This work aims to analyze Brazil’s search for greater profile in the area of international securi... more This work aims to analyze Brazil’s search for greater profile in the area of international security – with a defined strategic goals of permanent membership in the United Nations Security Council - through a reinterpretation of the concept of smart power. Created by US academics to explain their actions, the concept will be adapted to the needs of an emerging power like Brazil to be used as a strategy to address the country’s hard power deficit. The study addresses in which ways the country is able to enter the global security agenda. This is done through the its activities in diplomatic niches in the security field. Focused on the Brazilian case, the thesis covers Brazil's diplomatic niches that make this insertion possible from the performance of the country in peacekeeping operations and in the context of South-South cooperation.

In this context, we see the international recognition of Brazilian success in realizing politics of development at the domestic level. Those happened by raising the external demand for exports of a Brazilian “know-how”. This have been constituted as an important factor that eased the insertion of Brazil in this new global framework and its new arising status.
The question that this research seeks to address is how Brazilian foreign policy was affected by the redefinition of the concept of “security,” intensified with the end of Cold War since the 1990s, reassuring Brazil the status of a middle power.

Brazil has the tradition and conviction of being a peaceful nation. It has established good relations and coexists in peace with its neighbors. As history tells us, Brazil has not been involved in direct conflicts for a long time. If we exclude the First and Second World Wars – in which Brazil declared war and sent a small military contingent, the last war in which Brazil was directly involved was the Paraguayan War that ended in 1870. With that we can see that there has not been any war on Brazilian territory and its borders for over a century. With that, as stated above, by tradition and conviction, Brazil has been perceived as a peaceful country. This pacifist trait is part of the national identity, and a value that should be preserved by the Brazilian people. A few of the guidelines of the Brazilian foreign policy include the adoption of constitutional principles of non-intervention, defense of peace and peaceful resolution of conflicts.
In the spirit of innovations and the need for a better Strategy of Defense for the Brazilian government, this paper seeks to outline a few debates in order to propose recommendations for the government in most different the fields.

capacity to meet the international system needs.

da 67ª Assembleia Geral das Nações
Unidas. Representantes dos 193 Estadosmembros
se pronunciaram sobre as
principais temáticas que influenciam
atualmente o cenário internacional. Em
relação aos discursos dos países BRICS, é
possível destacar uma série de temáticas
levantadas: a situação no Oriente Médio,
em especial a crise na Síria; a falta de
solução para o conflito entre Israel e
Palestina; a reforma das Nações Unidas; a
defesa do multilateralismo; o combate ao
terrorismo; a busca pelo aprimoramento de
integrações regionais; a crítica à conduta
dos países desenvolvidos para combater o
contínuo cenário de crise econômica, entre
outros.
Concomitantemente aos discursos
na Assembleia Geral, ocorreram diversos
encontros paralelos entre os governos para
reforçar suas interações e avançar em
temáticas específicas de interesse mútuo.
Dentre estes, destaca-se o encontro dos
ministros de Relações Exteriores dos
países do agrupamento BRICS, o sétimo
realizado por esses países à margem da
Assembleia Geral. Ao final do encontro, foi
emitido um comunicado conjunto,
1 no qual
o agrupamento apontou para a crescente
preocupação com a escalada da violência
na Síria e pediu que fosse estipulado um
cessar-fogo com um processo de
reconciliação nacional que combine tanto a
participação de todos os segmentos da
sociedade síria quanto o suporte da
comunidade internacional.
Esta análise tem como intuito
destacar os principais pontos levantados
pelos representantes dos países BRICS
que discursaram na 67ª Assembleia Geral,
assim como observar convergências e
divergências entre eles.

Em 2011, havia um cenário político
marcado por discussões e debates acerca
da “responsabilidade de proteger” e sobre
as intervenções em geral, em que se
destacava o caso da Líbia. A presidente
brasileira, Dilma Rousseff, introduziu então
o conceito de “responsabilidade ao
proteger”, que dialoga intensamente com o
conceito citado anteriormente.
Este trabalho busca fazer uma breve
análise dos dois conceitos e, em seguida,
observar o posicionamento dos países
BRICS frente a ambos.
A título de conclusão, busca-se
elaborar reflexões acerca do
posicionamento dos países BRICS sobre o
tema e o impacto do surgimento do
conceito de “responsabilidade ao proteger”
nas discussões sobre a “responsabilidade
de proteger” e intervenções em geral.
