companies from manufacturing and selected service sectors. The results indicate a correlation between the revenues arising from innovations and the company's performance in terms of the financial ratios, in particularly ROE and growth of revenues from sales. Furthermore, it is shown that the distribution of innovation expenditures is related to the company’s innovation performance. The financial inputs related to external sourcing of ideas and knowledge (open innovation) have a positive correlation with the innovation performance.

    The article deals with the financial and nonfinancial innovation factors influencing the innovation and economic results of high and medium-high technology companies in Slovenia. It provides guidance for better management of the two groups of influential factors and, consequently, the increase of innovation and economic results. The results show that financial and nonfinancial innovation factors have comparable influence on the innovation results (confirmed hypothesis 1). At the same time we determined that optimization of financial innovation factors represents a significantly greater obstacle for companies, as is the case for nonfinancial innovation factors (confirmed hypothesis 2). Based on the performed research we can conclude that the nonfinancial factors represent an important opportunity for the development of the innovativeness in Slovenia.     Research studies on innovativeness of the European Union (EU) are primarily tailored to national policy makers, while detailed monitoring of innovation factors at company level is not among the set priorities. Our study is based on the original approach which complements existing Community Innovation Survey (CIS) factors with factors of our own research. The study was conducted on a sample of 143 manufacturing and service firms with over 50 employees. The results show a correlation between innovation efforts and the results from innovation. We find that the transfer of innovation policy from strategic to operational level is more effective in the case of a long-term policy, which is not subject to sudden changes. Setting high innovation goals compared to successful firms within industry may also be related with achievement of higher perceived benefits from innovations.     The objective of the research was to develop a methodology for systematic measurement of innovation performance according to future challenges of innovation management. The need for a systematic approach was defined within a currently running national research project, where innovation capabilities of manufacturing and service firms in Slovenia are going to be assessed. Though Community Innovation Surveys have been carried out across the EU and updated in several rounds, evidence of important areas, that are not adequately measured (e.g. competences of employees, idea & creativity management,…), has been found. The methodology described provides a more complete approach in terms of covering the innovativeness at all (inter-)firm levels. The value manifests itself in allowing benchmarking in a way that gives information not only about the present state, but also the level of future-orientation, implicating on sustainability.

    The importance of small and medium-sized enterprises (SMEs) is widely recognised for the Slovenian economy. However, the issues regarding legislative and other administrative barriers and their perception by SMEs as a heterogeneous group of enterprises are not yet fully investigated. The main research hypothesis concerns that there exist significant differences in the perception of administrative barriers among characteristic SME groups. Consequently, this paper aims to provide a comprehensive analysis of the key administrative barriers SMEs face in Slovenia. This entails three activities: (1) identifying the main areas in which barriers are found; (2) establishing what they imply performance-wise; and (3) providing policymaker guidelines tailored to different SME groups (size, legal form, sector, age).
