ROBERT (BOB) WAYNE LOWRY
Bob follows military and political developments in Indonesia and produces book reviews, articles, and book chapters related to them.
His major publications include: The Last Knight: a Biography of General Sir Phillip Bennett AC KBE DSO, Big Sky Publishing, 2011; Fortress Fiji: Holding the Line in the Pacific War 1939-45, self-published, 2006; and The Armed Forces of Indonesia, Allen & Unwin, 1996.
He chaired the Fiji National Security and Defence Review during the period September 2003 – February 2004 (Safeguarding Peace & Prosperity, Fiji, 2004).
From July 2002 to July 2003 he was contracted as adviser to the National Security Adviser of Timor-Leste.
He worked for the International Crisis Group (ICG) in Jakarta during 2001 doing policy oriented research on military and police reform and military operations in Aceh.
He was part of the University of Canberra team that won the contract to provide the Masters Course for the new Australian Command and Staff Course at Weston in Canberra in 2000.
Previous appointments have included Associate Director of the Australian Defence Studies Centre, 1997, and Acting National Director of the Australian Institute of International Affairs 1993-94.
He has also undertaken contract research on strategic issues such as: The Natuna Natural Gas Project (Mercadier, 1996), China’s energy requirements (Mercadier, 1999), Singapore’s water supply (Mercadier, 2000), Internal Security Reform in Indonesia (International Crisis Group, 2004), and After the 2006 Crisis: Australian interests in Timor-Leste (ASPI, 2007). In 2015 and 2016 he co-authored two reports commissioned by IPAC in Indonesia. In 2005, he conducted evaluation missions for the humanitarian NGO Austcare in Aceh and the National Democratic Institute security sector reform programs in Timor-Leste.
He retired from the Australian Army as a lieutenant colonel in 1993. As a military officer he served in South Vietnam (1968-69), Singapore (1969-72), and Indonesia. In Indonesia he attended the Indonesian Command and Staff College, 1983-84, and served as a military attache at the Australian Embassy in Jakarta 1984-86.
He has a Bachelor of Arts (Asian Studies) from the Australian National University (ANU), a Master of Defence Studies (MdefS) from the University of New South Wales and is a graduate of the Australian Staff College, Queenscliff, and the Indonesian Army Command and Staff College, Bandung. He has also undertaken several visiting fellowships at the Strategic and Defence Studies Centre, ANU, and the Australian Defence Studies Centre (ADSC), Australian Defence Force Academy (ADFA).
