Madagascar is well known for its biodiversity, with 31 species of marine mammals occurring in its coastal waters. The humpback whales highlights in this last statement for their congregations and acrobatic behaviour mostly between the Channel of Ste Marie and Maroantsetra. Nevertheless, the country is considered a Low-Income Food-Deficient Country (LIFDC), as a result we have more than 95% of local people struggling to access resources to survive, including marine resources. During 2011 a total of 6 workshops, 237 people, were organized in 5 different sites of Madagascar (Toliara, Nosy Be, Maroantsetra, Diego Suarez, Ste Marie, Antananarivo). The activities were focused in analyzing the projects or initiatives already dealing with marine mammals observation. The second phase was to show how the model applied in Ste Marie, for more than 12 years have worked for both, whales protection and community empowerment trough sustainable development. The first initiative for identifying the stakeholders of the upcoming Madagascar Marine Mammal Stranding Network also was consider. The workshops: “Know to better protect” and the interactive photo exposition: “Des Baleins et Des Hommes”, were the tools used to teach and share with local communities not only scientific facts but also the know-how from Malagasy experiences that have proven to be successfully in Ste Marie. The result: multidisciplinary community groups that for first time discuss together a long-term project that will benefit all, based on the recommendations of scientific and local experts were the sustainable model based on whale-watching has proven to be successful. Replication of this model, adapted to local issues, particularities and species of marine mammals will help not only the initiatives for conservation of marine mammas but also the economy of the coastal regions, as well as to raise the proud of the local natural heritage.
